1930 Ile quali fied June 3 1924 During the fiscal year the board held 124 meetings in addition to a number of special hearings conducted either by the board or by committees thereof 4 EIGIITII ANNUAL REPORT UNITED STATES SHIPPLNG nOARD GENERAL In the last annual report of the board it was set forth that upon failure to obtain direct governmental assistance for American flag ships the board had projected a number of consolidations of existing trade routes and had advertised for sale the vessels necessary to main tain these routes with the provision that the purchasers of such vessels should give a guarantee of the continued operation of such routes by American ships The board felt that where such routes could not be disposed of it was the duty of the board to eliminate duplication set up the most economical method of operation pos sible and continue to bear out of appropriations the losses incurred until such time as conditions improved or other factors changed so as to make possible the liquidation of the fleet and the conservation of these strategic trade routes Policy Sales As a result of the boardy policy of making concession in the price of vessels to purchasers who would guarantee to maintain them on specific routes for a period of years the board sold during the year 10 vessels with a guarantee of operation The City of Los Angeles an exGerman vessel seized at the out break of war employed until after the armistice as a transport and later reconditioned for service to South America was sold to the Los Angeles Steamship Co for operation between Los Angeles and Honolulu The propelling machinery of this vessel had through age and continuous service reached such a stage that it would have been necessary for the board either to expend a considerable sum for new machinery or else to withdraw the vessel from service The technical experts of the Fleet Corporation recommended that the vessel be not reengined at Government expense Under the terms of purchase the Los Angeles Steamship Co was obligated to spend not less than 42000 for the installation of new machinery It is understood that

    The Establishment of the Head Port of Gloucester, 1565-1584 Alexander Higgins A thesis submitted to the University of Bristol in accordance with the requirements of the degree of Master of Philosophy in the Faculty of Arts, Department of Historical Studies, November 2012. 24,884 words. Abstract After a fifteen-year campaign, Gloucester became an independent head port in 1580. This effectively ended Bristol’s long-standing jurisdiction over the Gloucestershire reaches of the River Severn and resulted in the loss of the greater part of Bristol’s historic port. This dissertation explores Bristol’s objections to this change and examines the prosecution of their complaints through the equity side of the Exchequer court. Primarily, this study focuses upon two commissions created by the Crown to review the case. The interrogatories and depositions produced by these commissions are used to explore the nature of this dispute, the motivation behind Bristol’s objections and why Gloucester ultimately retained its head port status. The first chapter focuses upon the practical implementation of the commissions. Rather than relying upon the legal records alone, this study uses letters, accounts and reports produced by the two parties to explore the workings of a commission. This approach reveals the extent of Bristol and Gloucester’s attempts to manipulate proceedings to their own advantage. These findings have significant implications on the impartiality of Tudor legal process and the reliability of the Exchequer records. The second chapter examines the findings of the two commissions to assess the nature and strength of Bristol’s arguments. It is shown that many of these arguments were unsubstantiated.

Signature………………………………… 1 Introduction The period of this research is the second half of the eighteenth century and is aimed at a level where there are few surviving documents or publications describing the day to day work processes of the port of Bristol and its ships as a whole. However, many contemporary documents do survive which contain descriptions or data relating to specific operational practices, and when this information is extracted and brought together, a model of the integrated operational systems is obtained. To attain this, it was necessary to adopt a comparative method of research which involved cross-referencing primary documents and tabulating the results before analysis. In order to sustain the argument developed in the thesis from the use of this method it was essential to record the results for verification and this was done in the form of the appendices that follow.
