The programme covers the following safety promotion activities: For the age group Children 0-14 years: Xinjiekou Community has 7 kindergartens with more than 3,000 children and 400 faculty members. The most likely injury of children in Xiejiekou is fall/fall injury, which happens mainly in kindergarten, at home and on highway/street.

1) Parent-child Club The first community-level “early education” base – “Parent-child Club” was founded on May 23, 2009 which mainly organizes various lectures, interactions, parent-child games, intelligence measurement, expert consultation on prenatal, pregnancy and early education, harnesses early education resources in the region to build a healthy, scientific and personalized public service mechanism suitable for Xinjiekou Community with the Club as the platform through various activities, such as healthy childbirth park, mummy club, mothering party, parent-child reading party and story-telling session, thus, enhancing parent-child attachment and promoting the healthy growth of child. 2) Safety Education Starts from Child Self-made safety toys: while taking into consideration age traits, materials and safety of materials and events at outdoor events, teachers use waste and scrap such as cloth, paper box, plastic bottle to produce training aid for outdoor activities, which not only trains the capacity of children in passing through, running, jumping and creeping, but also promotes the physical development of children and reduces the unintentional injury of children in outdoor activities. Initiative safety education: safety educational campaigns initially held by kindergartens include two types: in the first half of each session, spend at least two weeks on safety educational work and replicate it to other events; penetrating safety education, i.e., during the education and child care process, incorporate the concept of safety and health into everyday life.

Diverse forms of safety education

Youth 15-24 years:

Plan for the Safety of Children and Youth at School Xinjiekou Community has 22 schools of various kinds. Now there are 7,917 children under 14 years old and 14,130 aged between 14 and 24, or 23.16% of the total. In 2008, Xinjiekou reported 190 injuries of children and youth at school. 1. Build Safety Schoolyard Environment 1) By May 2010, more than RMB1.5 million had been invested to install monitoring system for all schools, with at least 8 cameras for each school at major sites like the gateway, playground, canteen, dormitory building and gymnasium. 2) All classrooms use lifting chairs and desks. Anti-skidding floor tiles have been paved at stages; table tennis table had been erected; 52,000 artificial lawns have paved on the playground; more than 2

1,300 meters of guard railing and grab bars has been installed in class rooms, corridors and stairways; at least one set of fire fighting facility is made available for each floor. 63 traffic safety marks have been added before the gateway of schools and at the crossing of schools. 2. Enhance Awareness of Schoolyard Safety

Colorful Safety Courses Safety Course One safety educational course is opened every week at middle and elementary schools and courses involving mental health, pubertas, drug prevention, legal system, traffic safety, safety issues in extreme conditions, public health, AIDs prevention have been made available to students. Classwide meeting, activity lesson, subject penetration, broadcasting, blackboard newspaper, horizontal scroll, slogans are used in safety education through various forms such as explanation, demonstration and drill. We have also used Letter to Students’ Parents, themed classwide meeting, lecture, article solicitation and knowledge contest to enhance the safety awareness, ability to guard against safety issues and self protection capacity of both teachers and students. 3. Launch “Sunshine Movement” and Improve the System for Preventing, Educating and Rectifying Juvenile Delinquency We have established “Sunshine Community Rectification Service Center” to launch correction events – “Sunshine Movement”, provide legal assistance for teenagers and offer psychological guidance and rectification for youths with mental disorder and under-age law breakers. 4.During the summer and winter vacations, we organize students of primary and secondary schools to be part of volunteer groups of various kinds, involving fire protection, public security protection, gas safety and food safety. As of September 2010, we had organized 34 volunteer events with over 800 students participated.

Strengthen Education on Students’ Mental Health Yutaoyuan Elementary School has invited medical experts and psychologists to instruct teachers on how to communicate with students, and cultivate sound mentality; instructs parents on how to communicate with children; opened psychological course for Grade 1 to Grade 6 students. The School has also founded Psychological Research Group, “Private Conversation Mail Box” and “Happy Camp” 3 psychological consult room. It has also worked with graduate students of the Psychological Department of Beijing Normal University in individual case study on students’ mentality.

