Luxembourg is one of the smallest countries in the EU, but it is also the wealthiest per capita. Following Italy and Latvia, Luxembourg is the third in this Presidency Trio, and will be the second full Presidency to work with the new Commission headed by compatriot and former Prime Minister Jean-Claude Juncker. Luxembourg is the seat of several major institutions such as the European Court of Justice, the European Investment Bank, and the Court of Auditors. Attitude toward the EU Luxembourg is one of the six founding members of the European Union and has historically played a key role in its formation. -

Master thesis European Integration in Energy Policy – A Hot Issue in Parliament? Key words: EU Energy Policy; European Integration; Energy Union; Politicization; Bundestag; Germany Word count (excl. abstract, notes and references): 14,912 Abstract From 2014 onwards, European integration in energy policy has been given new impetus with the Energy Union initiative, which further integrates EU policy domains aimed at the security- of-supply of energy, energy sustainability and an internal market for energy. This study approaches the political dimension of EU energy policy by analysing whether recent EU decision- making in energy policy from February 2014 to May 2019 has been politicized in the setting of the national parliament of Germany. The concept of politicization depicts the degree to which decision-making is discussed collectively and publicly and involves issue salience and polarization of opinions. Given the high interest of Germany in EU energy policy, European integration in energy policy is expected to matter for the Bundestag to discuss upon publicly and collectively. On the basis of minutes of the plenary and other parliamentary correspondence of the Bundestag archives, this study reconstructs the Bundestag debate on EU energy policy and sets out the politicization strategies of the German political parties that were involved in the debate. Based upon the analysis, this study concludes that European integration in energy policy from 2014 to 2019 has not been politicized in the context of the Bundestag. -

COVID-19 Update 11 June 2020 News This weekly news update summarizes and analyzes the latest developments and measures in light of the COVID-19 outbreak. This week in Brussels European Central Bank increases firepower, calls for quick adoption Recovery Fund On 4 June, the European Central Bank (ECB) announced it will increase the envelope for the pandemic emergency purchase program (PEPP) by €600 billion. Combined with the earlier €750 billion, the PEPP will amount to a total of €1,350 billion. Moreover, the program is extended by six months, until June 2021. The ECB believes the expansion of the program is needed as the Eurozone economy continues to shrink, and price indices drop to levels bordering deflation. By stabilizing the financial markets through purchases of sovereign debt, the ECB is providing the monetary and hence indirectly economic response of the EU. By doing this, the ECB buys time for the European leaders to reach a political agreement on the right instruments for the economic recovery. ECB President Lagarde warned that a quick adoption of the EU Recovery Fund is needed, and stated that “any delay (of the adoption, red.) risks generating negative spillovers and driving up the costs, and hence the financing needs, of this crisis”. Preparing for the budget negotiations In anticipation of the first round of budget negotiations, scheduled for next week Friday, tension is rising in Brussels. Austrian Finance Minister Blümel said that the new proposal is not acceptable as Austria’s contribution to the MFF would increase by 50% and the Recovery Fund will have to be repaid as well. -

As indicated by the International Agency for Research on Cancer, the chemical kills or suppresses all plant types; when applied at lower rates, it is a plant-growth regulator and desiccant. Glyphosate is used worldwide for agricultural and non-agricultural purposes. Once uncontroversial, new scientific evidence concerning the potential hazards of the substance has sparked a considerable debate in public and political spheres. In light of this sustained controversy, it came as a surprise when a qualified majority of European Union member states voted in favor of the Commission’s proposal to renew the approval of glyphosate for another five years. How was this outcome reached after many ‘no opinion’ votes? How are the member states dealing with the authorization’s renewal? Relying on document analyses and process tracing, we show in this study that the aforementioned renewal was attained due to a change in position on the part of German delegates, who voted in favor of the proposal instead of abstaining. -
