1 The Flags of HRH The Prince Phillip,

HRH The Prince Phillip, Duke of Edinburgh, the husband of HM Queen, will celebrate his 86 th birthday on 10 th June this year, and so it felt appropriate that this issue of eFlags should acknowledge this extraordinary gentleman as possibly the greatest living flag bearer in the world. Whilst most gentleman of a certain age might be known as having a tie for every occasion, HRH seems to have a flag for every occasions.

The original thought had been to start this article with a list of his titles and roles, but after the briefest of hits on the Royal and other pertinent websites, the list, in small print occupied two whole sides of A4 paper 1 so those with such an interest are asked to look it up for themselves. Of course many of these titles and honours come from being the husband of reigning monarch for 55 years, but it should be remembered that Prince Phillip was a prince in his own right, of both Denmark and 2, indeed at one point being in serious ‘danger’ of inheriting the Greek throne. He is the old living great-great-grandchild of and is, at the last count, himself 468 th in to the British throne. Furthermore he was an active and gifted Naval Officer 3 which would in all likelihood have brought much merit and honours in itself.

For Vexillologists, the greatest interest must be the vast numbers of flags that these many honours and titles bring with them. Indeed it is highly likely that the Duke is the person with the entitlement to fly the most rank and positional flags in the world.

Arms: Quarterly; 1st, or, semée of hearts , three lions passant in ducally crowned of the first; 2nd, azure a cross ; 3rd, argent two pallets ; 4th argent, upon a rock proper a castle triple towered sable, masoned argent, windows, port, turret caps and vanes gules. : A plume . of five ostrich feathers alternately sable and argent issuant from a ducal : Dexter, a representation of Heracles girt about the loins with a skin, crowned with a chaplet of oak leaves and holding in the dexter hand a club proper; sinister, a lion, queue fourchée, ducally crowned or and gorged with a naval azure. Coronet: A coronet composed of crosses-patées and fleurs-de-lys alternately or. : God is my help.

This was not done until 18 th March 1947 when, as part of the preparations for his marriage to the then HRH Princess Elizabeth, he renounced his allegiance to the Hellenic , became a British citizen, converted from Greek Orthodoxy to Anglicanism, and changed his surname from Schleswig-Holstein-Sonderburg-Glücksburg to Mountbatten….. a hard day’s work by any stretch of the imagination .

2 The Duke of Edinburgh The first and probably most common flag used by the Duke is his personal standard. The flag is an heraldic of his arms, as blazoned above. It was created in 1947 upon his elevation to the title of Duke of Edinburgh by HM King George VI. The four quarters representing aspects of the Duke’s life and heritage. Namely, the first quarter representing Denmark, the second Greece, the third being the arms of the Battenberg family and the final one the arms of his title Duchy, the city of Edinburgh. As an aside it should be mentioned that the creation of this standard affected the standard of the new Duchess of Edinburgh. In November 1951 HM King George VI approved a design suggested by the College of Arms which impaled the Duke’s arms with that of his wife, the then Princess Elizabeth (royal arms differenced with a of two St George crosses and a ). Unusually this standard placed the royal arms in the subordinate position. There have been claims that this standard was used by the Duchess during the Royal Visit to Canada in the late Autumn of 1951, but no photographic evidence as yet has been produced. Even if this could be confirmed, it must have been one of the rarest and short lived of all Personal Royal Standards, as the Queen’s Accession to the throne on the 6 th February 1952, a mere 10 weeks later, made its purpose redundant. As Queen, she of course flew the Royal Standard.

Prince of Denmark and Greece What can often be overlooked is that Prince Phillip was born a member of the Greek Royal Family. Hence he would have been entitled to fly the distinguishing flag of a Prince of Greece. The Greek Royal Family being an offshoot of the Danish Royal family 4 continued to use the Danish Royal Arms as their personal family arms 5, and it was these arms, rather than the Greek arms proper, that were displayed on their distinguishing flags. The flags comprised of the old Greek alternative National Flag, i.e. a blue with a white cross overall and the Royal arms placed centrally. The

The Greek arms are the Danish arms of 1863 and did not change when in 1903 the arms of Iceland (appearing at the bottom left corner) were changed from a crowned dried cod (nice!) on red to a crowned falcon on blue; nor when Iceland was dropped from the Danish arms altogether in 1948; nor when the Danish Arms were simplified in 1972.

