SECRETARIAT AS/Mon (2013) CB 04 29 May 2013 To the members of the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) Synopsis of the meeting held in Tallinn (Estonia) on 23 and 24 May 2013 The Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee), meeting in Tallinn on 23 and 24 May 2013, with Mr Andres Herkel (Estonia, EPP/CD) in the Chair: on 23 May 2013: -- was welcomed by, and held an exchange of views with, Ms Ene Ergma, Speaker of the Estonian Parliament, and was officially greeted in the Chamber of the Parliament; and, as regards: – Post-monitoring dialogue with “the former Yugoslav Republic of Macedonia” (rapporteur: Mr Robert Walter, United Kingdom, EDG): held an exchange of views on the draft report and unanimously adopted a draft resolution and a draft recommendation, as amended, with a view to presenting the report at the June 2013 part-session; was informed of the planned visit of the President of the Assembly to the country from 10 to 12 June 2013 and authorised Mr Walter to accompany him; – Current situation with regard to the consequences of the war of 2008 between Georgia and Russia: heard an oral report by Mr Cilevičs, Mr Gross and the Chair on the fact-finding visit to Moscow and Tbilisi on 12-16 May 2013 and agreed to return to this issue when the information note on the visit was presented; – The progress of the Assembly’s monitoring procedure (June 2012 – September 2013): progress -

Vahur Kraft: Challenges facing Estonian economy in the European Union Speech by Mr Vahur Kraft, Governor of the Bank of Estonia, at the Roundtable “Has social market economy a future?”, organised by the Konrad Adenauer Foundation, Tallinn, 19 August 2002. * * * A. Introduction, review of the early 1990s and comparison with the present day First of all, allow me to thank Konrad Adenauer Foundation for the organisation of this interesting roundtable and for the honourable invitation to speak about “Challenges of Estonian economy in the European Union”. Today’s event shows yet again how serious is the respected organisers’ interest towards the EU applicant countries. I personally appreciate highly your support to our reforms and convergence in the society and economy. From the outside it may seem that the transformation and convergence process in Estonia has been easy and smooth, but against this background there still exist numerous hidden problems. One should not forget that for two generations half of Europe was deprived of civil society, private ownership, market economy. This is truth and it has to be reckoned with. It is also clear that the reflections of the “shadows of the past” can still be observed. They are of different kind. If people want the state to ensure their well-being but are reluctant to take themselves any responsibility for their own future, it is the effect of the shadows of the past. If people are reluctant to pay taxes but demand social security and good roads, it is the shadow of the past. In brief, if people do not understand why elections are held and what is the state’s role, it is the shadow of the past. -

Key words: EU Energy Policy; European Integration; Energy Union; Politicization; Bundestag; Germany Word count (excl. abstract, notes and references): 14,912 Abstract From 2014 onwards, European integration in energy policy has been given new impetus with the Energy Union initiative, which further integrates EU policy domains aimed at the security- of-supply of energy, energy sustainability and an internal market for energy. This study approaches the political dimension of EU energy policy by analysing whether recent EU decision- making in energy policy from February 2014 to May 2019 has been politicized in the setting of the national parliament of Germany. The concept of politicization depicts the degree to which decision-making is discussed collectively and publicly and involves issue salience and polarization of opinions. Given the high interest of Germany in EU energy policy, European integration in energy policy is expected to matter for the Bundestag to discuss upon publicly and collectively. On the basis of minutes of the plenary and other parliamentary correspondence of the Bundestag archives, this study reconstructs the Bundestag debate on EU energy policy and sets out the politicization strategies of the German political parties that were involved in the debate. Based upon the analysis, this study concludes that European integration in energy policy from 2014 to 2019 has not been politicized in the context of the Bundestag. -

Parliamentary Assembly Assemblee parlementaire Doc. 10806 24 January 2006 Situation in Belarus on the eve of the presidential election Report Political Affairs Committee Rapporteur: Mr Andres Herkel, Estonia, Group of the European People’s Party Summary In the run-up to the presidential election in Belarus to be held on 19 March 2006, the Lukashenko regime has undertaken a series of measures to prevent even further any expression of dissent and obstruct the activities of democratic forces: the recently adopted ‘anti-revolution law’ is a confirmation of this state of affairs. In addition, the abuse of the criminal justice system for political purposes, the total control of state media by the regime and the increasing obstacles placed on the activities of the few existing independent media continue to preoccupy the Assembly. From the democratic forces side, the recent election of the Single Candidate of the Unified Democratic Forces of Belarus to challenge the incumbent President in the election represents a positive development and a sign of increased maturity. Under these circumstances, there cannot be any change in the Assembly’s policy towards the Lukashenko regime, while its support to the consolidation of democratic forces should be intensified.
