ANALYSIS OF MEDIA REPORTING ON CHILDREN IN CHLDREN’S HOME “MLADOST” BIJELA This analysis was carried out in March 2014 for the Ministry of Labour and Social Welfare of Montenegro and UNICEF by Ms. Zdenka Jagarinec, Slovenian journalist and editor with more than 20 years of experience, and Mr. Ugljesa Jankovic teaching assistant at the Faculty of Political Science in Podgorica. The analysis and assessment of media reporting on children in the Children’s Home “Mladost” in Bijela was made based on 207 media reports published in Montenegro in the period between1st December 2013 and 31st January 2014. The analysis covered media releases from six daily newspapers – Dnevne novine, Vijesti, Pobjeda, Dan, Večernje novosti and Blic, one weekly magazine - Monitor, three portals – Cafe del Montenegro, Portal Analitika and Bankar.me, and four TV agencies – TVCG, TV Prva, TV Vijesti and TV Pink. Riječ je, takoñe, o TV stanicama koje su, shodno članu 71 tačka 1 Zakona o elektronskim medijima, u statusu “nacionalnog komercijalnog emitera” (budući da pokrivaju najmanje 75 odsto stanovništa u najmanje 10 jedinica lokalne samouprave). Predmet pažnje bila je primjena programskih standarda sadržanih u Zakonu o elektronskim medijima Crne Gore i pravilnicima Agencije za elektronske medije, i to: 1. Procenat sopstvene produkcije u odnosu na ukupni emitovani program (Član 11. Pravilnika o uslovima za odreñivanje programskih sadržaja koji se smatraju sopstvenom produkcijom /"Sl.list Crne Gore, br.48/11"/ kojim je propisano da je emiter opšteg televizijskog programa dužan da obezbijedi da programi u sopstvenoj produkciji čine najmanje 10% mjesečnog vremena emitovanja). 2. Trajanje i struktura emitovanog informativnog programa (Član 59 stav 5 Zakona o elektronskim medijima /"Sl.list CG", br. 46/10, 40/11 i 53/11/ kojim je propisano da je emiter dužan da dnevno emituje informativni program u trajanju od najmanje 30 minuta , u okviru kojeg najmanje jednu informativnu emisiju u trajanju od najmanje 20 minuta ). Monitoring je vršen u periodu od 06. do 12. maja 2012. godine, u periodu od 24 sata dnevno. -

MONTENEGRO PREFACE Podgorica, the capital of Montenegro, lies in a broad plain crossed by five rivers and surrounded by mountains, just 20 kilometers from the Albanian border. The city has a population of around 180,000 people. Bombed into rubble during World War II, Podgorica was rebuilt into a modern urban center, with high-rise apartment buildings and new office and shopping developments. While the latest Balkan war had a low impact on the physical structures, the economic sanctions had a devastating effect on employment and infrastructure. With the help of foreign investment, urban renewal is evident throughout the city, but much of it may still appear run down. Podgorica has a European-style town center with a pedestrian- only walking street (mall) and an assortment of restaurants, cafes, and boutiques. To many, its principal attraction is as a base for the exploration of Montenegro’s natural beauty, with mountains and wild countryside all around and the stunning Adriatic coastline less than an hour away. This is a mountainous region with barren moorlands and virgin forests, with fast-flowing rivers and picturesque lakes; Skadar Lake in particular is of ecological significance. The coastline is known for its sandy beaches and dramatic coves: for example, Kotor – the city that is protected by UNESCO and the wonderful Cathedral of Saint Typhoon; the unique baroque Perast; Saint George and Our Lady of the Rock islands – all locations that tell a story of a lasting civilization and the wealth of the most wonderful bay in the world. The area around the city of Kotor is a UNESCO World Heritage site for its natural beauty and historic significance. -

Introduction Contested Cultural Identities in Public Discourse Ljiljana Sarie, Stefan Manz, Andreas Musolff and Ingrid Hudabiunigg Europe's eastern rim has been in constant flux ever since the watershed year of 1989. Autocratic regimes have been replaced with stable democ racies, and planned economies have given way to a free-market system comprising most of the former communist countries of Central and East ern Europe. Whereas most of these nations swiftly embarked on a course toward ED accession, the countries of the former Yugoslavia plunged into ethnic and religious infighting that left the region paralyzed for years and has left a problematic legacy until today. Further east, Turkey's long held ambitions to join the EU received yet another setback when it was sidelined during the 2004/2007 round of enlargement These political and economic transformations have triggered fundamental redefinitions of cultural identity, Nations and social groups have had to reposition themselves and their relationship to others within newly emerging polit icallandscapes. Although the enlarged ED has created a new closeness between neighbors that were formerly separated by impenetrable phys ical and ideological barriers, at the same time it has excluded others that feel like outsiders being left behind. The break-up of the former Yugoslavia has necessitated reformulations of statehood and international relations in the Balkans. We chose to call the area for this endeavor 'Europe'S eastern rim'. With this metaphorical expression, we tried to avoid the widely used terms Mitteleuropa, Central Europe and Eastem Europe because each of these seems to imply different political and ideological conceptions for the countries from the Baltic Sea to the Mediterranean. -

Mirko Bošković writes that initially the protests were driven by an opposition party, the Democratic Front, and were perceived to be largely pro- Russian and anti-NATO in nature. While this ensured a substantial part of the country’s civil society did not participate in the demonstrations when they first began, the situation changed dramatically following the authorities’ attempts to repress the movement. The anti-government character of the demonstrations has now taken centre stage, with protesters calling for ‘the first free and fair elections in the history of Montenegro’ and the end of Milo Đukanović‘s 26-year-long rule. The ongoing protests that are taking place in Montenegro’s capital Podgorica started on 27 September, when the Democratic Front (DF), a composite coalition of opposition parties with different ideologies, placed tents on the boulevard in front of the Parliament, in an act reminiscent of the recent protests in neighbouring Macedonia. The demonstrations were directed against the government but also against Montenegro’s NATO membership. Officially, the goal of the protesters was not only to stop Montenegro’s advance toward joining NATO, whose invitation is expected to come on 1 December, but the timing of the demonstrations and the way in which the protesters have acted could not hide that objective. -