3 distinguishing feature between family members was the number of crowns that appeared on the flag. The King, had four crowns, one in each corner, the Crown Prince had one crown in the and other members of the Royal family, such as Prince Phillip, would have been crownless. These flags existed, at least in theory, until the abolition of the monarchy in 1973.

Admiral of the Fleet / Field Marshal The present system of British naval rank flags dates from 1898, which itself was a reform 6 of the system introduced in 1864, which also abolished the squadron colour system. As a holder of the rank of Admiral of the Fleet since 1953 the Duke is entitled to fly a Union Flag as his rank flag. (As indeed was common practice when he was the most senior member of the Royal Family aboard the Royal Yacht Britannia.) There are however a number of controversies concerning this flag. The first is to do with the proportion of the flag. In BR20, the Ministry of Defence flag book, all naval rank flags were given in the proportion of 2:3, but the Royal Navy web-site and other sources show this flag as being in the normal 1:2 size. The controversy is due to the question of whether an Admiral of the Fleet uses a Union Flag as his rank flag, in which case a portion of 1:2 would be correct; or whether he flies a rank flag in the design of the Union Flag in which case all naval rank flags are in the proportion 2:3. In recent years it appears that the former argument has prevailed

The second controversy, and one which appears, at least at the moment, to have no definitive answer, revolves around the fact that apart from being an Admiral of the Fleet in the Royal Navy he was also, and quite separately, an Admiral of the Fleet in both the Royal Australian Navy and the Royal New Zealand Navy. It must therefore raise the question what is the appropriate five rank flag of these two navies? Although they follow British practice up to the rank of Admiral, what happens above this rank has never been properly spelt out. Should in theory the Duke appear aboard a warship in one of these navies, as a five star ranking admiral, would a Union Flag or the country’s National Flag be used? The closest hint appears in the pages of the Album des pavillons nationaux et des marques distinctives which include the cryptic comment next the flag of the of the Naval Staff ‘Australian rank flags form Admiral to Commodore are the same as in the British Royal Navy’. ‘

6 By 1898 the decline in the number of masts on battleships had made impractical the age old tradition of the Vice Admiral’s flag on the fore-mast and Rear Admirals on the mizzen-mast. Hence the need to make the flags more visible distinctive by enlarging the red disk defacements and transferring the second disk on a Rear Admiral’s flag from the canton to the lower hoist.

4 Similar questions might well be raised by his appointment as Field Marshal, which again traditionally has used the Union Flag in the proportion of 3:5 as a rank flag. The Duke being appointed as Field Marshal in 1953 could fly this as his rank flag. However he is also the only living Field Marshal in the armies of Australia (since 1954) and New Zealand (since 1977) which again asks the question of what is his flag in those circumstances?

Marshal of the RAF; Marshal of the RNZAF

Again since 1953 the Duke has also held the five star rank of Marshal of the RAF and, since 1977, a similar rank in the Royal New Zealand Air Force.

It is common practice in the RAF for rank flags to be made in only one size - 2 feet by 3 feet (0.61 m by 0.91 m). And traditionally they are flown at the the masthead of a fully rigged flagpole to indicate the rank of a station commander. The Royal Air Force ensign is then flown from the gaff.7

There are a couple of rather disparaging beliefs as to the choice of ‘Air Force Blue’ used by the RAF, one popular rumour is that the procurement division of the new service discovered that the Russian Revolution is 1917 had forced the cancellation of an for a large quantity of light blue cloth for the uniforms for the Tsar's bodyguard, the cloth was therefore brought for vastly discounted rate. The other equally scurrilous rumour being that light blue and gold braid was the favourite colour combination of the mistress of a high-ranking civil servant in the War Office. Which ever might be true or whether it really is chosen to represent the sky a combination of these colours have been used since the services’ foundation.