6、 The Holiday Activity House for Teenagers

In an attempt to ensure children of a safe and meaningful holiday, the community established a holiday activity house for teenagers. The activity house has made schedules for every holiday, allowing children to sign up for activities according to their own interests.

Adults 25-64 years: Workplace Safety Now, Xinjiekou Community has 5 construction companies, 513 production and operation businesses of different kinds, and 1088 “six minor” businesses. Monitoring data of medical injury showed that work place injury in Xinjiekou is featured by more injuries suffered by commerce/service providers. Among others, injuries are mainly caused by the following facts: staffers violate operational procedures and enterprises fail to recruit qualified construction companies according to relevant regulations. In some cases, staff members fall short of safety skills and onsite management remains loosening. 1) Management on Operators by Type and Scale Operators are divided into A, B and C three types. Type A operators are under prioritized supervision, including 12 dangerous chemical-related businesses and construction sites. Type B operators fall under lesser supervision, including altogether 122 shopping malls, markets, cultural and entertainment establishments, sports venues, star-rated hotels and catering facilities. Type C operators are under general supervision, including 997 “six minor” units, such as cookshops, small markets and small hotels, etc. Standing book will be established for operators by industry for a dynamic management. Type A operators shall be checked every month while Type B ones shall be reviewed every two months. Type C operators will be check on a monthly basis by community service substation. Once identified, safety loopholes shall be reported immediately. Work Safety Office shall be responsible for coordinating functional departments in launching loophole check. 2) Launch Safety Loophole Check on Major Places of Different Types A day-to-day supervision shall be carried out on dangerous chemical-related units, crowded places, narrow workplaces, production and operation businesses in buildings, and construction operators. Basic information book shall be established for production businesses which are helped to establish and modernize the system of work safety responsibility, emergency plan and other safety systems. When it comes to safety management, construction units implement construction certificate, safety qualification management, qualification certificate management of special operation workers, improve safety warning signs at the construction site and safety protection measures of dangerous sections, measures for safety management at the construction site and for workers’ safety protection. 3) Carry out Daily Loophole Check on “Six Minor” Businesses Xinjiekou Community Office has established two-tier supervision network – Community Office and Neighborhood Committee – in 21 neighborhood committees to solidify supervision on 1088 “six minor” businesses according to law. The network also assists functional departments in launching field investigation on “six minor” places, establishing working ledger and collecting such information as the name, person-in-charge and contact information of the business premises. The neighborhood

4 committees investigate on “six minor” places every month mainly to check: whether the staff quarters use coal and electric blanket (bar) for warming; the utilization of fire equipment; whether the fire fighting access is smooth; whether there are precautionary measures and contingency plans; the prevalence of work license after training and certificate for special type of work.

1、、、 Fire Prevention Plan Xinjiekou Community is home to many bungalows, architectures built in the 1950s and 1960s and many crowded places such as shopping malls, markets, hotels and catering facilities. The fire protection infrastructure remains weak. In the Community, there are 6 units under municipal level fire protection, 96 units under district level fire protection, making it a highly risky area prone to fire disasters. Circuit represents the overarching cause of fire disaster and time interval from 18:00 to 24:00 is the highly risky time and the likelihood for major fire disasters lies in the time interval from 22:00 to 04:00.

1)))Voluntary Fire Brigade:

Voluntary fire brigade composed of fire fighters with professional knowledge, fire trucks and corresponding fire equipment safeguards the life and property safety of community residents through such forms as daily patrol, receiving and responding to alarms, independent fire extinguishment, reinforcing extinguishment, organizing fire protection drills among residents, assisting in safety publicity campaign.

2))) Take Preventive Measures and Launch Loophole Check Campaign:

Units under prioritized supervision are divided into 12 groups for mutual check and based on this, for spot check. In the mean time, each of the units is required to carefully look for loopholes, and implement fire protection safety responsibility system step by step. The fire protection safety committee of Xinjiekou Community has guided the fire protection office to check more than 1,900 units, discovered and eliminated over 1,300 fire hazards and 1,200 of which have been addressed.

