How many times have you heard of healthy-looking people given six months to live because of cancer? Can you tell by looking at them from the outside? I worked on the building of bridges, and the re-enforc- ing bars were rusty even before they were placed in the concrete forms. Our gloves were red from handling them. So how can you expect to maintain concrete from the inside out? What most people don't realize is the fact that this causeway was the only privately financed one in the state of Florida — and it was given to the lowest bidder. According to some of the bridge contractors I overheard,
