hereby announces THE INVITATION FOR SUBMISSION OF BIDS in the open procedure for centralized public procurement of goods FUEL FOR MOTOR VEHICLES, DIVIDED IN 5 (FIVE) LOTS Public procurement no. 5/17

The City of Belgrade –Service for Centralized Public Procurement and control of Procurement, as the Centralized Public Procurement Body, invites all interested persons to prepare and submit their bids in writing, in the open procedure for centralized public procurement of goods, in accordance with the Law on Public Procurement, bylaws regulating this area, tender documents and this invitation, in order to conclude framework agreement.

1. Name, address, website of the Principal: The City of Belgrade – Service for Centralized Public Procurement and control of Procurement, Kraljice Marije Street no.1, Belgrade, www.beograd.rs.

2. Type of Principal: local government unit.

3. Type of public procurement procedure: open procedure for centralized public procurement, in accordance with the Law on Public Procurement and bylaws regulating public procurement.

4. Type of the subject of the public procurement: Fuel for motor vehicles, divided in 5 (five) lots, as follows: LOT 1 : Unleaded gasoline at petrol stations, LOT 2: Gas oil EURO DIESEL at petrol stations, LOT 3: Liquefield petroleum gas –autogas at petrol stations, LOT 4: Unleaded gasoline EURO PREMIUM BMB 95 for the storage area of the Buyer, LOT 5: Gas oil EURO DIESEL for the storage area of the Buyer,

Name and designation from the common procurement vocabulary: 09132000-3, petrol; 09134200-9, Diesel fuel; 09133000-0, Liquefield petroleum gas (LPG).

5. Procedure for centralized public procurement is conducted in order to conclude framework agreement, with one bidder, separately for each lot, with validity period of one year, while the individual public procurement contract will conclude the following individual contracting authorities: - Public Utility Company „Belgrade Road“, - Public Utility Company “Water Supply and Sewage of Belgrade”, - Public Utility Company “City Sanitation”, - Public Utility Company “City Marketplaces”, - Public Utility Company “Greenery Belgrade”, - Public Utility Company “City Marketplaces”, - Public Utility Company “Parking services”, - Public Utility Company “Funeral Services”, - City Public Transport Enterprise "Belgrade", - Public Utility Company „Veterina Beograd“, - Public Waterpower Engineering Company “Belgrade water”, - “Ada Ciganlija” PE, - “” PE, - “City Housing” PE, - “Belgrade Zoo Garden” PE, - Pharmacy Belgrade, - Institute for Biocides and Environmental Medicine, - Historical Archives Belgrade, - Belgrade City Library, - “Milutin Bojic” Library, - Belgrade Drama Theater - Yugoslav Drama Theater - “Boško Buha” Theatre, - Theater on Terazije, - PI “Boško Buha”, - PI “Dečji dani”, - PI “Dr Sima Milošević”, - PI “”, - PI “Rakovica”, - PI “”, - PI “Surčin”, - PI “Čika Jova Zmaj”, - PI “Čukarica”, - PI “Vračar”, - Shelters for Elderly and Older Persons, - Center for Placement and Day Care of Children and Youth with Developmental Disorders, - “Pionirski grad” Sports and Recreation Center.

6. Criteria for awarding framework agreement:

LOT 1, 2 and 3 - the economically most advantageous bid with the following elements of criterion: offered price – 89,8 weighted points number of municipalities in the City of Belgrade where the Buyer has minimum one petrol station – 10,2 weighted points

LOT 4 and 5- the lowest price offered.

7. Manner of taking over the tender documents, namely website where the tender documents is available: The tender documents may be taken over on the Public Procurement Portal of the Public Procurement Office and on the Public Procurement Portal of the City Belgrade (https://nabavke.beograd.gov.rs) or through the link which will be posted on website: www.beograd.rs.

8. Manner of bid submission and the deadline: The bids are prepared and submitted in accordance with the Invitation for submission of bids and the Tender documents. The bidders shall submit their bids, either directly or by post, in a closed and sealed envelope or box, to the following address: The City of Belgrade – Service for Centralized Public Procurement and control of Procurement, Belgrade, Kraljice Marije Street no.1,(writing office, 3rd floor), within 21 (twenty-one) days from the day of published Invitation for submission of bids on the Public Procurement Portal of the Public Procurement Office, until 19h April 2017, at 12:30 PM, with the mark: “ Bid for public procurement no. 5/17 – Fuel for motor vehicle, divided in 5 (five) lots (with number of the lot(s) for which the bid was submitted) - DO NOT OPEN.” On the backside of the envelope it is necessary to write correct name of bidder and address. The bid must be closed in such a manner that, at the opening, it is possible unambiguously establish that they are being opened for the first time. In case the bid is submitted by a group of bidders it is necessary to indicate on the envelope that is a group of bidders, and give the names and addresses of all participants in a joint bid.

9. Place, time and manner of bid opening: Public opening of bids will be conducted 19th April 2017, at 1:00 PM in the premises of the City of Belgrade – Service for Centralized Public Procurement and control of Procurement, Kraljice Marije Street no.1, 11000 Belgrade, 7th floor, room 705.

10. The conditions under which the representatives of the bidders may participate in the bid opening: All interested person can attend public opening bids, but only authorizes representatives of the bidders who will submit to the Committee its authorization before the opening of the bids, can actively participate. The authorization must be filed by the bidder, stamped and signed by the authorized person of bidder, with a note that it refers to the concerned public procurement.

11. Deadline for making Decision: The Principal will make Decision within 40 (forty) days from the day of public opening of bids.
