Subhead 020 Quarries and mining covers royalties from quarry contracts and mining leases. Subhead 030 Bridges and tunnels covers royalties from the Tate’s Cairn Tunnel on or before 10 July 2018 and Discovery Bay Tunnel; revenue from Route 8 between Cheung Sha Wan and Sha Tin; and concessions payable by contractors assuming management responsibilities for the Aberdeen Tunnel, Kai Tak Tunnel, Lion Rock Tunnel, Shing Mun Tunnels, Tseung Kwan O Tunnel, the Tsing Ma Control Area, the Cross-Harbour Tunnel, the Eastern Harbour Crossing, and with effect from 11 July 2018, the Tate’s Cairn Tunnel. LCQ1: Toll collection system for tolled tunnels and roads ********************************************************* Following is a question by the Hon Chan Kam-lam and a reply by the Secretary for Transport and Housing, Ms Eva Cheng, at the Legislative Council meeting today (May 4): Question: Given that there have been comments that as motorists may make toll payments for tunnels and roads only by Autotoll or in cash at present, it is inconvenient to them and results in longer time for cars to pass through the toll booths, will the Government inform this Council: (a) whether it knows the current number of Autotoll accounts, and the percentage of vehicles paying by Autotoll in the total number of vehicles using these tunnels and roads in each of the past five years; (b) given that the authorities have indicated that they keep an open mind about and encourage the introduction of new toll collection systems for tunnels and roads, whether the Government has discussed with the Octopus Cards Limited the payment of tolls by Octopus cards; if it has, of the progress; if not, the reasons for that; and (c) whether the Government or tunnel operators had conducted any survey in the past three years to obtain the views of tunnels and roads users on the means of toll payments; whether they had conducted a feasibility study on accepting toll payments by Octopus cards; if they had, of the outcome of the study; if not, the reasons for that? Reply: President, Both manual and automatic toll collection lanes are available in all tolled tunnels and roads in the territory for motorists to pay the toll fee either in cash or electronically. -

LEGISLATIVE COUNCIL BRIEF Town Planning Ordinance (Chapter 131) APPROVED TSEUNG KWAN O OUTLINE ZONING PLAN NO. S/TKO/28 INTRODUCTION At the meeting of the Executive Council on 1 June 2021, the Council ADVISED and the Chief Executive ORDERED that the draft Tseung Kwan O Outline Zoning Plan (OZP) No. S/TKO/27A should be approved under section 9(1)(a) of the Town Planning Ordinance (the Ordinance). The plan is now renumbered as No. S/TKO/28. AMENDMENTS TO THE DRAFT TSEUNG KWAN O OZP NO. S/TKO/26 SINCE ITS REFERENCE BACK 2. Since the reference back of the approved Tseung Kwan O OZP No. S/TKO/26 on 17 December 2019, the draft Tseung Kwan O OZP No. S/TKO/27 (the draft OZP) incorporating the amendments was exhibited on 19 June 2020 for public inspection under section 5 of the Ordinance. The major amendments to the matters shown on the draft OZP include the rezoning of: (a) a site at Chiu Shun Road from an area shown as ‘MTR Pak Shing Kok Ventilation Building’ and “Green Belt” (“GB”) to “Residential (Group A)8” (“R(A)8”) with stipulation of building height restriction of 130mPD to allow for residential use (Amendment Item A); and (b) a strip of land along Chiu Shun Road from an area shown as ‘MTR Pak Shing Kok Ventilation Building’ to ‘Road’ to form part of the future footpath (Amendment Item B). 3. The amendments to the Notes of the approved Tseung Kwan O OZP No. S/TKO/26 include the revision to the Remarks of the Notes for the “Residential (Group A)” zone to incorporate development restrictions including plot ratio (PR) restriction of 6 for the “R(A)8” zone; and technical amendments in accordance with the latest version of the Master Schedule of Notes to Statutory Plans. -

