ISSUE: 2019 No. 61 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE ANALYSE CURRENT EVENTS Singapore | 13 August 2019 Tensions Among Indonesia’s Security Forces Underlying the May 2019 Riots in Jakarta Made Supriatma* EXECUTIVE SUMMARY • On May 21-22, riots broke out in Jakarta after the official results of the 2019 election were announced. These riots revealed a power struggle among retired generals and factional strife within the Indonesian armed forces that has developed since the 1990s. • The riots also highlighted the deep rivalry between the military and the police which had worsened in the post-Soeharto years. President Widodo is seen to favour the police taking centre-stage in upholding security while pushing the military towards a more professional role. Widodo will have to curb this police-military rivalry before it becomes a crisis for his government. • Retired generals associated with the political opposition are better organized than the retired generals within the administration, and this can become a serious cause of disturbance in Widodo’s second term. * Made Supriatma is Visiting Fellow in the Indonesia Studies Programme at ISEAS – Yusof Ishak Institute. 1 ISSUE: 2019 No. 61 ISSN 2335-6677 INTRODUCTION The Indonesian election commission announced the official results of the 2019 election in the wee hours of 21 May 2019. Supporters of the losing candidate-pair, Prabowo Subianto and Sandiaga Uno, responded to the announcement with a rally a few hours later. The rally went on peacefully until the evening but did not show any sign of dispersing after the legal time limit for holding public demonstrations had passed. -

ISSUE: 2019 No. 23 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE ANALYSE CURRENT EVENTS Singapore | 8 April 2019 Jokowi and His Generals: Appeasement and Personal Relations Antonius Made Tony Supriatma* EXECUTIVE SUMMARY Jokowi will be the first civilian president to complete his full five-year term in the post-Soeharto era. A significant factor for this achievement has been his strategy to accommodate the military’s interests to keep them on his side. Five years into his presidency, Jokowi has shown little interest in reforming the military. As reelection time draws near, Jokowi is tightening his relationship with the military, by giving key appointments to commanders within his personal network. The recent TNI reshuffles saw the ascendancy of officers who have had personal relations with the president since early in his political career. Because of the reformasi law abolishing the military’s dual-function (dwifungsi) practice of placing military officers in civilian posts, the TNI has a surplus of many generals and colonels who are unable to hold substantive positions. The Jokowi administration has tried to address this problem by expanding military structures, and raising the level of ranks for various posts. These policies are basically efforts at appeasing the officer corps. The struggle of Soeharto clan into politics again Berkarya Party’s attempt to establish its political presence ahead of the 2019 legislative election illustrates the Soehartos prevailing power in the domestic politics. The family’s considerable power in the country’s business sector, furthermore, eases the Soehartos’ effort to reestablish their stature. Lobbying behind mining regulation reform The planned revision of several regulations related to coal business seems to be part of the government’s reform to provide business certainty to the coal mining industry. However, circumstances surrounding the plan suggest that the plan was full of political and business interests. Fierce banking competition amid consolidation Since 2014, the OJK has been implementing a banking consolidation policy by encouraging foreign investors from East Asian countries to acquire and merge Indonesia’s small banks (BUKU I) to trim the total number of banks, as suggested by BI’s API guideline. The mergers intensify competition among BUKU II and BUKU III banks. This competition benefits BUKU IV banks but has so far failed to improve BUKU II and BUKU III banks’ profitability. -

