Did the New Orleans School Reforms Increase Segregation?

EducationResearchAllianceNOLA.org April 4, 2017 DID THE NEW ORLEANS SCHOOL REFORMS INCREASE SEGREGATION? By Lindsay Bell Weixler, Nathan Barrett, and Douglas N. Harris, Tulane University Jennifer Jennings, New York University Overview In this study, we examine the effects of the post-Katrina school reforms on the segregation of students on a wide variety of dimensions: race, income, special education, English Language Learner status, and achievement. Research shows that all students benefit, socially or academically, from more integrated schools, making this an important issue to examine. We draw four main conclusions: • New Orleans schools were highly segregated prior to the city’s school Data Sources reforms, especially in terms of race and income, and remain segregated now. State Data: Anonymous student-level data from 2002-2014 Source: Louisiana Department of Education • We found little evidence that the New Orleans school reforms affected segregation for elementary school students. Most groups of high school National Data: School-level data from 2000-2014 Source: U.S. Department of Education Common Core of Data students that we examined were affected, with some groups seeing an increase in segregation and others a decrease. • There were no consistent trends in racial segregation. Some groups became more segregated, others less so. • Among high school students, segregation has increased for low-income students and English Language Learners, but decreased for special education students as well as by achievement. To our knowledge, ours is the first study to examine the effect of school choice on the segregation of English Language Learners, special education students, and low- and high-achieving students. -

1JUDGE JOHN HOLLAND AND THE VICE- ADMIRALTY COURT OF THE CAPE OF GOOD HOPE, 1797-1803: SOME INTRODUCTORY AND BIOGRAPHICAL NOTES (PART 1) JP van Niekerk* ABSTRACT A British Vice-Admiralty Court operated at the Cape of Good Hope from 1797 until 1803. It determined both Prize causes and (a few) Instance causes. This Court, headed by a single judge, should be distinguished from the ad hoc Piracy Court, comprised of seven members of which the Admiralty judge was one, which sat twice during this period, and also from the occasional naval courts martial which were called at the Cape. The Vice-Admiralty Court’s judge, John Holland, and its main officials and practitioners were sent out from Britain. He was the first British judicial appointment to the recently acquired settlement and was to serve as judge of the newly created Vice-Admiralty Court of the Cape of Good Hope. -

Fifty years ago this summer, reports from Washington D.C. reached New Orleans that John Volpe, secretary of the Department of Transportation under President Richard Nixon, had cancelled the Riverfront Expressway—the high-speed, elevated interstate slated for the French Quarter. The stunning news, about a wildly controversy plan that had divided the community for years, was met with elation by the city’s growing preservationist movement, and head-shaking disappointment by local leaders in both the public and private sectors. A half-century on, the cancellation and the original proposal invite speculation —part mental exercise, part cautionary tale—about what greater New Orleans might look like today had the Riverfront Expressway gone forward. And it very nearly did: conventional wisdom at the time saw the new infrastructure as an inevitable step toward progress, following the lead of many other waterfront cities, including New York, San Francisco, and Seattle. Campanella The initial concept for the Riverfront Expressway emerged from a post-World War II effort among state and city leaders to modernize New Orleans’ antiquated regional transportation system. Toward that end, the state Department of Highways hired the famous—many would say infamous—New York master planner Robert Moses, who along with Andrews & Clark Consulting Engineers, released in 1946 his Arterial Plan for New Orleans. -

California Law Review VoL. 51 OCTOBER 1963 No. 4 Pleasure Boating and Admiralty: Erie at Sea' Preble Stolz* P LEASURE BOATING is basically a new phenomenon, the product of a technology that can produce small boats at modest cost and of an economy that puts such craft within the means of almost everyone.' The risks generated by this development create new legal problems. New legal problems are typically solved first, and often finally, by extension of com- mon law doctrines in the state courts. Legislative regulation and any solu- tion at the federal level are exceptional and usually come into play only as a later stage of public response.2 There is no obvious reason why our legal system should react differ- ently to the new problems presented by pleasure boating. Small boats fall easily into the class of personal property. The normal rules of sales and security interests would seem capable of extension to small boats without difficulty. The same should be true of the rules relating to the operation of pleasure boats and particularly to the liability for breach of the duty to take reasonable care for the safety of others. One would expect, therefore, that the legal problems of pleasure boating would be met with the typical response: adaptation of the common law at the state level. V. INLAND PORTS PLANNINGAND CARGOS HANDLING OPERA TION* Inland Ports Planning General The term inland waterway port or an inland waterway terminal conveys the idea of an end point. Indeed, traditionally, ports were perceived as end points of the transport system whereby water transport of cargoeswas either originated or terminated. However, from a broader point of view, the one encompassingthe so-called "c~ain of transport", ports or terminals are neither starting nor ending points; they are simply the intermediate points where cargoesare transferred between the links in the transport chain. The emphasis on the transfer function in this introductory section is made since: (a) Ports' main function is to move the cargo and to avoid accumulating and damaging it; (b) In order to efficiently fulfill their transfer function, ports or terminals have to possess convenient access(rail and road) to the connecting modes of transport. broader definition ora port seems especially appropriate for our discussion on inland waterway transportation (IWT). IWT is part of the domestic transportation system which also includes rail and road transpiration. IWT, unlike rail and road transportation, can oQly connectpoints which are locatea on the waterway network. Consequently, in most caSes othercomplementary land transportation modes are required for the entire origin-to-destinationtransport. In other words, since in most casesthe IWT cargo does not originate or terminate atthe port site itself, the main function of the inland port is to transfer the cargo between IWTvessels, trains, and trucks. The inland ports are important for the economic development of a country. The inland port, therail, the road and the seaport are equally important. -

This resource provides the opportunity for the marine industry to flourish, providing services to the commercial and recreational boaters. In 1980, the first Boating and Marina Study was completed in the County. At that time, the County had 57 marinas and 1,767 boat slips.1 Since that time the County has experienced significant growth in all aspects of its economy including the marine industry. As of June 2018, there are a total of 303 marinas containing at total of 12,035 boat slips (Table 1). This report was prepared as an update to the 1997 and 2010 marina inventories2 and includes an updated inventory and mapping of marinas in the County.