3))) Fire Fighting Training and Drill:

The Community Office has organized units under prioritized supervision, safety principal, fire safety administrators, community residents in carrying forward multi-tiered fire fighting training to explain fire fighting knowledge such as how to use fire alarming, how to escape from fire, and knowledge about self and mutual help, and emergency response.

Before the Spring Festival, Xinjiekou Community Office organizes city management, comprehensive treatment office, work safety, fire fighting and other professional departments for joint investigation and law enforcement. The investigation covers the sales premises, warehouses and surrounding environment of fireworks and crackers; the Community Office also provides fire fighting training for sales staff of fireworks and crackers and employs Publicity on New Fire Prevention Law 5 certificate-based management. In 2011, the Community recorded 2 fire disasters as a result of fireworks and crackers, down by 50% from 4 in 2009. 5) Xinjiekou Community created “small fire truck in bungalow area” and equipment thereof is similar to normal fire trucks, but the size is same with coach which can easily shuttle through hutongs. It is mainly responsible for the work of fire alarms, fire extinguishment, safety trainings and drills, etc. 3. Home Safety Plan As an old city neighborhood, the living area of bungalows account for three fifth of total residences, with many potential safety hazards such as houses neglected and in disrepair for years, damaged pipes and wires, narrow pathways and deficiency in safety facilities. There are 13 dilapidated buildings vulnerable to harsh elements like storms and natural disasters like earthquakes. Twenty of all the hutong pathways are too narrow for firefighter vehicles to go though.

(((1)))Home Environment Renovation Plan

1) Install new Chinese-style door for courtyards without door or with door severely damaged. reduces the occurrence of violent incidents. 2) Repair and renovate damaged roads in the Community, remove illegal and unauthorized constructions and improve the conditions for travelling. 3) Clean piled materials in alleys and hutong pathways, whitewash worn walls, and repair damaged doors and windows.

4)Remove illegal and unauthorized buildings, fix messy environment, replace dangerous outdoor advertisement and boards. Altogether 196 dangerous outdoor advertisement boards were replaced, 423 sqm of illegal constructions were removed and 1 salvage station was prohibited.

(2) Plan of Archives for Every Courtyard and Household: We have implemented the system of archives for every courtyard and household. Archive describing the layout and purpose of houses. recording the number, name and basic conditions of people in every room and showing previous disputes, depicting possible safety loopholes and corresponding emergency facilities and systems are put in place. Each courtyard arranges a Community cadre to be responsible for specific works and linking residents and the Community.

(3) Plan of Sodality of Head of Courtyards and Building Units Xinjiekou Community has established Sodality of Head of Courtyards and Building Units and organizes activities on a regular basis when head of courtyards and building units can share their experiences and insights in their work, discuss difficulties they encounter in daily work, broaden their horizon, nearly 30 activities have been launched with 140 participants.

(4)We’ve opened community blog in Beisantiao Community of Xisi, making cheat proof information and first aid knowledge into playlets which are put on the blog for the benefit of residents. Some solicitous residents with professional skills have established community propaganda team. They self produce and direct true stories around us, which were also put on the community blog, and all residents can view and learn free of charge.

(5) CPC Members Service Group of Capital Power Grid: Bungalow area in Xinjiekou has many old houses and aging electric wire remains a salient issue. Xicheng Power Supply Bureau of State Power Grid stationed in Xinjiekou Community has established a service group composed of 30 members who provide community residents with advice on electric safety, host lectures; help residents detect power failure and rush to repair electrical installations. 3. Traffic Safety Plan There are ten streets, 199 alleys and hutongs in Xinjiekou Community. Dozens of buses and several subway lines travel through the Community and the daily traffic flow remains huge. Posing grave danger to traffic safety.

