Introduction, review of the early 1990s and comparison with the present day First of all, allow me to thank Konrad Adenauer Foundation for the organisation of this interesting roundtable and for the honourable invitation to speak about “Challenges of Estonian economy in the European Union”. Today’s event shows yet again how serious is the respected organisers’ interest towards the EU applicant countries. I personally appreciate highly your support to our reforms and convergence in the society and economy. From the outside it may seem that the transformation and convergence process in Estonia has been easy and smooth, but against this background there still exist numerous hidden problems. One should not forget that for two generations half of Europe was deprived of civil society, private ownership, market economy. This is truth and it has to be reckoned with. It is also clear that the reflections of the “shadows of the past” can still be observed. They are of different kind. If people want the state to ensure their well-being but are reluctant to take themselves any responsibility for their own future, it is the effect of the shadows of the past. If people are reluctant to pay taxes but demand social security and good roads, it is the shadow of the past. In brief, if people do not understand why elections are held and what is the state’s role, it is the shadow of the past.

An older form of the same name is probably kaulfR which is found on a runic stone (the Skarby stone). On the basis of this form it is believed that the name developed from an earlier *Kaoulfr which goes back to Proto-Norse *KapwulfaR. It is then a compound as are most of old Scandinavian anthroponyms. The second ele- ment of it is the native word for "wolf," ON"ulfr, OSw. ulv (cf. OE, OS wulf, OHG wolf, Goth. wulfs, from PGmc. *wulfaz). The first component, however, is most likely a name element borrowed from Celtic, cf. Old Irish cath "battle, fight." It is contained in the Old Irish name Cathal which occurred in Iceland also, viz. as Kaoall. The native Germ.anic equivalents of OIr. cath, which go back to PGmc. hapu-, also occurred in personal names (e.g., as a mono- thematic Old Norse divine name Hr;or), and the runic HapuwulfR, ON Hr;lfr and Halfr, OE Heaouwulf, OHG Haduwolf, Hadulf are exact Germanic correspondences of the hybrid Kalfr, Kalfr < *Kaoulfr. In October 2000 parliamentary elections in Lithuania, the New Union – Social Liberals (Naujoji Sąjunga – Socialliberalai) led by Artūras Paulauskas, was supported by 19.6% of the electorate in the proportional representation part thereby coming second after the Algirdas Brazauskas’ Social-Democratic Coalition. It gained 28 seats, being the third largest group in the Seimas as the Liberal Union was more successful in the single mandate constituencies. Nevertheless, the New Union was an equal partner in the governing coalition, Paulauskas becoming the chairman of the parliament. Furthermore, it has been in the Lithuanian cabinet ever since, while the Liberal Union was forced to leave after only eight months in office and was replaced by the Social Democrats. Two years later, in October 2002 Saeima elections, the New Era (Jaunais Laiks) surfaced becoming the most popular party in Latvia. It won 24% of the votes and 26 seats in the 100-strong parliament. Despite being in a difficult position concerning finding appropriate coalition partners, the New Era leader Einars Repse succeeded in putting together a government rather swiftly (in less than three weeks, Ikstens 2002) and becoming the prime minister.

    From Silence to Historical Consciousness The Holocaust and WWII in Finnish History Politics ANTERO HOLMILA JOUNI TILLI ABSTRACT: Despite the fact that there are similar trajectories and turning points between Finland’s and other European countries’ responses to the Holocaust, it is still the case that trends in Holocaust studies and key debates within the field have had less impact on Finnish understanding of the Holocaust than one might suspect. Instead, as this article examines, the way in which Finland’s Holocaust awareness has been developing since the end of the war in general, and in the 2000s in particular, has been intimately linked with the Finnish understanding of its own role in WWII. This tendency was most clearly illustrated in the controversy that took place during 2003 and 2004 with the publication of Elina Sana’s book Luovutetut [The Extradited]. EU leaders attached importance to presenting a united front on questions of reliability of energy supplies and competitiveness - issues they also brought up when meeting Russian President Vladimir Putin. Heads of state and government of the bloc's member states found that it is essential to ensure adequate investment in the Russian energy sector but that this requires acceptance of principles of market economy and transparency on Russia's part to secure a reliable investment environment. Both sides admitted that energy dependence is mutual. The head of the Estonian government, Andrus Ansip, said the EU must speak about energy questions in one voice.
