In particular, I was directed to make recommendations as to: •• the use of remuneration and conditions of service to maximise officer and staff deployment to frontline roles where their powers and skills are required; •• the establishment of remuneration and conditions of service which are fair to and reasonable for both the taxpayer and police officers and staff; and •• the means of facilitating the introduction and use of modern management practices in the police in line with practices elsewhere in the public sector and the wider economy. Your terms of reference directed me to cost my recommendations in sufficient detail to enable effective implementation. As directed, my review has been produced in two parts. The first, on reforms that may be implemented in the short term, was published on 8 March 2011. When I accepted the invitation of the Home Secretary to carry it out, I did not appreciate the complexity and difficulty of some of the issues which would face me, or the magnitude of the task. I have no regrets about accepting that invitation, but I wish to record my great appreciation of those who have helped me in this work. My greatest obligation is to my adviser Sir Edward Crew, whose almost forty years’ experience in policing, and whose wisdom and judgment developed over that time in relation to this critical public service, have been placed most generously and fully at my disposal. This is the final report of my inquiry into the pay and conditions of service of police officers and members of police staff in England and Wales. It was commissioned by the Home Secretary in October 2010. My interim report, containing recommendations for reforms in the short-term, was published on 8 March 2011. This report is concerned with the longer term. 2. The maintenance of peace, order and security is one of the oldest functions of civil society. The prevention of crime and the successful, timely and efficient apprehension and conviction of criminals, their humane treatment and effective rehabilitation, are amongst the highest obligations of the state, in discharge of its duty to protect citizens and their property.

INTRODUCTION 1.1 Under the provisions of the Police (Northern Ireland) Act 1998 (the Police Act), Section 55(6)(b), the Police Ombudsman for Northern Ireland (the Police Ombudsman) may, without a complaint, formally investigate a matter in accordance with Section 56 of the Act if it is desirable in the public interest. 1.2 A Report has been presented to the Secretary of State, the Northern Ireland Policing Board and the Chief Constable of the Police Service of Northern Ireland (PSNI) under Regulation 20 of the Royal Ulster Constabulary (Complaints etc.) Regulations 2000.     17 Organisational Change under Environmental Pressure: Policing 1 Change in Northern Ireland Joanne Murphy Introduction Organisational change is a widely studied and complex phenomenon. When the change process in question is forced to interact in ‘real time’ with a fast moving external environment, the nature of the case makes for a useful case study of change in conditions of environmental turbulence. It also has the potential to contain lessons for other organisations facing elements of these challenges. This paper sets out to analyze the radical organizational change process that occurred within policing in Northern Ireland in the aftermath of the Belfast Agreement, in conditions of political, social and organisational unrest. It sets the change process within its wider context, looks at the interaction between the organization and the environment, and the process by which it reinvented itself to fit a new political dispensation. Environmental Conditions As Pettigrew asserts often in his work on organisational change and strategy, it is not possible to understand the process of change without a 2 thorough understanding of the context in which change occurs. The challenges posed to the RUC at the beginning of this process of change were deeply rooted in the history, culture, politics and identity of the RUC as an organisation. This in turn was just as deeply embedded in the history, politics, violence and conflicting identities that made up Northern Ireland’s divided society. As with other divided societies, policing and the 3 operation of the justice process is a key issue of contention. The partition of Ireland in May 1921 had seen not only the division of the island’s territory into North and South but also the division of its existing police force.

Dear Home Secretary, The Review of Police Leadership and Training: I am pleased to be able to present you with my Review of Police Leadership and Training, following your commission to me in August 2010. You asked for a ‘fundamental review of the current approach’ and I believe I have delivered on that ambition. I have done so by a very careful review of the evidence, a wide -ranging consultation across the police service and by drawing on the thoughtful contributions of experts here and abroad. I have concluded that, in the light of the government’s published ambitions for policing and the challenges that policing needs to meet; this is a moment for radical change in the approach to police leadership and training. The historical look that I undertook demonstrated to me that the current approach was largely designed in the 1940’s to meet the challenges of Post War Britain. It has evolved over the last 60 years, but is still recognisably the same model. Policing in the 21st century presents very tough and very different demands on the police. The government is proposing a renewal of the democratic accountability of policing, I am recommending to you in the Review report that this is matched by a new approach to the professionalism of policing. The cornerstone of my report is the creation of a new Professional Body for policing, embracing the whole of the police service and responsible for leadership, learning and standards.