1) Three-party Meetings and Three Strict Standards for Traffic Safety We’ve launched three-party meetings, hold three strict standards for traffic safety for scheduled buses and school buses in the Community. Specifically, before spring outing, autumn outing, National day and other major events, we schedule meeting between “major vehicles”, “drivers” and “leaders” and hold demanding standards for “safety conditions of major vehicles”, “safety driving technique of drivers” and “implementation conditions of educational responsibility of leaders” 2) Traffic Safety Caravan We’ve worked with Traffic Safety Committee and Children’s Palace in organizing the traffic safety art ensemble, named “Traffic Safety Caravan” which self produces, directs and acts publicity programs and performs at communities and schools.

3) Traffic Safety Educational Base In March 2011, the Xinjiekou Community has established China’s first education base of traffic safety, which covers an area of 1380 square meters with 19 experience and exhibition halls displaying simulating driving, alcohol detection, pedestrian safety, emergency aid and simulating escape, etc. The halls were all decorated according to the real road conditions, with an integration of sound, light and electricity all over the walls and floor. In comparison with the past education, the base focuses on the practical operation and experience.

Renovation of Traffic Facilities in Old Quarter: We’ve renovated traffic facilities in Dongxingkai hutong, installed 400 meter long hand rails and built 100 parking lots, 25 traffic signs, 4 pedestrian crosswalks while regulating the paths of vehicles and pedestrians to ensure traffic safety. 5. Traffic Safety of Electric Bicycle: Owners of electric bicycles can only win the certificate for legal driving after filling in information about electric bicycle and committing to low-speed travelling and not removing speed-limitation apparatus. At the moment, nearly 70% electric bicycle owners in the Community have obtained legal driving certificate and the applification of the remaining 30% is well under way.

Elderly 65+ years: Plan for the Safety of Senior Citizens The number of senior citizens over 65 years old in Xinjiekou Community amounts to 11,072.They can be divided into two kinds of seniors receiving home-based care and concentrated care, with over 90 percent are the previous one. According to the monitoring report of community service center in 2008, there are 214 senior injury cases, including 123 falls which account for 48 percent of the total injuries. Besides, there are 30 caused by car accidents, 16 sharp instrument injuries, 11 blunt force injuries and 10 scalds. The accident spots concentrate in houses, roads and streets, and sport sites.

1. Create a Safe Environment for Home-based Care for Seniors (1) The modification work for accessible facilities: In June 2009, the group working on the safety of seniors conducted the modification work for accessible facilities throughout the neighborhood to meet the need of local residents, including four sites in Guangyingyuan Residential Community and four sites in No. 31 Dongxingkaijia Courtyard.

(2) Remove the lock installed into the ground without authorization to get rid of the hidden dangers for the residents especially for seniors strolling outside the houses. (3) Rebuild the road to reduce the hazards for seniors to stroll outside: the road rebuilding work in the communities where a mass of seniors live has been done, involving problems solved like water-gathering ground of the 10 low-lying courtyards during the rainy seasons and damaged roads.

(4) The working platform of home-based care and disability aid has been established: The center recruited aid workers practicing “nine benefiting policies for the senior and disabled” (briefly “nine policies”), who are responsible of taking care of 3,227 seniors over 80 years old throughout the neighborhood. Every single aid worker is responsible of visiting these elders of 4 or 5 communities, interviewing all of them every three months, getting to know their needs and wants and reporting their difficulties and appeals to relevant departments of all levels. 2. Comprehensively Promote the Home-based Care Program

(1)Establish the System of Providing Home-based Care (and Disability Aid) Bond

The senior and the disabled are provided with government funded services featured as home service, on-the-spot service and reservation service, including canteens for seniors, household services, haircut, laundry, dressmaking, massage and household appliances maintenance. Now 3,175 seniors receive such service in the Community.

(2)Develop New Service Suppliers, and Enrich Services.

Those suppliers working on “nine policies” have benefited 3,016 seniors over 80 years old throughout the Xinjiekou Community. In May 2010, the community service center set up the first “Community Industry and Commerce Work Station of Protecting Seniors’ Rights” in Xinjiekou Community. For instance, when such cases arise, the staffers will drop in their houses and provide aid service.

