Key words: EU Energy Policy; European Integration; Energy Union; Politicization; Bundestag; Germany Word count (excl. abstract, notes and references): 14,912 Abstract From 2014 onwards, European integration in energy policy has been given new impetus with the Energy Union initiative, which further integrates EU policy domains aimed at the security- of-supply of energy, energy sustainability and an internal market for energy. This study approaches the political dimension of EU energy policy by analysing whether recent EU decision- making in energy policy from February 2014 to May 2019 has been politicized in the setting of the national parliament of Germany. The concept of politicization depicts the degree to which decision-making is discussed collectively and publicly and involves issue salience and polarization of opinions. Given the high interest of Germany in EU energy policy, European integration in energy policy is expected to matter for the Bundestag to discuss upon publicly and collectively. On the basis of minutes of the plenary and other parliamentary correspondence of the Bundestag archives, this study reconstructs the Bundestag debate on EU energy policy and sets out the politicization strategies of the German political parties that were involved in the debate. Based upon the analysis, this study concludes that European integration in energy policy from 2014 to 2019 has not been politicized in the context of the Bundestag.

Glyphosate is used worldwide for agricultural and non-agricultural purposes. Once uncontroversial, new scientific evidence concerning the potential hazards of the substance has sparked a considerable debate in public and political spheres. In light of this sustained controversy, it came as a surprise when a qualified majority of European Union member states voted in favor of the Commission’s proposal to renew the approval of glyphosate for another five years. How was this outcome reached after many ‘no opinion’ votes? How are the member states dealing with the authorization’s renewal? Relying on document analyses and process tracing, we show in this study that the aforementioned renewal was attained due to a change in position on the part of German delegates, who voted in favor of the proposal instead of abstaining.

    INTRODUCTION Merkeldämmerung Eric Langenbacher Government, Georgetown University Abstract: The elections for the German Bundestag on 24 September 2017 saw heavy losses for the two governing parties—the Christian Democratic Union (CDU) and the Social Democratic Party (SPD)—and the rise of the right- populist Alternative for Germany (AfD). It took almost six months for a new grand coalition to be formed in light of the extremely fragmented parliament. Despite the good economic situation and relative calm domestically and inter- nationally, much change is occurring under the surface. Most importantly, the country is preparing for the end of Chancellor Angela Merkel’s long tenure. Who and what will come next? Can the surging AfD be contained? Will Ger- many step up into the leadership role for which so many have called? (Spoiler alert: He chose the latter and was successful). This depiction of that space in-between life and death seems to be a fitting metaphor for German politics right now—seemingly immobile, in a weird kind of transitional stasis, a liminal state, with everything on hold, caught in-between one reality and another. On the surface, everything looks placid—there were even internet memes circulating about how there was no new government in Berlin for almost half a year, but no one noticed.

The Coalition Agreement Does Not Solve Problems Concerning the Bundeswehr and the German Defence Industry by Joachim Weber The coalition agreement has been finalised, the ink has dried, but there has been no change as regards the real problems. There remains a need to clarify the issues of how an improvement in the Bundeswehr’s equipment, an improvement in European armaments cooperation and the maintenance of the German arms industry, whose strategic importance is underestimated, are to be achieved in view of the parame- ters now planned. What is going wrong here and what are the prospects of realistic steps being taken to maintain national core capacities? The 2018 coalition agreement has been finalised, and the 12th of 13 chapters outlines the ideas of the fourth Merkel cabinet on “Germany’s responsibility for peace, freedom and security in the world”. This is setting the sights very high when consideration is taken of the fact that the Bundeswehr is currently having trouble accomplishing even the core elements of its ongoing missions and commitments. It is now a truism that after a quarter of a century of enjoying a “peace dividend”, the armed forces no longer have adequate equipment and funds. As Armed Forces Commissioner Hans-Peter Bartels (SPD) puts it, the armed forces “as a whole cannot at present be deployed in support of collective defence”. In view of such assessments, which are in essence shared by a number of serious security policymakers, the question is what vigorous steps are provided for in the 2018 coalition agreement to change the unsatisfac- tory situation.

It examines national parliaments in the European Semester, in relation to the European Stability Mechanism and the Interparliamentary Conference on Stability, Economic Coordination and Governance and challenges the view that the Euro crisis has only reduced the influence of national parliaments. The analysis moves beyond prerogatives and institutional capacities to actual parliamentary involvement. Scrutinising the different stages of the European Semester remains a challenge for many national parliaments that have been marginalised by this multilevel coordination and surveillance process. In case of the third rescue package for Greece, the overall involvement by national parliaments exceeded what legal provisions would have demanded. But both economic governance domains suffer from asymmetries between those national parliaments that are willing and able to become actually involved and those that are not. One possible remedy against these asymmetries would be to involve national parliaments into economic governance collectively. The provision of Article 13 TSCG and the Interparliamentary Conference established on this basis, however, fall short of collective involvement or joint scrutiny and the experience of negotiating the institutional design of the new Conference even suggests that any kind of joint parliamentary body for the Euro area would be very difficult to realise.
