Dear Home Secretary, The Review of Police Leadership and Training: I am pleased to be able to present you with my Review of Police Leadership and Training, following your commission to me in August 2010. You asked for a ‘fundamental review of the current approach’ and I believe I have delivered on that ambition. I have done so by a very careful review of the evidence, a wide -ranging consultation across the police service and by drawing on the thoughtful contributions of experts here and abroad. I have concluded that, in the light of the government’s published ambitions for policing and the challenges that policing needs to meet; this is a moment for radical change in the approach to police leadership and training. The historical look that I undertook demonstrated to me that the current approach was largely designed in the 1940’s to meet the challenges of Post War Britain. It has evolved over the last 60 years, but is still recognisably the same model. Policing in the 21st century presents very tough and very different demands on the police. The government is proposing a renewal of the democratic accountability of policing, I am recommending to you in the Review report that this is matched by a new approach to the professionalism of policing. The cornerstone of my report is the creation of a new Professional Body for policing, embracing the whole of the police service and responsible for leadership, learning and standards. It should be transparent, accountable and act as the public’s guardian of excellence in policing. The creation of the Professional Body provides the framework to enable a transformation of the culture of learning in the police service. Moving away from in house delivered programmes which have been largely classroom based to a new partnership with Higher Education, building towards the ‘teaching hospitals’ for policing linking learning with practice. A new professional qualification framework will see managers and frontline officers developed and supported to keep their practice current and consistent with the best. I do not underestimate the challenge of achieving this vision over the next few years. I have set out some key steps that will need to be taken quickly to generate the momentum for success and to achieve the savings and benefits that I have outlined in the Review. There is, undoubtedly, a major role for Ministers in providing clear support and direction. I hope, therefore, that my Review provides the right framework to enable you to feel confident to move forwards. I am very grateful to you for the opportunity to undertake this work. It is the highest honour for any leader in any profession to be asked to set out the future for its leadership.     The Home Office and Public Disturbance, c.1800-1832 Nathan Ashley Bend Submitted to the University of Hertfordshire in partial fulfilment of the requirements of the degree of PhD. May 2018 ii Abstract This thesis examines the role of the Home Office in the machinery of order from c.1800-1832. It combines institutional enquiry with the study of popular protest by examining protest from the viewpoint of the Home Office. It looks at how the growth of the Home Office was stagnated due to efforts to economise, and how it transformed its systems to make them more efficient in response to peaks of administrative work caused by popular tumult. The different roles that each person performed in the Home Office is outlined, and by doing so the pivotal role of the permanent under- secretary of state, who remains underrepresented in histories of protest, is exposed. It also looks at what powers the home secretary had at his disposal, and how they were used to repress food riots, the Luddite disturbances, the movement for parliamentary reform, the Swing riots, political agitation leading to the Great Reform Act, and trade unions. It compares the different approaches of home secretaries and argues that although the use of powers was generally guided by established precedent, others such as domestic espionage were more divisive, and were influenced by the personality and experience of the home secretary. The thesis also examines the relationships between the Home Office hierarchy and government departments with authorities in the provinces. This thesis brings together all the available records which relate to the Home Office as an institution and those which relate to public disturbance.

As one disappointed English war bride on her way back home expressed herself, she was “Too shocked to bring her baby up on the black tracks of a West Virginia mining town as against her own home in English countryside of rose-covered fences.” This essay examines the government program developed to provide financial aid and legal advice to British women estranged from or abandoned by their American husbands from the passage of the 1944 Matrimonial Causes (War Marriages) Act to its winding down in 1950. The analysis draws upon a wide range of documents to survey the formulation and implementation of the government response and to consider some illustrative cases dealt with by British consular officials in the United States. These examples illuminate the gap between human behavior envisioned by policy-makers and the more varied behavior encountered by those who carried out the duties charged to them. The cases thus represent the nexus between state intervention and the individual experience of larger-scale social dynamics set off by war and the global movement of populations.