(3)The community service center has opened training courses for service staff in two phases, educating 46 re-employed staffers on basic care, necessary serving and communication skills. The Senior Citizens Work Committee has trained 58 volunteers working on “spiritual consolation” for seniors, who started this work in 2007 benefiting over 100 seniors, and the number rose to 1,112 by the end of 2009.

(4)The Competition Campaign of “Top Filial Models”: We have launched the competition campaign of “Top Filial Models”, with 200 selected candidates who are possible to be recommended to the competition of “the Xicheng District Top Filial Models” and “the Beijing Top Filial Models”. (5) We have set up two community nursing homes and 10 playrooms called “Entertainment Room for the Grey Hair” and 21 canteens for seniors by making good use of the community activity rooms. The “Entertainment Room for the Grey Hair” program provides services such as haircut, canteens, bathe, transporting gas tank, home appliances maintenance, household service, talking to seniors and reading newspapers together with them, delivering meals, protecting their rights and organizing cultural and sport activities, etc. 3. Launch the Day Care Center for Seniors: We have work with Fushouxuan Nursing Home to set up a day care center, open 24 hours a day, seven days a week for free, taking care of the seniors, comforting them spiritually, and providing special services like recovery guidance, entertainment, canteens and safety lectures. Until October 2010, 12,000 seniors had benefited. 4. Launch the seniors’ Health-promoting Programs in the Community: (1) The Recovery Work of Arthritis: Arthritis is a common disease among seniors, making them exposed to fall-related injuries. The community doctors practiced rehabilitation by using acupuncture, massage, traction and other physical therapies, sometimes providing door-to-door service for patients who are not able to move. (2) The Eyesight-promoting Program for seniors Ophthalmology experts were invited to do over 500 fundus examinations for visually challenged seniors. Patients who were found to have cataract and other fundus diseases were taken to be treated in hospital.

5. Bring the role of the Senior Association into full play, providing more thoughtful service for local seniors. Established in 2006, the Senior Association is a self-governing mass organization of seniors and has been working on protecting the seniors’ rights, investigating and surveying policies, carrying out cultural and sports activities, and providing loving care for seniors.

6. Conduct Health Training for Seniors Centering on “the Sunset Glory School” Program

We have been working with the community service centers, hospitals, courthouses, libraries and Xicheng University of Economy and Technology and retirees with special skills to provide teachers for “the Sunset Glory School” program We have carried out training courses, lectures on law, health and travel, “exercise week” and other cultural and sport activities in Sunset Glory Schools, with 36 such activities held and 2210 participants. 7. “Little Helper” E-Server The device is exclusively designed for the elderly in communications and featured by large font size, volume, keyboard with certain service functions. We plan to equip those aged over 60 with little helper e-server. The e-server has two functions: convenient service and reporting to the police and seeking help: 8. College Student Volunteers Assist Seniors. Starting from 2008, Xisanli Community has organized freshmen volunteers of Beijing University of Posts and Telecommunications to establish pairs with elderly people in the community. They visit the elderly once a week, chat with them, sing songs and play games with and introduce scientific health preservation knowledge to them. Natural Disaster: The China National Children's Center, located in Xinjiekou Community, initiated the “Emergency Educational Program of Wellness Plan” and established “Emergency Experience Center” as the educational base for students and children. At the Experience Center, children can view or participate in multi-media presentation, scenario experience, and interactive games, learn knowledge about public security, natural disasters, transport, fire protection, health, first aid and other emergency knowledge and skills. Besides, children can experience the skills of driving vehicles, looking for fire hazards, escaping fire from high-rise building, evacuating from smog passageways and tying knots training. Violence preventing—Public Security In 2008, Xinjiekou Community recorded altogether 46 security cases, 37 of which were robberies; 35 of the 46 cases were committed by floating population, or 76% of the total cases; 23 of the 37 robbery cases happened in the bungalow area, accounting for 62% of the total robbery cases. The

