The Government of Israel welcomes the opportunity to present its 10th, 11th, 12th, and 13th periodic reports to the Committee for the Elimination of Racial Discrimination in accordance with the requirements of article 9, paragraph 1 (b) of the International Convention on the Elimination of all forms of Racial Discrimination (hereinafter, the “Convention” or “CERD”). The present combined report supplements Israel’s initial report and subsequent reports relating to the years 1982, 1984 and 1991 (CERD/C/192/Add.2), and 1993, 1995 and 1997 (CERD/C/294/Add.1).1 2. This report has been prepared by the Department for International Agreements and International Litigation at the Ministry of Justice with the assistance of other ministries, departments, agencies and entities of the Government of Israel. Israeli nongovernmental organizations (“NGOs”) were also invited to submit comments prior to the compilation of this report. 3. Racial discrimination is prohibited in Israel. The State of Israel condemns all forms of racial discrimination, and its government has maintained a consistent policy prohibiting such discrimination. The Israeli Government has taken constant measures to uphold the provisions of CERD since its ratification of this important instrument. 4. Since the submission of Israel’s last reports to the Committee in 1997, many new significant legislative, judicial and administrative developments relevant to the Convention have occurred. This combined report provides a comprehensive account of these developments. 5. A short summary of some of the most significant policy and legislative developments that have occurred in Israel since its last report to the Committee is provided below. We would note that while it will naturally take time for some of the more recent developments to translate into concrete results, in many areas substantial new measures that give effect to the provisions of the Convention have already come into effect. I. Legislative measures 6. Since 1998 significant new steps have been taken by the Israeli Parliament (the "Knesset") to promote tolerance and the elimination of racial discrimination in all its forms. Some noteworthy examples are included below. 7. The Knesset enacted legislation prohibiting discrimination against minority groups in the provision of pubic services, the Prohibition of Discrimination in Products, Services and Entry into Places of Entertainment and Public Places Law, 5761-2000 ("The Prohibition of Discrimination in Products, Services and Entry into Places of Entertainment and Public Places Law"). The Law prohibits discrimination by an individual operating a public place. Violation of this prohibition is both a civil wrong and a criminal offence punishable by fine. The law applies to the State as well and has been interpreted broadly as applying to a host of public places, including schools, libraries, pools, stores, and all other places serving the public. Court decisions have upheld this broad interpretation of the law. CERD/C/471/Add.2 page 5 8. The Knesset amended the Civil Service Law (Appointments), 5719-1959 ("The Civil Service Law (Appointments)"), in 1998 to institute affirmative action programs in the Civil Service hiring practices in order to ensure the adequate representation of minority groups. 9. Several amendments to the Penal Law 5739-1977 ("The Penal Law") created important tools to enable prosecution of racist incitement and "hate crimes". A 1994 amendment doubled the punishment for offences committed for a racist motive; a 2002 amendment added offences of incitement to violence and terror; and a November 2004 amendment added a section titled "Hate Offences". 10. The Pupils Rights Law, 5761-2000 ("The Pupils Rights Law") enacted in 2000, bans any form of discrimination concerning the registration of students by the governmental and local authorities or any educational institution (at Article 5 (A) (1)).

The researchers point out that 7,574 immigrant data cards are missing from the records and believe this to be due to the 'circumstances of the times'. Records are complete from September 1948 onward, and an important population census was held in November 1948.     Chapter 1 Waldorf Teacher Education: Methodology of the Study Section 1 Introduction 1. Background information The primary focus of most of the literature on Steiner or Waldorf Education ~ whether couched in ways variously intending to theorise, compare, inform, expound, or extol ~ has been on the question of how children (whether of early childhood, primary or high school years) should be educated. The main aim of this thesis is to explore the question of how Waldorf teachers should be educated. In order to begin to tackle this seemingly straightforward question it seemed logical to begin at the beginning, that is, with the theory underlying what Waldorf teachers were being educated for. Steiner’s educational theory is explicit in maintaining that education is about facilitating the process of becoming more human. But aren’t we human enough already? What does it mean to become more human? How are human beings (for so long referred to as ‘Man’) constituted? What is ‘Man’? In some ways the trend of the questioning is reminiscent of, and inevitably leads to, the Classical Greek injunction “O Man. Know Thyself”1. It was in contemplating these questions that the realisation came of what the underlying core of the thesis would be. Something had to be said about what Steiner believed the human being to be, and therefore how the education of the human being should proceed.     3 Camphill Contexts A communal movement, like any living thing, evolves in complex relationship with its environment. In the beginning, the relevant environment is small. The movement’s growth is shaped primarily by the founders’ creativity and strength of will, their capacity to get along with one another, and other internal factors. Movements that reach a second or third generation do so because their found- ers manage to open themselves to the surrounding world, at least to the extent of welcoming a new generation into movement leadership. This is what Camphill accomplished, rather splendidly, with the incorporation of baby boomers in the 1970s. By the time a communal movement reaches maturity, however, it does not simply live within an environment. It relates simultaneously to multiple contexts, each offering its own challenges and opportunities to the movement. The task of a mature movement is to allow itself to be transformed by each of its contexts, and simultaneously to transform each context by bringing to it distinctly communal practices and ideals. THE ANTHROPOSOPHICAL MOVEMENT Camphill’s first context was the anthroposophical movement, and anthroposophy continues to exert a formative influence over Camphill’s development. The found- ers of Camphill began as members of anthroposophical youth groups in Vienna. Like other clusters of younger anthroposophists in the 1920s and 1930s, they were impatient with abstract study and eager to translate their spiritual ideals into con- crete practices. When the rise of Hitler forced them out of Vienna, they followed the migration patterns of anthroposophists before and since—to the British Isles, and soon thereafter to the United States, South Africa, Holland, and Scandina- via.

There are many voices who have reacted favourably to the new form of the Newsletter, but there are naturally also some voices criti- cal of the new attempt. The Stage Forum is not quite running as we would wish, with many topical contributions and interviews which promote meetings and exchange. For this it needs the on-the-spot help–do you not wish to conduct an interview with someone responsible for a performance or a project? Some very significant and most varying contributions are included, which face contempo- rary problems in the different realms of our Section. The intention to collect several contributions for the 50th anniversary of Marie Steiner’s death, appraising the basis and achievements of Marie Steiner for the Section, was not seen as possible. This has been written about in all the journals, in articles in which Marie Steiner’s contribution in all realms was honoured. We would have been simply repeating. The book by Wilfred Hammacher, Marie Steiner–Lebenspuren einer Individualität (‘Marie Steiner–the life-path of an individuality’), presents a comprehensive picture of this remark- able personality who stood at Rudolf Steiner’s side. The Section Conference promises to bring to visibility much that lives unnoticed in the Section. The meeting of the arts, the common tasks and questions, the mutual support, can motivate us.
