By Adam Zamoyski. London: William Collins, 2018. ISBN 978-0-008-11607-1. xxiii + 752 pp. £30.00. he pharmacist Pierre-Irénée Jacob arrived in Madrid on 7 April 1809. The French had occupied the capital and were attempting to conquer the rest of the Iberian Peninsula in a war that would drain T blood and treasure from Napoleon’s empire for the next six years. The atmosphere in the city was strange and strained. On the one hand, the emperor Napoleon’s power seemed to have reached new heights and his sway, with an opulent Paris at its centre, extended from Galicia in Spain to Galicia in Poland. On the other, here was a land mired in an unnecessary conflict so brutal and costly that it would inspire Goya’s Disasters of War. Jacob, who had seen plenty of disasters on his way to Madrid, was relieved to have arrived and hurried to meet with his superior, Charles Jean Laubert. They were soon involved in a lively discussion about the man who had sent them to Spain. In his Journal et itinéraire de dix années de campagne, Jacob admitted that “the qualities of the emperor could not convince me to like him as a person,” and confessed that “his political mistakes, especially after 1808, had turned me against him.” Then Laubert, “after having praised some of the achievements of this extraordinary and highly intelligent man,” surprised Jacob by suddenly exclaiming “what a monster, my friend, what a monster.” In a sense, opinions on Napoleon have not moved on much since that frank exchange. -

When anything that challenged the authority of the state – concepts based on enlightenment, immigration, or socialism – were deemed to be a threat to the status quo and immediately eliminated by way of legal restrictions. Once the façade of the Old World was completely severed following the Great War, nations in Europe and throughout the West started to revive various nineteenth century laws in an attempt to suppress the outbreak of radicalism that preceded the 1919 revolutions. What this dissertation offers is an extended understanding of how nineteenth century government policies toward radicalism fostered an environment of increased national security during Germany’s 1919 Spartacist Uprising and the 1919/1920 Palmer Raids in the United States. Using the French Revolution as a starting point, this study allows the reader the opportunity to put events like the 1848 revolutions, the rise of the First and Second Internationals, political fallouts, nineteenth century imperialism, nativism, Social Darwinism, and movements for self-government into a broader historical context. -

War seems to be an enduring feature of international history and is the subject of constant analysis and commentary. Peace is less frequently analyzed than war, perhaps because its universal value seems to be taken for granted. But how much to we really know about war and peace? The course examines how conflict is manifest in world politics. We take up the subject of violent conflict and its causes: the roots of aggression, weapons proliferation, interstate and civil war, and terrorism. We also consider forces restraining war, including the laws and ethics of war. Throughout the term we will focus on both practical and theoretical issues—historical overviews of specific wars as well as theories and moral arguments pertaining to the recurrence of violence in the international. Learning Objectives The general objective of this course is to develop the student’s capacity to critically examine problems in international conflict and cooperation, consider the range of possible solutions to those problems, and communicate this analysis to others. This is to be accomplished by exposing students to relevant literature from the fields of international politics and foreign policy. By the end of the term, students should be able to: show a familiarity with a wide range of substantive issues in war and peace; interpret historical and contemporary wars and military interventions using appropriate theoretical frameworks; and articulate normative positions on key ethical dilemmas arising from conflict between and within states. -

Chef van de redactie buitenland was dr. Anton Constandse. Van 1946 tot en met 1948 had ik de opleiding voor de diplomatieke dienst gevolgd van het Nederlands Opleidings Instituut voor het Buitenland (NOIB) op Nijenrode. Van 1948 tot en met 1950 volgde ik op het Yale College in New Haven, Connecticut, de studie Political Science and International Relations. Inmiddels 25 jaar geworden twijfelde ik steeds meer aan een leven als ambtenaar van het Ministerie van Buitenlandse Zaken. Was ik niet een te vrijgevochten en te zelfstandig denkende vogel om zonder tegensputteren of mokken braaf Haagse opdrachten uit te voeren waar ik het wellicht faliekant mee oneens zou zijn? Van een dergelijke incompatibilité d'humeurs zou immers alleen maar gedonder kunnen komen. Op het Yale College had ik in dit verband al het een en ander meegemaakt. In 1949 was ik tot praeses van de Yale International Club gekozen, een organisatie voor de in New Haven studerende buitenlandse studenten. Nederland knokte in die dagen onder de noemer van ‘politionele acties’ tegen Indonesië. Ik nodigde ambassadeur F.C.A. -
