As previously, it focuses on Danish foreign policy and Denmark’s position within an international and a transnational context - at the regional as well as the global level. This year we present two Foreign Ministry articles: the official outline of Denmark’s 2006 foreign policy by the Permanent Secretary of State for Foreign Affairs, Ulrik Federspiel, and an article by Ambassador Ellen Margrethe Løj analysing the results of the Danish membership of the UN Security Council. In addition, we have included scholarly articles by Henrik Larsen and Helle Rytkønen, who rep- resent only themselves and their academic expertise. Both of these articles deal with aspects of the cartoons crisis, characterized by the foreign minis- ter as the most serious crisis in Danish foreign policy since World War II. The articles are abstracted, both in English and Danish, at the outset of chapter one. After the articles follows a small selection of official docu- ments, which we consider to be pioneering or characteristic of Danish for- eign policy during 2006. This is supplemented by essential statistics on Danish foreign policy, as well as some of the most relevant polls on the atti- tude of the Danish population on key foreign policy questions. A bibliogra- phy then offers a limited selection of scholarly books, articles, and chapters published in 2006 in English, German or French dealing with the yearbook’s topic. The editors DIIS, Copenhagen May 2007 DIIS 2007:DIIS 2007 08/06/07 9:11 Side 9 9 Chapter 1 Articles ABSTRACTS IN ENGLISH AND DANISH The International Situation and Danish Foreign Policy 2006 Ulrik Federspiel This is an outline of Danish foreign policy 2006 provided by the Permanent Secretary of State for Foreign Affairs. Throughout 2006, developments cau- sed by globalisation posed huge challenges to Denmark. The cartoons crisis and the conflict in Lebanon were the most obvious ones. Confronted with these challenges, Denmark managed to pursue a pro-active foreign policy. Interrelated issues such as energy security, climate change, failed states and weapons of mass destruction became increasingly important. These issues must be addressed with different instruments ranging from diplomacy and multilateral cooperation to trade policy and development cooperation. They illustrate the need for new tools in foreign policy such as public diplomacy, which has gained further importance in the globalised and network-based system of international relations. In addition, the need for horizontal coor- dination has increased. The Danish Ministry of Foreign Affairs issued a major globalisation study in 2006, recommending how Denmark can cope with the challenges of globalisation. Indbyrdes forbundne emner såsom energisikkerhed, klimaændringer, svage stater og masseødelæggelsesvåben fik stigende betydning. Emner som disse må imøde- gås med en række forskellige instrumenter, herunder diplomati og multilateralt sam- arbejde, handelspolitik og internationalt udviklingssamarbejde. De illustrerer desuden behovet for nye redskaber i udenrigspolitikken som f.eks. ’public diplomacy’, der har fået yderligere vægt i et globaliseret og netværksbaseret internationalt system. Derudover er behovet for horisontal koordination blevet større. Udenrigsministeriet lancerede i 2006 en globaliseringsanalyse med anbefalinger til, hvordan man fra dansk side bedst kan håndtere globaliseringens udfordringer. Denmark’s Membership of the UN Security Council: What Came out of it? Ellen Margrethe Løj In this article, ambassador Ellen Margrethe Løj reports and elaborates on the Danish membership of the UN Security Council 2005-06. She focuses, in particular, on four major tasks that Denmark undertook: (1) The chair - manship of the Counter-Terrorism Committee was a big and important chal- lenge. The Danish ambition was to revise the focus from process and infor- mation sharing towards enhancement of states’ actual readiness to combat international terrorism. (2) Chairing also the Sanctions Committee for Liberia, remarkable cooperation was established with the new government in Monrovia. (3) Furthermore Denmark, together with Tanzania, chaired the negotiations on setting up the new UN Peacebuilding Commission. The establishment of the Commission was among the most notable Danish achievements. (4) Denmark was also an active player in the efforts to bring the Sudan tragedy to an end. However, Sudan remains an unsolved issue on the Security Council’s agenda. Der fokuseres sær- ligt på fire store opgaver, som Danmark var involveret i: (1) Formandskabet for Komitéen for Terrorbekæmpelse var en vigtig udfordring. (3) Endvidere ledede Danmark sammen med Tanzania oprettelsen af FN’s nye Fredsopbygningskommission. Oprettelsen af kom- missionen og den målrettede danske indsats i relation hertil var blandt de mest iøjne- faldende danske resultater. (4) Danmark spillede ydermere en aktiv rolle i forsøget på at bringe tragedien i Sudan til ophør. Sudan er imidlertid fortsat et uløst problem på Sikkerhedsrådets dagsorden. Nohrstedt Introduction This chapter reflects on the role of mainstream journalism in the proliferation of Islamophobia in late modern society, by analysing two cases where newspapers in Denmark and Sweden published cartoons of the prophet Muhammad. Both are instances of mediated perceptions of Muslims, symbolized by the Prophet, as a threat to freedom of speech, but in rather different ways. However, together they illustrate discursive processes and opinion-building strategies used by right-wing populism in which journalism becomes both amplifier and echo-chamber due to media logic. The first case, where the Danish newspaper Jyllands-Posten printed a series of Muhammad cartoons in 2005, has been intensively discussed both by journalists and media researchers (e.g. Eide et al. 2008, Sundström 2009). The second case, in 2007 where the Swedish newspaper Nerikes-Allehanda published a cartoon portraying Muhammad as a toy dog, has also been studied by media researchers (Camauër 2011, Camauër (ed.) forthcoming).

