60 ZuZana Poláčková; Pieter van Duin Montenegro Old and New: History, Politics, Culture, and the People The authors are focusing on how Montenegro today is coming to terms with the task of becoming a modern European nation, which implies recognition not only of democracy, the rule of law, and so forth, but also of a degree of ‘multiculturalism’, that is recognition of the existence of cultural, ethnic, linguistic and religious minorities in a society that is dominated by a Slavic Orthodox majority. In his context they are analyzing the history of the struggle of the Montenegrin people against a host of foreign invaders – after they had ceased to be invaders themselves – and especially their apparently consistent refusal to accept Ottoman sovereignty over their homeland seemed to make them the most remarkable freedom fighters imaginable and led to the creation of a special Montenegrin image in Europe. This im- age of heroic stubbornness and unique martial bravery was even consciously cultivated in Western and Central Europe from the early nineteenth century onwards, as the Greeks, the Serbs, the Montenegrins and other Balkan peoples began to resist the Ottoman Empire in a more effective way and the force of Romantic nationalism began to influence the whole of Europe, from German historians to British politi- cians, and also including Montenegrin and Serbian poets themselves. And what about the present situa- tion? The authors of this essay carried out an improvised piece of investigation into current conditions, attitudes, and feelings on both the Albanian and the Slavic-Montenegrin side (in September 2012). key words: Montenegro; history; multiculturalism; identity; nationalism; Muslim; Orthodox Montenegro (Crna Gora, Tsrna Gora, Tsernagora) is a small country in the Western Balkans region with some 625,000 inhabitants,1 which became an independent nation in 2006 and a can- didate-member of the EU in 2010. -

Z a K O N O Teritorijalnoj Organizaciji Crne Gore
Na osnovu člana 82 stav 1 ta čka 2 i člana 91 stav 2 Ustava Crne Gore, Skupština Crne Gore 24. saziva, na drugoj śednici drugog redovnog (jesenjeg) zasijedanja u 2011. godini, dana 2. novembra 2011. godine, donijela je Z A K O N O TERITORIJALNOJ ORGANIZACIJI CRNE GORE I. OSNOVNE ODREDBE Član 1 Ovim zakonom ure đuju se teritorijalna organizacija Crne Gore, uslovi, na čin i postupak teritorijalnog organizovanja i druga pitanja od značaja za teritorijalnu organizaciju. Član 2 Teritorija opštine, Glavnog grada i Prijestonice (u daljem tekstu: jedinice lokalne samouprave) utvr đuje se ovim zakonom. Član 3 Teritorija jedinice lokalne samouprave i naziv opštine mogu se mijenjati u skladu sa ovim zakonom. II. TERITORIJALNA ORGANIZACIJA Član 4 Teritoriju jedinice lokalne samouprave čine naselja. 1 2 BRATIMLJENJEBRATIMLJENJE 3 Zahvaljujući ubrzanom razvoju moderne informacione i komunikacione tehnologije, svijet se sve češće opisuje kao „Globalno selo“. Globalizacija i evropska integracija podrazumijevaju svijet u kojem je sve veća povezanost i međuzavisnost, i u kojem se takmičimo i sarađujemo jedni sa drugima. U ovakvom okruženju koje se brzo mijenja, lokalna vlast mora da odigra ključnu ulogu u aktivnom radu sa evropskim i međunarodnim partnerima. Formalne veze i partnerstva pobratimljenih gradova i opština, zasnovane na zajedničkoj izgradnji institucionalnih kapaciteta i razmjeni iskustava, ne samo da pomažu u prevazilaženju kulturnih barijera, već im i obezbjeđuju mogućnost da uče jedni od drugih. Danas su naše lokalne vlasti uspostavile mrežu i spone partnerstva, koji predstavljaju novi oblik međunarodne saradnje. Polazeći od formalnog bratimljenja gradova, do tehničke pomoći i partnerstva, koji se baziraju na realizaciji projekata, a sve u cilju stvaranja kapaciteta - sve ove spone pružaju nam mogućnost da razmjenimo iskustva i da učimo jedni od drugih, da pronalazimo efikasna rešenja za ozbiljne probleme i da stremimo ka stabilnosti i miru. Uz to, želja Crne Gore da postane članica Evropske unije podrazumijeva poštovanje drugih naroda i kultura i predstavljanje crnogorskog načina života i kulture drugima. Za postizanje toga cilja teško da postoji direktniji način od bratimljenja gradova. Zajednica opština Crne Gore je, uz podršku OEBS-a, pripremila ovu publikaciju u želji da podstakne bratimljenje crnogorskih lokalnih samouprava sa gradovima Evrope i svijeta. Ovom publikacijom su predstavljene naše lokalne samouprave sa kratkim prikazom svojih specifičnosti, istorijskih osobenosti i bogatstvom kulturnog nasledja sa ciljem da se povežemo sa većim brojem gradova i opština i ostvarimo jak osjećaj prijateljstva i zajedničkog evropskog indetiteta. -

