Luxembourg is one of the smallest countries in the EU, but it is also the wealthiest per capita. Following Italy and Latvia, Luxembourg is the third in this Presidency Trio, and will be the second full Presidency to work with the new Commission headed by compatriot and former Prime Minister Jean-Claude Juncker.     Europese voorstellen winterpakket De Europese Commissie presenteerde eind november 2016 haar zgn. Winterpakket – officieel het “Clean Energy for All Europeans” pakket. Hieronder een overzicht van de meest relevante voorstellen betreffende de EPBD (Energy Performance of Buildings Directive) en de EED (Energy Efficiency Directive). De voorstellen worden nu in het Europees Parlement en de Raad behandeld. Herziening EPBD - Lidstaten moeten een renovatiestrategie opstellen (incl stappenplan, mijlpalen en maatregelen) ter verwezenlijking van de langetermijndoelstelling voor 2050 om hun nationale gebouwenbestand koolstofvrij te maken. Deze renovatiestrategie draagt bij aan de terugdringing van energiearmoede. - Lidstaten zorgen ervoor dat residentiële gebouwen die meer dan tien parkeerplaatsen hebben en recent zijn gebouwd of ingrijpend worden gerenoveerd, zijn uitgerust met de bekabeling voor oplaadpunten van elektrische voertuigen voor elke parkeerplaats. - De Europese Commissie ontwikkelt een "slimheidsindicator" voor potentiële nieuwe huurders of kopers. “De indicator heeft betrekking op flexibiliteitskenmerken, geavanceerde functies en capaciteiten die voortvloeien uit meer onderling verbonden en ingebouwde slimme toestellen die worden geïntegreerd in de conventionele technische bouwsystemen. Of course, any errors remain our own. 1 Abstract This article investigates the responsiveness of the Parti socialiste towards specific social groups under the Hollande and Mitterrand presidencies. It thereby contributes to the discussion on the changing representativeness of social-democratic parties in Western Europe. The study is based on a content analysis of the governments’ justifications for the annual budget. With this innovative approach it is possible to assess whether the responsiveness of a party persists at the governmental level. Through an inductive coding procedure, three categories of responsive justifications are discerned: inequality reduction, needs of specific social groups and general functioning of society. In line with its title, the article mainly focuses on the second category, identifying a shift from responsiveness to the low-income classes towards responsiveness to the middle classes. Furthermore, a corresponding transformation of the Parti socialiste is observed, from advocating expansive policies in the early 1980s to justifying restrictive policies today. 2 1.