The basic make up of the rank flags is light blue with dark blue stripes at the top and bottom and variety of red stripes of various number and thicknesses representing the rank. The designs themselves, although not in correlation with, certainly reflect the theme of the rank insignia of RAF officers which has often been criticised for their lack of immediate visibility - the Duke of Edinburgh being blessed with 20 different stripes of 6 different thicknesses on his RAF uniform sleeves.

Marshal of the Royal Australian Air Force An attempt to overcome these confusing designs has been created by the RAAF which still keeps the theme but replaces the barcode effect of red and azure stripes with a system of blue six pointed stars indication the Air Rank. The designs are laid out in Chapter 11, Annex J of the RAAF Manual of Ceremonial, AAP 5135.002 , Although

Master of Trinity House (1969–date);;,

As Captain Barraclough, the first president of the Flag Institute and author of the Flags of the World, put it ‘The Corporation of Trinity, London , is one of those peculiar bodies that are found in few places other than Great Britain’ . 8 The corporation is in effect a private organisation doing a public function (the spirit of Thatcherism near 500 years before its time!). The dating from 1573 comprising four black Elizabethan sailing ships, one in each canton of a St George ‘s cross, is the basis of all Trinity House flags. Since his appointment as Master of Trinity House in 1969 the Duke has been entitled to fly the Master’s flag (an unusual combination of the whole of arms centred on the banner of arms in proportions 1:2). Traditionally the flag is flown when the Master is embarked on a ship 9 and on the Trinity House in Tower Hill, London, whenever the Master is present. It should be noted that prior to his appointment as Master, the Duke had been an Elder Brother of Trinity House since 1956 and as such had been entitled to use the privilege dating from 1928 of using the Trinity House jack (an heraldic banner of the arms in proportions of 4:5) as a sign of rank. (It is worth noting, just to finish the story that since 1952 there has also been a flag for the Deputy Master 10 who uses the banner of arms in proportions of 2:3 defaced with a red disc charged with the Corporation’s Crest).

As always with Royal protocol much is based on precedence and there is a certain controversy over the limitations placed on the flying of these rank flags outside of waters under the jurisdiction of the Corporation. Two competing and contrary judgements exist. An Admiralty letter dated 24 th October 1921 in replying to a request for procedural clarification from Admiral Sir Lionel Halsey, Comptroller to the Prince of , stated

6 that, " It is the view of Their Lords Commissioners of the Admiralty that the Trinity House jack or burgee should be flown only in the waters of the where Trinity House has jurisdiction. It is not a flag authorised to be flown on His Majesty's Ships." 11 However a Trinity House Board Order of 26th June 1928 states “An Elder Brother of Trinity House is entitled when afloat to fly the Trinity House Jack at the Masthead of the Vessel he is aboard, when he is on official duty in the service of the State or of the Corporation of Trinity House" 12 . And certainly there is plenty of record evidence of the Trinity House Rank flags being used by the Royal Family outside of the Corporation’s Jurisctional waters.13

Admiral: Royal Yacht Squadron

Following the wish of King William IV the Royal Yacht Club founded in 1815 was renamed the Royal Yacht Squadron in 1833. Since 1829, its members have been allowed, via an Admiralty Warrant to the fly a White Ensign as their ensign - a privilege that became unique to the squadron, at least de jure since 1842 14 . In addition to an ensign nearly all yacht clubs also fly a distinctive burgee or membership flag, which might be likened to a commissioning pennant on a naval warship. Often triangular in shape, the Royal Yacht Club’s burgee reflects its unique privilege of using a white ensign by being a triangular version of a St George Cross with a crown placed centrally. It is this burgee which in turn is used as the bases for the Squadron’s rank flags for Admiral 15 , Commodore 16 , Vice Commodore and Rear Commodore as appear in the Squadron own Year book (see above). It is reported that in 1955 the Admiralty reluctantly agreed that the Duke’s rank of Admiral of the Royal Yacht Squadron might be acknowledged when he

7 was on board Britannia in certain circumstances 17 , the use of the Admiral’s flag on Britannia’s mizzen has been photographed at least once18 . This pattern of rank flags for Yacht Club officers has been a pattern adopted by other Yacht clubs , and so at least in theory the Duke may well be entitled to fly flags for a number of his other Yachting appointments 19 .