Mirko Bošković writes that initially the protests were driven by an opposition party, the Democratic Front, and were perceived to be largely pro- Russian and anti-NATO in nature. While this ensured a substantial part of the country’s civil society did not participate in the demonstrations when they first began, the situation changed dramatically following the authorities’ attempts to repress the movement. The anti-government character of the demonstrations has now taken centre stage, with protesters calling for ‘the first free and fair elections in the history of Montenegro’ and the end of Milo Đukanović‘s 26-year-long rule. The ongoing protests that are taking place in Montenegro’s capital Podgorica started on 27 September, when the Democratic Front (DF), a composite coalition of opposition parties with different ideologies, placed tents on the boulevard in front of the Parliament, in an act reminiscent of the recent protests in neighbouring Macedonia. The demonstrations were directed against the government but also against Montenegro’s NATO membership. Officially, the goal of the protesters was not only to stop Montenegro’s advance toward joining NATO, whose invitation is expected to come on 1 December, but the timing of the demonstrations and the way in which the protesters have acted could not hide that objective. -

CG/CP (8) 5 REV Standing Committee Report on the observation of the early parliamentary elections in Montenegro, Federal Republic of Yugoslavia 22 April 2001 Rapporteur : Mr Tomas JIRSA (Czech Republic) Adopted by the Standing Committee on 31 May 2001 --------------------------- At the invitation of Mr Svetozar Marovic, President of the Montenegrin Parliament, and of the Yugoslav authorities, through their Consul General in Strasbourg, the Congress of Local and Regional Authorities of Europe (CLRAE) was invited to observe the early parliamentary elections held on 22 April 2001. The elections were called by the President of the Republic of Montenegro on 20 February, following the People's Party's withdrawal from the governing coalition and the Montenegrin Parliament's decision to dissolve itself. At its meeting of 7 March 2001, the Bureau of the Congress decided to send an observer delegation comprising Mr Tomas JIRSA (Czech Republic, L, Head of the delegation), Mrs Ayse Bahar CEBI (Turkey, L), Mr Fabio PELLEGRINI (Italy, L), Mr Constantinos TATSIS (Greece, R) and Mrs Lea TOLONEN (Finland, R), accompanied by Mr Alessandro MANCINI and Miss Sylvie AFFHOLDER (Congress Secretariat). Meanwhile, the Parliamentary Assembly of the Council of Europe had appointed six observers: Mr Andreas GROSS (Switzerland, SOC), Mrs Vera SQUARCIALUPI (Italy, SOC), Mr Lauri VAHTRE (Estonia, EPP), Mr Claude FREY (Switzerland, LDR), Mr Cevdet AKÇALI (Turkey, EGD) and Mr Pierre GOLDBERG (France, UEL), accompanied by three members of its Secretariat.