10 underlying reasons behind the cases are: first, no property management functions are up and running in the bungalow area which couldn’t be equipped with anti-theft facilities; second, some residents have a poor precautious awareness. 1. Mesher Management of Public Security: The Community Office divides the jurisdiction into 100 grids each of which is equipped with 1 volunteer for public security as the head of the security group who is responsible for organizing public security volunteers in launching prevention work in their respective grid and filling in the Weekly Record of Public Security Work. The Record mainly includes changes in floating population and their rental houses, potential home safety hazards (covering contents directly affecting residents’ lives such as food, transport, fire protection, coal gas, use of electricity) and the Record will be kept in the archives by each community. 2. Red, Yellow and Blue Three Grades Management: All communities and “six minor” places (namely small shops, factories/rental houses, cybercafé, hotels, restaurants and entertainment facilities) within Xinjiekou Community are divided into red, yellow, blue three grades according to the risk type. The area with the most dangerous grade – red – will be under special supervision and support and areas graded yellow and blue will receive lesser management in proper order. 3. “Sunflower” Service Center: As the pilot Program in Xicheng District, Xinjiekou Community established “Sunflower Service Center” Work Station which, through signing management agreement, registration and reporting, accountability-based care, help and education group, seeks to provide people under drug treatment with psychological rehabilitation assistance, vocational training, and employment information and to organize public good events. 4. Bicycle Patrol Group: Every neighborhood committee in Xinjiekou Community organizes a bicycle patrol group with 20 team players. Each group is divided into two shifts and the patrol time is between 23:00 and 05:00 on the next day. Members are responsible for providing security patrol and handy service for the public in the bungalow area. 5. Five persuasion teams have been put in place to assist the city management and transport departments to put off and advise such safety issues as unauthorized construction, laying electric ware, aging electric ware, blocking passageways, quarrel and fight, improper dog keeping, operation on the streets and unauthorized parking vehicles. 6. Head of Courtyards and Building Units – Safety Guard: The team of head of the courtyards and building units has been enlarged with 2,450 chiefs who make known to the upper and lower levels the safety loopholes affecting the lives of the public, such as environment issues, neighborhood disputes, family conflicts, water/electricity/gas usage, emergencies, and major issues with great social influence. As of August 2011, they have reported 28,900 information of various kinds, 41% of which were addressed by themselves. 7. Volunteer Care Program: 4,193 public security volunteers were recruited at the end of 2007 to organize a volunteer team who is put in charge of community patrol, neighborhood safeguard, bridge and road protection and crime prevention. 8. Physical and Technical Protection for Public Security: The electronic monitoring network covering “Four lateral (four north-south streets) & five fore-and-aft (five east-west streets)” has been established, fully covering residential communities in Xinjiekou while accommodating demands of the general public. Building intercom systems have been set up for buildings with adequate conditions with 13,000 households being covered, or 72% of the total; 1,000 “door contact alarms” have been installed free of charge for courtyards vulnerable to criminal cases and not well-positioned to fix building intercom systems.

9. Public Good Legal Service Office: Xinjiekou Community Office has established 12 public good legal service offices to offer free legal consulting services to and hold legal lectures for residents; provide litigation and non-litigation agency services for disadvantaged groups; act on behalf of people with difficulties to apply for legal assistance.