Introduction On 23 February 1982 the Greenlanders decided by referendum to leave the European Communities.' Complying with Greenland's subsequent request, the Danish Government proposed an amendment to the EC Treaties in May last year, to the effect that'~reen1andshould cease to be part of the Communities from 1 January 1984. In accordance with Greenland's wishes, the Danish amendment also proposed that Greenland be given the status of an associated Overseas Country and Territory according to Part IV of the Treaty of Rome. It is the purpose of the present article to explain the Greenland deci- sion, and to examine a few of the problems this creates for the Com- munities. At first, it may perhaps be appropriate to insert a few infor- mative remarks on Greenland's geographical and structural features. For this sake it examines the global crisis known as Danish Cartoon Crisis, its background features, actors, the impacts of these actors and the effects of globalization trends on the process. Findings show that the background of the cartoon case is composed by the civilization identity. Whereas people from different cultures have become closer to each other with the accelerating pace of globalization, the differences come to the fore and put them further in mind in the new small world. Increasing communication availability also increased the tension between people from different civilizational identities and the result has been more systemic hatred among them as a negative side of globalization. Keywords: International conflict, globalization, cartoon crisis Introduction This paper tries to understand the changing nature of international conflicts in the last decade. For this purpose it examines the international crisis, known as Danish Cartoon Crisis, and lived between Islamic countries and Western Europe in late 2005 and 2006. The main global background features and the actors of the crisis, the influences of the actors and the global sources of those influences form the subject of the paper. Firstly, a brief overview is made about international conflicts and its changing patterns in the history.

  • The Roots of Nationalism
    HERITAGE AND MEMORY STUDIES 1 HERITAGE AND MEMORY STUDIES Did nations and nation states exist in the early modern period? In the Jensen (ed.) field of nationalism studies, this question has created a rift between the so-called ‘modernists’, who regard the nation as a quintessentially modern political phenomenon, and the ‘traditionalists’, who believe that nations already began to take shape before the advent of modernity. While the modernist paradigm has been dominant, it has been challenged in recent years by a growing number of case studies that situate the origins of nationalism and nationhood in earlier times. Furthermore, scholars from various disciplines, including anthropology, political history and literary studies, have tried to move beyond this historiographical dichotomy by introducing new approaches. The Roots of Nationalism: National Identity Formation in Early Modern Europe, 1600-1815 challenges current international scholarly views on the formation of national identities, by offering a wide range of contributions which deal with early modern national identity formation from various European perspectives – especially in its cultural manifestations. The Roots of Nationalism Lotte Jensen is Associate Professor of Dutch Literary History at Radboud University, Nijmegen. She has published widely on Dutch historical literature, cultural history and national identity.     United Nations S/RES/2081 (2012) Security Council Distr.: General 17 December 2012 Resolution 2081 (2012) Adopted by the Security Council at its 6889th meeting, on 17 December 2012 The Security Council, Taking note of the letter to the President of the Council from the Secretary- General dated 14 November 2012 (S/2012/845) attaching a letter from the President of the International Tribunal for the former Yugoslavia (“the International Tribunal”) dated 29 October 2012, Recalling its resolution 827 (1993) of 25 May 1993, 1503 (2003) of 28 August 2003 and 1534 (2004) of 26 March 2004, and its previous resolutions concerning the International Tribunal, Recalling also its resolution 1966 (2010) of 22 December 2010, establishing the International Residual Mechanism for Criminal Tribunals (“the Mechanism”) and requesting the International Tribunal to take all possible measures to expeditiously complete all its remaining work no later than 31 December 2014, prepare its closure and ensure a smooth transition to the Mechanism, Recalling also its previous resolutions on the extension of the terms of office of the permanent and ad litem judges at the International Tribunal, who are members of the Trial Chambers and the Appeals Chamber, Recalling further that the branch of the Mechanism for the International Tribunal for the former Yugoslavia shall commence functioning on 1 July 2013 and welcoming the preparatory steps that have been taken in this regard, Taking into account the assessments by the International Tribunal in its Completion Strategy Report (S/2012/847), and the updated trial and appeals schedule, Noting the concerns expressed by the President of the International Tribunal about staffing, and reaffirming that staff retention is essential for the timely completion of the International Tribunal’s work, Acting under Chapter VII of the Charter of the United Nations, 1.
