The Zommittee addressed itself in-this report primarily to what it viewed as the most pressing issue - making recommendations for the number of individuals uho should be supported by the research trainingsprograms of the National Institutes of Health and the Alcohol, Drug Abuse, and Mental Health Administration during fiscal years 1977 and 1978 in each of four broad fields: basic medical sciences, behavioral sciences, clinical sciences, and health services research. Chapter I presents an introduction and recommendation: Chapter II is a national overview of research training the biomedical and behavioral science,s. Chapter III is an assessment of manpower needs. Chapter IV considers future directions; included are four Areas the Cdmmittee_believes-need further attention. Also included are extensive appendices_with related information. I trust that_the year ahead will see further progress toward this goal. We shall be glad to discuss the report with you and your staff. Sincerely yours, P lip flandler President Enclosure 6 PREFACE This 1976 report is the secondof the annual reports prepared by the Committee on aStudy of National Needs Dor Biomedical and Behaviordl ResearchPersonnel in a continuing study that was established pursuantto the'provisions of the National Research Service Award Actof 1974 (Public Law 93- 348).\,The report presents the resultsof work by the Committee and its advisorypdsnels and staff on a limited number of questions of pressingimportance. The-broader set of complex issues addretsedby the Act and summarized inthe opening pages of Chapter 1 willguide the Committee in its future activities. The Committee addressed itselfin this report primarily to the most pressingissue, that of makingspecinc recommendations for the numberof individuals who shouldbe supported by the research training programsof the National Ins-Atutes of Health and theAlcohol, Drug Abuse, and Mental fiscal years 1977 and'1978 in , Health Administration during each of four broad fields: basic biomedical sciences, behavioral sciences, clinicalsdiences, and health services research. In addition, theCommiiitee has made,specific recomthendations with regard both tothe numbers to be suppOrted at the variousacadethlc levels of training and to the mechanisms by whichfunding should be proirided. The Committee will monitor theeffectiveness and impact of its current set_of recommendations overthe coming year. It has also developed a set of goalsand planned.a set of supporting Activities that willpermit a wider array 'of issues to be studied and reported uponin the ensuing annual reports. Because this report is oneof a continuing series, the ! redder is referred to thefirst annual report, that for 1915, as well as to the reportof the feasibility study isSued in February 1975 (seeBiblibgraphy) for details concerning the history ofthe Committee, lts organization, activities, and previousrecommendations. The earlier reports treat tae principlesthat underlie research training and the problems that areinherent in studies of professional personnel. They also contain discussionsof the relationship of federallysupported.research training programs to healthresearch and health care' needsof the nation, the history of the growthof federally supported research training,-and adescription of /tome characteristics and activities of NationalInstitutes ofHealth-supported trainees and fellows. Although no attempt has been madeto duplicate such information inthe current report, Chapter2 enlarges upon the principlesenunciated previously, while Chapter 3 develops and refinesthe issues related to personnel supply and to nationalneeds and.market demands. Chapter 4 relates the provisionsof the Act to areas'that will require special attentionby the Committee in its continuing'study. Central to all of these effortsis the fundamental issue of the degree or extentto which it is possible anduseful to define and establish human-resourcerequirements for increasingly fine fields ofspecialization within the biomedical and behavioral sciendes. In addition; the
