DISSIDENTS VERSUS COMMUNISTS An Examination of the Soviet Dissidence Movement Matthew Williams Professor Transchel History 419 May 12, 2016 Williams 1 On February 25, 1956, Nikita Khrushchev gave a speech to the Twentieth Congress and to the Communist Party stating that Joseph Stalin was responsible for all of the empire’s then-current issues. He also gave insight into the criminal actions performed by the man during his lifetime. This speech was called the “Secret Speech” as it was not publicized at first, but once word got out about the true nature of Stalin, people began to doubt everything they knew to be true. Khrushchev decreased the censorship and restrictions on people and also freed millions of political prisoners from Gulags, beginning what would come to be referred to as the “thaw”. Many people had practically worshipped Stalin and knew him to represent the Communist party’s creed of infallibility. The tarnishing of his image led many people to seriously doubt the capabilities of the party.1 As truths came out and people began to discuss issues, there was increasing dissatisfaction with the Communist Party and a community of dissenters was born. This community of dissenters would ultimately keep the fight for freedom going long after the end of the thaw era, until the collapse of the Soviet Union in 1991. This paper will examine the dissent movement, from its roots in the end of the Stalin era to the collapse in 1991; it will address how the dissent movement came into being, and how it evolved as new challenges were presented to it. -

Journal of the International AIDS Society 2011, 14:26 http://www.jiasociety.org/content/14/1/26 REVIEW Open Access HIV and incarceration: prisons and detention Ralf Jürgens1*, Manfred Nowak2 and Marcus Day3 Abstract The high prevalence of HIV infection among prisoners and pre-trial detainees, combined with overcrowding and sub-standard living conditions sometimes amounting to inhuman or degrading treatment in violation of international law, make prisons and other detention centres a high risk environment for the transmission of HIV. Ultimately, this contributes to HIV epidemics in the communities to which prisoners return upon their release. We reviewed the evidence regarding HIV prevalence, risk behaviours and transmission in prisons. We also reviewed evidence of the effectiveness of interventions and approaches to reduce the risk behaviours and, consequently, HIV transmission in prisons. A large number of studies report high levels of risk behaviour in prisons, and HIV transmission has been documented. There is a large body of evidence from countries around the world of what prison systems can do to prevent HIV transmission. In particular, condom distribution programmes, accompanied by measures to prevent the occurrence of rape and other forms of non-consensual sex, needle and syringe programmes and opioid substitution therapies, have proven effective at reducing HIV risk behaviours in a wide range of prison environments without resulting in negative consequences for the health of prison staff or prisoners. The introduction of these programmes in prisons is therefore warranted as part of comprehensive programmes to address HIV in prisons, including HIV education, voluntary HIV testing and counselling, and provision of antiretroviral treatment for HIV-positive prisoners. -

ABSTRACT April 2021 . 12 Seven years after the annexation of Crimea and amid an ongoing war in Ukraine, Russia has tried to move towards military escalation in the Donbass region making clear that the status quo emerged in 2014 as a “new normal” cannot last. The Minsk II Agreement negotiated between Ukraine, Russia, France and Germany in the framework of the Normandy Format in February 2015 remains unimplemented despite numerous rounds of mediation. Western economic sanctions against Moscow succeeded in limiting the Kremlin’s military EU-LISTCO Policy Paper Series. Paper EU-LISTCO Policy advance beyond Donbass and deterred it from making further territorial gains. However, these measures failed to impact on Russian decision-making regarding resolution of the conflict. Influencing Russia’s foreign policy is not an easy task, as the country’s conduct of international relations is shaped by domestic factors and the authoritarian nature of its governance. Still, the West needs a strategy in response to the international and domestic wrongdoings already committed by the Kremlin and as a preventative measure to deter Moscow’s future aggression. In order to face the Russian challenge, the West should first design clear rules for its own foreign-policy behaviour based on the primacy of human rights and democracy and then define how to defend universal values abroad, including in Russia. -

