Exxon is struggling to find and de- velop enough new oil to replace what it produces every day. Russia represents a huge opportunity for Exxon because it is one of the few places in the world that has enormous reserves of oil and gas that are open to Western oil companies. Potential production, both for Rus- sia and Exxon, is still many years off even without the sanctions. For now, that means the financial impact on Rus- sia, Exxon and on oil prices is limited, according to Fadel Gheit, an analyst at Oppenheimer & Co. “This is a future play,” Gheit says of Exxon’s Russian exploration plan. “It’s like drafting a 16-year-old kid for the Yankees. You have no idea if he’s going to be a big league player.” The global price of oil fell slightly Sept. 12, reflecting little concern in the market that oil sup- plies would be disrupted. Exxon shares fell $1.25 on Sept. 12 to close at $95.78. Beyond the energy sanctions, the U.S. and Europe moved to tighten re- strictions on access to foreign capital for Russia’s top banks. For the first time, the U.S. targeted Russia’s largest financial institution, Sberbank of Russia. The U.S. also sanctioned Rostec, the Russian state-owned defense conglom- erate that manufactures weapons and military equipment. The EU levied a travel ban and asset freezes on the head of Rostec, Sergei Chemezov, who was hit with similar penalties by the U.S. ear- lier this year. Those splits inevitably involve political and eco- Dnomic hardships, mutual recriminations and a complex and painful division of property. And even once this nightmare is over, the very pres- ence of the other party causes interminable irrita- tion and anger. The only example that I can recall of a civilized “state divorce” in Europe was the peaceful divi- sion of Czechoslovakia into two parts — accom- plished thanks to the efforts of former Czechoslo- vakian President Vaclav Havel. To this day, the two “former spouses” maintain normal inter-state relations. Divorce and separation remains a very real problem for Europe. Scotland’s agitation to leave the U.K., Catalonia’s attempts to escape the cus- tody of Madrid and Novorossia’s bloody fight to break away from Ukraine are all ongoing issues.

While state divorces are messy, according to international law, those advocating them have every right to do so.

And although each case is very different, they share one aspect in common: , Madrid and Kiev are exerting great efforts to prevent those disunions. However, a strict interpretation of international law indicates that, in all three cases, those advocating separatism have every right to at least advocate their cause.