Penyerangan Polsek Ciracas: Masalah Yang Perlu Diselesaikan Pimpinan TNI Dan Polri
CBDS Commentaries Penyerangan Polsek Ciracas: Masalah yang Perlu Diselesaikan Pimpinan TNI dan Polri Tangguh Chairil Ringkasan Penyerangan prajurit TNI ke kantor Polsek Ciracas, Jakarta Timur pada 29 Agustus 2020 menunjukkan masih ada masalah dalam hubungan antara prajurit TNI dan anggota Polri, disiplin keprajuritan TNI dan anggota Polri, serta budaya kekerasan yang masih kental di tubuh TNI dan Polri. Pimpinan TNI dan Polri harus secara konkret menyelesaikan masalah ini. Komentar Pada Sabtu, 29 Agustus 2020 pukul 01.45 WIB, ratusan orang tak dikenal menyerang kantor Polsek Ciracas, Jakarta Timur. TNI dan Polri pun membentuk tim gabungan untuk menyelidiki penyerangan tersebut. 1 Dalam keterangan pers pada hari yang sama, Pangdam Jaya dan Kapolda Metro Jaya menyampaikan bahwa penyerangan tersebut diduga dipicu oleh Prajurit Dua TNI berinisial MI yang mengalami kecelakaan. Akan tetapi, Prada MI berbohong kepada teman-teman sekelasnya dengan mengatakan bahwa ia dikeroyok oleh sekelompok orang yang telah diamankan oleh Polsek Ciracas. Karena disinformasi itu, teman-teman Prada MI terprovokasi mendatangi Polsek Ciracas untuk mencari pengeroyok Prada MI. Kapolsek Ciracas dan Danramil memberi penjelasan, tetapi massa 1 tidak percaya sehingga mereka merusak kendaraan dan membakar kantor Polsek Ciracas. Dalam konferensi pers esok harinya pada Minggu, 30 Agustus 2020, Kasad Jenderal TNI Andika Perkasa mengumumkan bahwa 31 prajurit TNI-AD diduga terlibat dalam penyerangan ke Polsek Ciracas. 12 prajurit di antaranya telah diperiksa oleh Polisi Militer Kodam Jaya, sementara 19 prajurit lainnya akan segera diperiksa. Kasad Andika juga mengatakan akan memecat semua prajurit 2 TNI-AD pelaku penyerangan Polsek Ciracas. Dari peristiwa penyerangan Polsek Ciracas ini, ada beberapa hal yang penting untuk disoroti: Pertama, hubungan antara TNI dan Polri, terutama di level prajurit dan anggota. -

C urrent Data on the Indonesian M ilitary Elite1 The Editors The current listing identifies the holders of key positions at TNI (Tentara Nasional Indonesia, or Indonesian National Military) Headquarters, as well as at the army's central and regional commands between March 1, 2003 and August 31, 2005. As noted in the last update of current military data in 2003, we have had difficulty in systematically updating personnel changes at the Korem (Military Resort Command), largely due to the absence of the TNI-owned daily newspaper, Angkatan Bersenjata, since the financial crisis of 1997.2 We now rely mainly on the official letters of TNI Commander-in-Chief and general newspapers, both national and local, in collecting data regarding officer corps and their posts. Although the information on Korem commanders is not very satisfactory, it is still possible to analyze macro-trends in leadership transformation at the local level. The period covered in this update, i.e., from March 2003 to August 2005, has seen significant developments in post-reformasi civil-military relations. We have seen: 1) the all-out war in Aceh under martial law (May 2003-May 2004); 2) parliamentary elections in April 2004; 3) direct presidential elections in July and September 2004 for the first time in Indonesian history; and 4) the birth of a new government led by a retired army general, Susilo Bambang Yudhoyono, in October 2004. How did they shape Indonesia's civil-military relations? The war in Aceh greatly empowered those TNI officers who had demanded that the military take on a larger role in internal security. -

Ananda R.A1, Mawardi2, Zainal Abidin3 Program Studi Pendidikan Sejarah, Fakultas Keguruan dan Ilmu Pendidikan Universitas Syiah Kuala Email: [email protected] [email protected] [email protected] ABSTRACT This paper entitled “The Development of Iskandar Muda Regional Military Command1956- 2014” aims to figure out; (1) the basic factor of Iskandar Muda Regional Military Commandconstruction (2) the reasons of Iskandar Muda Regional Military Command liquidation in 1985 and the reasons of its reconstruction in 2002, (3) the development of Iskandar Muda Regional Military Command in infrastructure, organizational structure, and Iskandar Muda Regional Military Command policies from 1956 to 2014. This paper uses a qualitative method. In addition, the type of this study used is a historical studies included; theme selection, heuristic, verification, interpretation, and historiography. This research uses a documentation and interview technique. The results show the reason of Iskandar Muda Regional Military Command construction in Aceh was to defend the united of Indonesia Republic from the attack of Dutch Military Aggression. Besides that, the capital government liquidated kodam in order to decrease the number of Iskandar Muda Regional Military Command in Indonesia. In contrary, Iskandar Muda Regional Military Commandalso has built many buildings for instance offices, garages, house of worship, jails, libraries, cooperation, halls, education centers, secured warehouses, medical centers, security posts, guest houses, permanent fences, and dormitories. In contrary, the form of organizational structure has not been changed by Iskandar Muda Regional Military Command.
