The Bundestag’s function is to form a majority which allows a government to take up office and remain in power for the duration of the electoral term. It is responsible for scrutinising the work of the gov- ernment and other executive bodies. And the Bundestag is assigned a central function in the legislative process at federal level and in approv- ing the budget. Due to this special status, the German Bundestag is gen- erally regarded as the most important body in Germany’s political opin- ion-forming and decision-making process. This book aims to explain the German Bundestag’s organisation and working methods. By offering a ‘‘look behind the scenes’’, it seeks to set out how the German Bundestag fulfils its constitutional functions in practice, in the framework of the parliamentary system of government of the Federal Republic of Germany. The first section introduces the Bundestag’s political actors – its Mem- bers, parliamentary groups and organs – and describes their working methods. It looks in depth at the work of the committees, which play an important role at the Bundestag. This is followed by a detailed explana- tion of how the German Bundestag’s plenary sittings are organised and held. The section continues with an examination of the Bundestag’s par- ticipatory rights in matters concerning the European Union, which are becoming ever more important. Finally, an overview is provided of Parlia- ment’s participatory rights in relation to other organs and bodies. The second section looks in detail at the legislative process. Taking a spe- cific law as an example, the reader is shown the individual stages that a 7 law passes through, from the first draft to its promulgation in the Federal Law Gazette, and learns how the relevant constitutional bodies – the Bundestag, the Bundesrat, the Federal Government and the Federal Pres- ident – work together in this process. Particular emphasis is placed on the procedure in the German Bundestag. The final section of this book offers information about the support ser- vices which the Administration of the Bundestag provides to Parliament and its Members to enable them to fulfil their functions. Taken together, this wealth of practical information offers a clear over- view of the German Bundestag’s functions and procedures. 8 1. Organisation and working methods Elections and composition The Members of the German Bundestag are elected in general, direct, free, equal and secret elections for an electoral term of four years (Arti- cles 38 and 39 of the German constitution, the Basic Law). Taking each of these principles in turn: . general means that every citizen aged 18 and over has the right to vote; . direct means that the voters elect Members of Parliament directly, i.e. without the involvement of any intermediary; . free means that no one may put voters under pressure of any kind to vote in a particular way; . equal means that each vote carries the same weight with respect to the final composition of the Bundestag; . secret means that it must be ensured that no one can check how someone else has voted. The German Bundestag is composed of at least 598 Members. Half of them are elected directly in the 299 constituencies on the basis of the first of two votes cast by each voter, while a further 299 Members are elected on the basis of the second vote, which is cast in favour of one of the lists of candidates put forward by the political parties in each of Ger- many’s La¨nder, or federal states (Section 1 of the Federal Electoral Act). This second vote determines the composition of the Bundestag, i.e. the relative strengths of the parties represented in Parliament. Parties are only taken into consideration in the seat allocation process if they have received at least five per cent of the second votes cast or won at least three constituency seats. At times, the Bundestag may have more Members due to what are known as ‘‘overhang’’ seats. If a party wins more direct constituency seats in a single Land than the number to which it would be entitled based on its share of the second votes, all of the party’s successful constituency can- didates take up their seats in the Bundestag regardless. We investigate entity framing of political figures through the use of names and titles in German online discourse, enhancing current research in entity framing through titling and naming that concentrates on English only. We collect tweets that mention prominent German politicians and annotate them for stance. We find that the formality of naming in these tweets correlates positively with their stance. This confirms sociolinguistic observations that naming and titling can have a status-indicating function and suggests that this function is dominant in German tweets mentioning political figures. We also find that this status-indicating function is much weaker in tweets from users that are politically left-leaning than in tweets by right-leaning users. This is in line with observations from moral psychology that left-leaning and right-leaning users assign different importance to maintaining social hierarchies. These new regulations initiate sweeping change to the federal structure of the constitution.1 On July 13 and August 17, 2017, the new laws were published in the federal law gazette,2 despite concerns expressed by Federal President Frank Steinmeier in a letter to the Federal Chancellor Angela Merkel.3 At the heart of this reform is a profound change in the fiscal constitution, from its traditional horizontal arrangement among the Länder towards a vertical one. The history of German federalism, since 1949, has been characterized as a “unitary federal state,” which is how it was originally described in 1962 by Konrad Hesse.4 Over time, the Länder have often been willing to hand over legislative powers to the federal government, normally in exchange for the right to share decision-making via the Bundesrat.

Like you, we are of the opinion that only a broad based tax as specified in the coalition agreement and spelt out in the draft of the European Commission will be sufficiently compre- hensive. However, we are concerned that under the pressure of the finance industry some govern- ments will try to water down the proposal of the Commission. Particularly problematic would be to exempt derivatives from taxation or to tax only some of them. Derivatives represent the biggest share of transactions on the financial markets. Hence, exemptions would lead imme- diately to a substantial reduction of tax revenues. Furthermore, many derivatives are the source of dangerous stability risks and would be misused as instruments for the avoidance of the taxation of shares and bonds.     DHB Kapitel 4.2 Wahl und Amtszeit der Vizepräsidenten des Deutschen 13.08.2021 Bundestages 4.2 Wahl und Amtszeit der Vizepräsidenten des Deutschen Bundestages Stand: 13.8.2021 Grundlagen und Besonderheiten bei den Wahlen der Vizepräsidenten Die Stellvertreter des Präsidenten werden wie der Bundestagspräsident für die Dauer der Wahlperiode gewählt und können nicht abgewählt werden. Für die Wahl der Stellvertreter des Präsidenten sieht die Geschäftsordnung des Bundestages in § 2 Absatz 1 und 2 getrennte Wahlhandlungen mit verdeckten Stimmzetteln vor. In der 12. Wahlperiode (1990) sowie in der 17., 18. und 19. Wahlperiode (2009, 2013 und 2017) wurden die Stellvertreter mit verdeckten Stimmzetteln in einem Wahlgang (also mit einer Stimmkarte) gewählt1. In der 13. Wahlperiode (1994) wurde BÜNDNIS 90/DIE GRÜNEN drittstärkste Fraktion und beanspruchte einen Platz im Präsidium. Die SPD wollte andererseits auf einen ihrer bisherigen zwei Vizepräsidenten nicht verzichten. Zugleich war erkennbar, dass sich keine Mehrheit für eine Vergrößerung des Präsidiums von fünf auf sechs Mitglieder finden ließ, und die FDP war nicht bereit, als nunmehr kleinste Fraktion aus dem Präsidium auszuscheiden. Da eine interfraktionelle Einigung nicht zustande kam, musste die Wahl der Vizepräsidenten mit Hilfe einer Geschäftsordnungsänderung durchgeführt werden. Vor der eigentlichen Wahl kam es nach einer längeren Geschäftsordnungsdebatte zu folgendem Verfahren2: 1. Abstimmung über den Änderungsantrag der Fraktion BÜNDNIS 90/DIE GRÜNEN: Einräumung eines Grundmandats im Präsidium für jede Fraktion (Drucksache 13/8): Annahme. 2. Abstimmung über den Änderungsantrag der Fraktion der SPD: Erweiterung des Präsidiums auf sechs Mitglieder (Drucksache 13/7): Ablehnung. 3.