The collapse of the Soviet Union in 1991 and the transition from “Old” Russia to “New” Russia were associated with many new hopes and promises.1 One such promise was the establishment of new human rights standards, including the fundamental right to freedom of expression. This promise was made by the ratification of the European Convention on Human Rights (Convention) in May of 1998.2 Previously under the oppressive governments of Stalin and his successors, Soviet Russia enjoyed no freedom of expression.3 Under Mikhail Gorbachev, Russia began a new movement commonly known as “Perestroika,” a Russian word that literally translates to “restructuring.”4 Perestroika ushered in a new era of hope and freedom and was heralded both domestically and internationally as an opportunity to change the oppressive policies of the past and establish new respects for the rights of the individual.5 The collapse of the 1 Mikhail S. -

Russia: Background and U.S. Policy Updated August 21, 2017 Congressional Research Service https://crsreports.congress.gov R44775 Russia: Background and U.S. Policy Summary Over the last five years, Congress and the executive branch have closely monitored and responded to new developments in Russian policy. These developments include the following: increasingly authoritarian governance since Vladimir Putin’s return to the presidential post in 2012; Russia’s 2014 annexation of Ukraine’s Crimea region and support of separatists in eastern Ukraine; violations of the Intermediate-Range Nuclear Forces (INF) Treaty; Moscow’s intervention in Syria in support of Bashar al Asad’s government; increased military activity in Europe; and cyber-related influence operations that, according to the U.S. intelligence community, have targeted the 2016 U.S. presidential election and countries in Europe. In response, the United States has imposed economic and diplomatic sanctions related to Russia’s actions in Ukraine and Syria, malicious cyber activity, and human rights violations. The United States also has led NATO in developing a new military posture in Central and Eastern Europe designed to reassure allies and deter aggression. U.S. policymakers over the years have identified areas in which U.S. and Russian interests are or could be compatible. The United States and Russia have cooperated successfully on issues such as nuclear arms control and nonproliferation, support for military operations in Afghanistan, the Iranian and North Korean nuclear programs, the International Space Station, and the removal of chemical weapons from Syria. In addition, the United States and Russia have identified other areas of cooperation, such as countering terrorism, illicit narcotics, and piracy. -

Journal on Ethnopolitics and Minority Issues in Europe Vol 11, No 2, 2012, 103-135 Copyright © ECMI 21 December 2012 This article is located at: http://www.ecmi.de/publications/detail/issue-22012-vol-11-254/ Renewed Circassian Mobilization in the North Caucasus 20-years after the Fall of the Soviet Union Lars Funch Hansen* University of Copenhagen The renewed ethnic mobilization among Circassians in the North Caucasus region in Russia that has unfolded since the latter half of the 2000s is illustrated by the establishment of new civil society organizations and a substantially increased number of internet-based initiatives. All of this reflects a new and increased form of agency and unity among the Circassians in which youth activism has played key role. It also illustrates how Circassian civil society actors and cyber-activists have not only been able to establish a counter-public sphere or develop a new space for action, but also increasingly have been able to move key issues from Circassian spheres into the wider public sphere of mainstream Russian media and politics. The upcoming 2014 Winter Olympics in Sochi, Russia, in particular, has functioned as a lever in this process, which has also resulted in increasing support among Circassians for calls for recognition of the nineteenth century forced expulsion of the majority of the Circassians from the Caucasus as an act of genocide. In this manner, a mega-event such as the Sochi Olympics has contributed to generating a more radical or politicized understanding or framing of the Caucasian exodus that, since the fall of the Soviet Union, has generally been known as “our national tragedy”. -

Helsinki Committees The 1975 Helsinki Final Act recognized respect for human rights and funda- mental freedoms, including the freedom of thought, conscience, religion or belief as one of the ten basic principles guiding relations between participat- ing States. It affirmed “the right of the individual to know and act upon his rights and duties in this field.” The Helsinki Final Act, or the Helsinki Accords, as the agreement was often called, was published in full by the main newspapers of the 35 participating States, informing the people of what their leaders had signed up to. Public acceptance of human rights and fundamental freedoms inspired the estab- lishment of Helsinki Committees in the Soviet Union and Eastern Europe, which were soon supported by similar groups in North America and Western Europe. It was dangerous at the time to report on violations of the Helsinki Final Act. In spite of the danger, their reports were tabled at the CSCE Follow- up meetings in the 1970s and 1980s and brought changes to people’s lives. Violations of human rights continue across the OSCE region. The work of the Helsinki Committees and related groups is as relevant today as it was 35 years ago.