Prevention Programs of Targeting High Risk Groups: 1. Sunshine Rehabilitation Movement Those under drug treatment in Xinjiekou have experienced kinship care and obtained professional guidance and assistance in the Sunshine Rehabilitation Movement organized by the Community. Every one of them has a designated liaison officer from whom they can access to all-rounded help and assistance; for half a year, they can voluntarily take part in the event organized by the Community and police substation to view propaganda film on preventing re-using drug; listen to the lecture delivered by expert from the National Educational Base of National Ban Drugs Commission to get professional guidance; visit Beijing Ban Drugs Educational Base and experience the sunshine and beauty of life. We’ve also provided psychological rehabilitation assistance, vocational skills training, employment information for those under help and education and recommended job opportunities for them; asked them to go through urine test on a regular basis and organized public goods events. 2. Home-based Care for the Aged “One-for-one” Pairing Aid Program “One-for-one” Pairing Aid Program belongs to voluntary service. Volunteers include heads of courtyards and building units, working staff of neighborhood committees and activists, providing no less than half an hour service every day for the seniors empty nesters. They also visit or call the elderly people, go to their home every day and chat with them. Beyond that, the volunteers also assist the neighborhood committee in organizing sports activities. The Program is based on good plans, institutions, charters, patrol records and agreements. 101 empty nesters have received the services continuously and 43 volunteers have attended the “One-for-One” Program. 3. “Children’s Traffic Police School” In 2007, with the help from Xicheng Traffic Police Detachment, the “Children’s Traffic Police School” was set up. The school chose the first batch of children traffic police who put on the uniform as their wish. The Xicheng Traffic Police Detachment issued a pennant to the school and granted ribbons to 50 civilized traffic messengers, offering traffic safety handbooks and board games. The cadets from the detachment provided professional training for little traffic police, offering “Join the School, Share the Safety” classes on popularization of traffic regulations. The “little traffic police” from “Children’s Police School” appealed to school children of Beijing, leading schoolmates to be civilized traffic messengers by promising to abide by the traffic regulations.

4. The Intervention Program of Rehabilitation of the Patients with Cerebral Apoplexy Caused Body Challenged Sequel The community health center has provided free rehabilitation training for 109 stroke-related disabled persons, establishing files, standing books and detailed plans for every single one. The rehabilitation trainer provided guidance for the patients and their family members to rehabilitate in a scientific and normative way, correcting their unhealthy way of behavior and living habits. For the convenience of physically challenged people, the center has been lending wheel chairs, crutches and walking aids to patients, enabling them to practice both at home and outside. According to the analysis of 47 patients receiving rehabilitation treatment results, the rehabilitation work of the community has yielded good results, with its period averagely lasting six months, the remarkable effective rate 32% and the moderate effective rate 52%.

5. The Household Safety System for Disabled Persons It is a household safety system developed for disabled persons. The telephone numbers of the user and emergency contacts should be set so that they could be informed through the transducer when emergencies arise such as fire disaster, gas leak and burglaries. The system will communicate the information to targeted phones and give a strong alarm to inform the household members or neighbors. It has now passed the trial phase, and the next stage is to launch the experimental promotion throughout the area under administration. 6. The Hand-in-hand mentally challenge Rehabilitation Center—Disabled Persons The Hand-in-hand Professional Rehabilitation Center covers an area of 1,000 square meters, serving 29 mentally challenged people at the age of 22 to 28. The rehabilitation center has organized simple labor activities for them to exercise their mind and body, 7. “Fall Prevention” Voluntary Program for Seniors The Program is based on “technical guide of Falls intervention in older” which Promulgated by the Chinese Ministry of Health and implemented by Muyou Law Office of Xicheng District mainly targeting at seniors in Xinjiekou Community. By visiting solitude seniors, issuing service materials, hosting training lecture and providing voluntary services in communities, the Program is designed to popularize knowledge on fall prevention, help seniors learn knowledge and skills on how to prevent fall and reduce fall risks. The Program has cultivated 10 medical volunteers to serve as the envoy for “fall prevention” training, 100 community cadres and excellent student volunteers as the service envoy, and 1,000 community and college students and middle school students as the promotion enjoy. Through materials handout, training lecture and visits by volunteers, 10,000 seniors have received knowledge about fall prevention within two years.

Surveillance of injuries: Enforcement departments: accident and injury data for government departments, health departments to provide injury surveillance and reporting of data and information

Security accident: The occurrence of security incidents in 2008 -2011 Year respectively 46, 20, 19, 14,cases in 2011 than in 2008 decreased by 64.3%, the effect is obvious.

Safety production incident: Since 2008, xinjiekou Community production accidents have remained in the "0" in good condition.

2008-2011 changes in: Number and overall probability of injury is on the decline. Also to some extent the statistic al data prove that the injury prevention measures in promoting the Safe community constructio n of the streets are effective.
