RDFC Paper No. 4/2020 Annex 2 Annex II Southern District Council Recreation and District Facilities Committee Leisure and Cultural Services Department Report on the Usage and Extension Activities of Public Libraries in the Southern District Purpose The purpose of this paper is to report to Members on the extension activities organised and the usage of the Public Libraries of the Leisure and Cultural Services Department (LCSD) in the Southern District from January to April 2020. Background 2. LCSD provides free public library services to the public in the Southern District, through a district library (Aberdeen Public Library), three small libraries (Ap Lei Chau Public Library, Pok Fu Lam Public Library and Stanley Public Library), and five mobile library stops located at South Horizons (lay by area of Marina Square), Ap Lei Chau Estate (adjacent to Lei Tim House), Tin Wan Estate (adjacent to Tin Lai House), Shek O (adjacent to First Aid Station, Shek O Beach) and Lei Tung Estate (adjacent to Tung Ping House) of Ap Lei Chau. 3. In addition to the lending and information services provided, the four public libraries organise various extension activities such as storytelling for children, thematic subject talk/workshop, book display and user education session etc. Libraries also organise Reading Programme for Children and Youth, Teens Reading Club and Meet-the-Author session etc. to promote reading culture. 1 Library Extension Activities and Usage 4. The attendance of extension activities and the library usage during January 2020 are reported at Appendices I & II. To tie in with the response level under the "Preparedness and Response Plan for Novel Infectious Disease of Public Health Significance" being raised to Emergency Response Level and avoid people from gathering, public libraries in Southern District were temporarily closed from 29.1.2020. In view of the latest situation of COVID-19, Aberdeen Public Library will partially reopen on 21.5.2020, while the other three small libraries in Southern District will remain closed until further notice. 5. In the interest of public health, LCSD has cancelled the extension activities held in the district library and small libraries of the Southern District from 29.1.2020 to 31.5.2020. The planned extension activities in late May (book display only) and June 2020 is reported at Appendix III. LCSD will continue to review the situation of COVID-19 and may change or cancel the planned extension activities, and report of such changes will be given for information of Members in next meeting. In addition, the summary of readers’ views on public library services during January to April 2020 is reported at Appendix IV. Views Sought 6.   • Grading of Beach Water Quality Released
    Grading of beach water quality released The Environmental Protection Department (EPD) today (August 27) released the latest grading of water quality for 39 gazetted beaches (see Note 1) and one non-gazetted beach (i.e. Discovery Bay, see Note 2). Twenty-two beaches were rated as Good (Grade 1), 15 as Fair (Grade 2) and three as Poor (Grade 3).     Annex 1 (Translation) 2 July 2021 Mr LO Kin-hei Chairman, Southern District Council 3 Aberdeen Praya Road, Southern District, Hong Kong Dear Chairman, Proposed Agenda Item for the Southern District Council Meeting on 8 July 2021: Follow up the Lifeguard Service for Beaches in the Southern District The 12 public beaches on Hong Kong Island are all located in the Southern District. Given that the Government has gradually reopened the beaches with the easing of the epidemic and summer has begun, many members of the public are going to use the public beaches in the Southern District. Unfortunately, Hong Kong has been short on lifeguard services for a long time. Coupled with a gradual increase in the number of beach users, accidents arising from a lack of lifeguard services occur frequently. Over the first half of this year, there have already been more than ten drowning cases in which members of the public drowned while swimming at beaches without lifeguards. A recent example in the Southern District was a 60-year-old man who drowned and died while swimming in Turtle Cove on 1 June 2021. The Turtle Cove Beach, where the incident took place, had no lifeguards on duty due to insufficient manpower. According to the Hong Kong Drowning Report published by the Department of Health in September 2019, for the 193 drowning cases from 2012 to 2016, beaches were the location with the second highest number of drowning deaths (about 59 persons died from drowning). According to the Leisure and Cultural Services Department (LCSD)’s long-standing arrangements, LCSD suspends lifeguard services at some of the gazetted beaches under its purview during winter, from November to March every year.

    Appendix II Safety at Shek O Beach Responses by Departments: LCSD The Leisure and Cultural Services Department (LCSD) provides lifeguard services at 36 public beaches, including Shek O Be ach. Shark prevention nets are installed at all public beaches with lifeguard services. However, swimmers still need to take heed of water safety advice to avoid accidents. In the past five years, there were four drowning cases at Southern beaches, including three cases at Shek O Beach and one case at Deep Water Bay Beach. The numbers of rescue, drowning, give -a-hand and accident cases at the public bathing beaches in Southern District from 2008 to 2013 (up to May 2013) are shown in Table 1. To arouse public awareness of water safety, the LCSD publicizes water safety advice through various channels such as television, radio, the LCSD web site, posters and swimmer’s handbook. Water safety messages are further disseminated to schools through the organis ation of water safety promotional activities, such as the water sports safety poster design and slogan competitions which were jointly organised by the LCSD and the Hong Kong Life Saving Society in 2013 with the participation of 2 313 primary students and 1 777 secondary students. The messages of “Do not enter the water while the red flag has been hoisted due to rough sea” and “Only swim when lifeguard services are provided” are widely publicized in this year’s competitions. The LCSD will work in collaboration with the Southern District Council and the Home Affairs Department as well as local resident association s to further promote water safety of the beaches.
