    ISRAEL 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Israel is a multiparty parliamentary democracy. Although it has no constitution, the parliament, the unicameral 120-member Knesset, has enacted a series of “Basic Laws” that enumerate fundamental rights. Certain fundamental laws, orders, and regulations legally depend on the existence of a “state of emergency,” which has been in effect since 1948. Under the Basic Laws, the Knesset has the power to dissolve the government and mandate elections. The nationwide Knesset elections in March, considered free and fair, resulted in a coalition government led by Prime Minister Benjamin Netanyahu. Civilian authorities maintained effective control over the security services. (An annex to this report covers human rights in the occupied territories. This report deals with human rights in Israel and the Israeli- occupied Golan Heights.) During the year according to Israeli Security Agency (ISA, also known as Shabak) statistics, Palestinians committed 47 terror attacks (including stabbings, assaults, shootings, projectile and rocket attacks, and attacks by improvised explosive devices (IED) within the Green Line that led to the deaths of five Israelis and one Eritrean, and two stabbing terror attacks committed by Jewish Israelis within the Green Line and not including Jerusalem. According to the ISA, Hamas, Hezbollah, and other militant groups fired 22 rockets into Israel and in 11 other incidents either planted IEDs or carried out shooting or projectile attacks into Israel and the Golan Heights. A total of twenty-seven species were determined from nine scale insect families: Asterolecaniidae (3 species), Coccidae (3), Di- aspididae (7), Eriococcidae (3), Kermesidae (6), Kuwaniidae (1), Mono- phlebidae (1), Pseudococcidae (2), and Putoidae (1). Six of these species represent new records for Israel and five are identified to the genus level. Kuwaniidae is a new family record for Israel. Species that were previously collected or recorded on oaks in Israel are listed and discussed. Information is given about host trees and global distribution. The majority of the spe- cies reported here are monophagous or stenophagous and they appear to be non-pestiferous to the oak trees in Israel. General traits that describe each scale insect family in the field are provided, together with an identification key to aid in the determination of slide-mounted specimens into families represented in this study. On August 11, 2006, during the second Lebanon war, three files were found in the village of Aita al-Shaab in the central sector of south Lebanon. They contained range cards for three 120 mm mortar and 122 mm upgraded Grad rocket fired from positions in the region of Shihin. The range cards were dated December 2005 and were for 122 mm upgraded Grad rockets (with a range of 20 km – 12.5 miles). The range cards belonged to the artillery department of the Nasr Unit, the unit responsible for the area south of the Litani River, and operating under the command of the Jihad Council.1 2. It should be noted that most of the rockets fired at Israel during the war were various types of 122 mm rockets (HE-frag rockets, cluster bombs, and upgraded rockets with extended range). The following data are for an upgraded Grad rocket: 1 The Jihad Council is a department within the Hezbollah headquarters, responsible for building up the organization’s military power and preparing it for emergencies. Hajj Imad Mughniyah, Hassan Nasrallah’s military deputy, heads it. He is wanted by the United States for the many terrorist attacks he has carried out against American targets. The exact Hebrew name for this affair is the “Yemenite children Affair.” I use the word babies instead of children since at least two thirds of the kidnapped were in fact infants. 2. 1,053 complaints were submitted to all three commissions combined (1033 complaints of disappearances from camps and hospitals in Israel, and 20 from camp Hashed in Yemen). Rabbi Meshulam’s organization claimed to have information about 1,700 babies kidnapped prior to 1952 (450 of them from other Mizrahi ethnic groups) and about 4,500 babies kidnapped prior to 1956. These figures were neither discredited nor vali- dated by the last commission (Shoshi Zaid, The Child is Gone [Jerusalem: Geffen Books, 2001], 19–22). 3. During the immigrants’ stay in transit and absorption camps, the babies were taken to stone structures called baby houses. Mothers were allowed entry only a few times each day to nurse their babies. 4.