Of course the question does arise as to how often can some of these flags have been flown, and when might one flag ‘out rank’ another. But there does none the less seem to be serious consideration as to how and when the most appropriate flag might be flown. The archives the Royal Yacht Britannia, the most obvious and visible place where multiple flags were flown, are quite specific in the arrangements, positions, sizes geographical and chronological appropriateness of flags to be flown by various members of the Royal Family. 20

In the person of HRH Prince Phillip one feels certain we have the most ‘flagged’ man in the world, and therefore in this, his birthday month, I think all vexillologists are entitled to say ‘Happy Birthday Sir…..long may your flags keep flying!’.

Putting a face on flags: Biographies of Flag Institute personalities

Number 4: The Librarian: Ian Sumner FFI

Ian Sumner is the Institute's Librarian. A Lancastrian by birth, he has been marooned in East Yorkshire for many a year. He was a professional librarian until 1991, when he gave it up to write full-time. His main interest in the World of the Flag is military flags, and he has written a two-volume work on the colours and standards of the British Army for Osprey . Away from flags, he follows the fluctuating fortunes of Manchester United (smiles smugly), Lancashire CCC and the trail of tears that is Leigh Centurions RLFC.

New Royal Standard of Barotseland, (Zambia)

The Lozi (Barotseland) King, H.R.H. Litunga Lubosi II (who succeeded Litunga Yeta III) in October 2000 has a new Personal Standard. The Flag as displayed outside the Limulunga Royal Palace red with a white square slightly set to the hoist, charged with a black elephant walking towards the hoist. The photo (left) also shows a clearer example of the under a double canopy with black stripes, with a black elephant walking to the right.

The old Personal Standard dated from 1890 up to 2000. The former State flag dates from early 1900's up to 1969 when the Kingdom was derecognised by the Republic of Zambia.

THE SUMMER MEETING OF THE FLAG INSTITUTE

The Summer meeting of the Flag Institute took place within the rather plush surroundings of the Institute’s London HQ, the Naval Club on Saturday 19 th May 2007, which for some reason clashed with other some strange event held in London for the first time in years. (On his train journey down the chairman had been quite expecting these vast hordes of peoples, and the special trains had been laid on especially for the Institute Meeting. However Network Rail had obviously run out of money for the job, and the trains stopped in North London! Obviously explaining why the thousands didn’t actually make it to Piccadilly! The meeting itself was a resounding success. As always an opportunity to renew old friendships and make new ones. Indeed it was an added delight to have so many new faces. The prize however needed to go to Patricia Edwards, all the way from Canada, where her husband, Peter (not her!) is a member…..well done Pat the Order of Vexillilogical Widowhood with gold crossed rolling pins is at this very minute winging its way to you.

It began on Friday night with a meeting of the council in which future developments of the Institute were discussed, especially with regard to ways of developing our website and a review of what the Institute has to offer members. This was followed by a meal in that that most renowned of London Restaurants ’Wonkees’. The meeting proper started on Saturday morning with an excellent presentation by Mike Kearsley on the history of the design of New Zealand flags, and a challenge to design a new one! After a Sandwich Lunch the quantity of which seemed to be of biblical proportions ( which literally involved the Chairman dragging other guests, staff and even workmen from the street in, in a vain attempt to consume ), Graham Bartram reported on his visit to a military standard factory (the embroidery detail of which was dazzling), and then John Hall gave a preliminary outline of the paper presented above about the Flags of the Duke of Edinburgh. This was followed by our traditional show and tells and question and answer sessions, before a day was finally ended with a splendid dinner at a nearby hotel.