LC Paper No. CB(4)618/18-19(03) For discussion on 15 March 2019 Legislative Council Panel on Transport Replacement of Traffic Control and Surveillance Systems and Other Equipment in Government Tunnels PURPOSE This paper seeks Members’ views on our proposal to replace the traffic control and surveillance systems (“TCSS”) and other equipment in government tunnels, with a view to making a funding application to the Legislative Council Finance Committee (“FC”). PROPOSAL 2. We propose the creation of four new commitments for replacement works as follows - (a) $108,600,000 for replacement of TCSS and radio communication system in the Aberdeen Tunnel; (b) $184,470,000 for replacement of TCSS in the Tate’s Cairn Tunnel; (c) $10,253,000 for replacement of the lane control signals and variable aspect signs of TCSS in the Tseung Kwan O Tunnel; and (d) $13,900,000 for replacement of the PABX systems in the Eastern Harbour Crossing, Lion Rock Tunnel, Shing Mun Tunnels and Cross-Harbour Tunnel. 1 3. Details of the above proposals, including justifications, financial implications, implementation plans and background, are at Annexes 1 to 4 respectively. WAY FORWARD 4. We plan to seek the FC’s funding approval as soon as practicable for early commencement of the relevant replacement works. ADVICE SOUGHT 5. Members are invited to provide views on the proposals. Agreement No. CE 42/2008 (CE) Tseung Kwan O – Lam Tin Tunnel and Associated Works – Investigation EIA Report 2 PROJECT DESCRIPTION 2.1 Introduction 2.1.1 This section presents a summary of the adopted alignment and preferred construction methodology for the Project as well provides details of the alternative options considered, and the constraints and considerations assessed in adopting the preferred scheme and construction method. 2.2 Purpose and Objective of the Project 2.2.1 TKO-LT Tunnel (which is the Project being considered in this EIA Report), together with the proposed Trunk Road T2 (T2) in Kai Tak Development (KTD) and Central Kowloon Route (CKR), will form Route 6 in the strategic trunk road network (Figure 2.1). 2.2.2 As part of Route 6 and together with Cross Bay Link (CBL), the objective of the TKO-LT Tunnel is to provide an east-west highway link between Kowloon and Tseung Kwan O (TKO) areas. 2.2.3 In 2002, Civil Engineering and Development Department (CEDD) commissioned an integrated planning and engineering study under Agreement No. CE 87/2001 (CE), Further Development of Tseung Kwan O – Feasibility Study (TKO Study), to formulate a comprehensive plan for the further development of Tseung Kwan O (TKO). The TKO Study recommended that TKO be developed further to house a total population of 450,000. 2.2.4 In March 2009, CEDD appointed AECOM Asia Co. Ltd. (AACL) to carry out a detailed investigation study under Agreement No. CE 42/2008 (CE), Tseung Kwan O – Lam Tin Tunnel and Associated Works – Investigation (the Assignment). -

CATALOGUE OF HONG KONG TUNNELS (Up to Jan 2020) Mainland East Division Geotechnical Engineering Office Civil Engineering and Development Department FOREWORD This document contains a catalogue of existing tunnels and tunnels currently under construction in Hong Kong. It is based on a literature review of published information as well as information obtained from various government departments, the MTR Corporation, the former Kowloon Canton Railway Corporation, the Airport Authority Hong Kong, Hongkong Electric Company Limited, CLP Power Hong Kong Limited, and The Hong Kong and China Gas Company Limited. This catalogue is a live document that will be updated from time to time as further information becomes available. The main purpose of the catalogue is to disseminate available information on tunnels/caverns. A few significant cable duct and gas pipe crossings constructed using tunnelling methods such as horizontal directional drilling and pipe jacking have also been included. It is hoped that this catalogue and, in particular, the associated references, will prove to be a useful source of information for civil and geotechnical engineers when planning, investigating, designing and constructing new tunnel projects. Staff from the Mainland East Division of this Office compiled the catalogue. Apart from other GEO colleagues, the project clients and the works agents, members of the Hong Kong Institution of Engineers Geotechnical Division Working Group on Cavern and Tunnel Engineering and other individuals have also provided useful information.
