  • Did the New Orleans School Reforms Increase Segregation?
Objective, rigorous, and useful research to understand the post-Katrina POLICY BRIEF school reforms. EducationResearchAllianceNOLA.org April 4, 2017 DID THE NEW ORLEANS SCHOOL REFORMS INCREASE SEGREGATION? By Lindsay Bell Weixler, Nathan Barrett, and Douglas N. Harris, Tulane University Jennifer Jennings, New York University Overview In this study, we examine the effects of the post-Katrina school reforms on the segregation of students on a wide variety of dimensions: race, income, special education, English Language Learner status, and achievement. Research shows that all students benefit, socially or academically, from more integrated schools, making this an important issue to examine. We draw four main conclusions: • New Orleans schools were highly segregated prior to the city’s school Data Sources reforms, especially in terms of race and income, and remain segregated now. State Data: Anonymous student-level data from 2002-2014 Source: Louisiana Department of Education • We found little evidence that the New Orleans school reforms affected segregation for elementary school students. Most groups of high school National Data: School-level data from 2000-2014 Source: U.S. Department of Education Common Core of Data students that we examined were affected, with some groups seeing an increase in segregation and others a decrease. • There were no consistent trends in racial segregation. Some groups became more segregated, others less so. • Among high school students, segregation has increased for low-income students and English Language Learners, but decreased for special education students as well as by achievement. To our knowledge, ours is the first study to examine the effect of school choice on the segregation of English Language Learners, special education students, and low- and high-achieving students.

  • Riverfront Expressway Cancellation, Shuddering at the New Orleans That Could Have Been
Geographies of New Orleans Fifty Years After Riverfront Expressway Cancellation, Shuddering at the New Orleans That Could Have Been Richard Campanella Geographer, Tulane School of Architecture [email protected] Published in the New Orleans Picayune-Advocate, August 12, 2019, page 1. Fifty years ago this summer, reports from Washington D.C. reached New Orleans that John Volpe, secretary of the Department of Transportation under President Richard Nixon, had cancelled the Riverfront Expressway—the high-speed, elevated interstate slated for the French Quarter. The stunning news, about a wildly controversy plan that had divided the community for years, was met with elation by the city’s growing preservationist movement, and head-shaking disappointment by local leaders in both the public and private sectors. A half-century on, the cancellation and the original proposal invite speculation —part mental exercise, part cautionary tale—about what greater New Orleans might look like today had the Riverfront Expressway gone forward. And it very nearly did: conventional wisdom at the time saw the new infrastructure as an inevitable step toward progress, following the lead of many other waterfront cities, including New York, San Francisco, and Seattle. But first, a recap on how the New Orleans plan got to Volpe’s desk. Rendering from Robert Moses' Arterial Plan for New Orleans, 1946, page 11, courtesy collection of R. Campanella The initial concept for the Riverfront Expressway emerged from a post-World War II effort among state and city leaders to modernize New Orleans’ antiquated regional transportation system. Toward that end, the state Department of Highways hired the famous—many would say infamous—New York master planner Robert Moses, who along with Andrews & Clark Consulting Engineers, released in 1946 his Arterial Plan for New Orleans.

NEW ORLEANS JAZZ TOUR (#1) RIDE THE CANAL STREET/ALGIERS POINT FERRY FROM THE FRENCH QUARTER ACROSS THE MIGHTY MISSISSPPI RIVER TO ALGIERS “OVER DA RIVER” - TO HISTORIC ALGIERS TAKE A FREE SELF-GUIDED WALKING TOUR, AND VISIT THE FORMER HOMES OF ALGIERS’ JAZZ MUSICIANS, THE VENUES THEY PLAYED IN, AND THE ROBERT E. NIMS JAZZ WALK OF FAME, AND GET THE BEST VIEW OF NEW ORLEANS’ SKYLINE COPYRIGHT © 2016, KEVIN HERRIDGE www.risingsunbnb.com Jazz musicians of the 1920s referred to Algiers as “over da river” or the “Brooklyn of the South,” the latter for its proximity to New Orleans as compared to New York and Brooklyn, both separated by a river. This tour concentrates on the Algiers Point neighborhood, that has a long, rich history of African American, French, Spanish, German, Irish, and Italian/Sicilian residents. Algiers, the second oldest neighborhood in New Orleans after the French Quarter, was the site of the slave holding areas, newly arrived from Africa, the powder magazine, and slaughterhouse of the early 18th century. John McDONOGH, the richest man, and largest landowner in New Orleans, lived here. Algiers was famous countrywide in the African American communities for its “Voodoo” and “Hoodoo” practitioners, and is celebrated in songs on this subject. The earliest bands containing Algiers’ musicians included the Pickwick Brass Band (1873-1900s), the Excelsior Brass Band (1880-1928), Jim DORSEY’s Band (1880s), Prof. MANETTA’s String Band (1880s), BROWN’s Brass Band of McDonoghville (1880s), and Prof. A.
