But, it is a matter of fact that among our generals, there are some, [although] not all, who knew very well how to conduct a bloody war, [but] now don’t know how to conduct a bloodless one. They even look down on the masses. The other day while we were on board the plane, I told you that our cultural revolution this time was aimed at overthrowing a group of ruling people in the party who wanted to follow the capitalist path. It was also aimed at destroying the old forces, the old culture, the old ideology, the old customs that were not suitable to the socialist revolution. In one of his speeches last year, Comrade Lin Biao said: In the process of socialist revolution, we have to destroy the “private ownership” of the bourgeoisie, and to construct the “public ownership” of the proletariat. So, for the introduction of the “public ownership” system, who do you rely on? Based on the experience in the 17 years after liberation, Comrade Mao Zedong holds that after seizing power, the proletariat should eliminate the “private ownership” of the bourgeoisie. -

I declare that my thesis consists of 98,700 words. 3 Abstract: This thesis examines qiaowu [Overseas Chinese affairs] policies during the PRC’s first decade, and it argues that the CCP-controlled party-state’s approach to the governance of the huaqiao [Overseas Chinese] and their affairs was fundamentally a political economy. This was at base, a function of perceived huaqiao economic utility, especially for what their remittances offered to China’s foreign reserves, and hence the party-state’s qiaowu approach was a political practice to secure that economic utility. -

Resolution of the Central People's Government Committee on the convening of the National People's Congress and local people's congresses January 14, 1953 The Common Program of the Chinese People's Political Consultative Conference stipulates: "The state power of the People's Republic of China belongs to the people. The organs through which the people exercise state power are the people's congresses and governments at all levels. The people's congresses at all levels are elected by the people by universal suffrage. The people’s congresses at all levels elect the people’s governments at all levels. When the people’s congresses at all levels are not in session, the people’s governments at all levels are the organs that exercise all levels of power. The highest organ of power in the country is the National People’s Congress. The government is the highest organ for the exercise of state power.” (Article 12) The Organic Law of the Central People’s Government of the People’s Republic of China stipulates: “The government of the People’s Republic of China is a government of the People’s Congress based on the principle of democratic centralism.” (Article 2) Three years ago, when the country was first established, many revolutionary work was still underway, the masses were not fully mobilized, and the conditions for convening the National People’s Congress were not mature enough. Therefore, in accordance with Article 13 of the Common Program, the Chinese People’s Political Consultative Conference The first plenary session implements the functions and powers of the National People's Congress, formulates the Organic Law of the Central People's Government of the People's Republic of China, elects and delegates the functions and powers of the Central People's Government of the People's Republic of China to exercise state power. -

Order Code RS22767 December 5, 2007 China’s 17th Communist Party Congress, 2007: Leadership and Policy Implications Kerry Dumbaugh Specialist in Asian Affairs Foreign Affairs, Defense, and Trade Division Summary The Chinese Communist Party’s (CCP) 17th Congress, held from October 15 - 21, 2007, demonstrated the Party’s efforts to try to adapt and redefine itself in the face of emerging economic and social challenges while still trying to maintain its authoritarian one-Party rule. The Congress validated and re-emphasized the priority on continued economic development; expanded that concept to include more balanced and sustainable development; announced that the Party would seek to broaden political participation by expanding intra-Party democracy; and selected two potential rival candidates, Xi Jinping and Li Keqiang, with differing philosophies (rather than one designated successor-in- waiting) as possibilities to succeed to the top Party position in five years. More will be known about the Party’s future prospects and the relative influence of its two potential successors once the National People’s Congress meets in early 2008 to select key government ministers. This report will not be updated. Periodically (approximately every five years) the Chinese Communist Party holds a Congress, attended by some 2,000 senior Party members, to authorize important policy and leadership decisions within the Party for the coming five years. In addition to authorizing substantive policies, the Party at its Congress selects a new Central Committee, comprised of the most important figures in the Party, government, and military.1 The Central Committee in turn technically selects a new Politburo and a new Politburo Standing Committee, comprised of China’s most powerful and important leaders. -
