As of April 10, the first case of COVID-19 was reported in Yemen, while Djibouti reported its first virus-related death. Argentina extended its nationwide quarantine until April 23, while Honduras extended its nationwide curfew until April 19. Panama announced that a full quarantine will be enforced nationwide on April 11-12. In Guatemala, the government ordered all people to wear masks in public starting April 13. In Cambodia, all forms of travel between districts and provinces are restricted until April 16 with limited exceptions. East Timor has closed its borders and banned any entry and exit, regardless of citizenship, to take effect on April 13. Authorities imposed a partial lockdown in Jakarta, Indonesia, with security forces deployed to enforce social distancing. Brussels Airline suspended flights to eight destinations in Europe and North Africa for one year, while Air France-KLM grounded more than 90 percent of flights over the next two months. Denmark authorities issued an advisory to its citizens to avoid traveling outside of the country until May 10. Hungary announced that the national lockdown would be extended indefinitely, and Ireland extended its lockdown by two weeks. The Kurdistan Regional Government extended the curfew in its territory until April 16. Israel extended the lockdown on hard-hit city Bnai Brak by an additional five days. Lebanon will extend its ongoing national emergency until April 26. Angola extended its state of emergency for an additional 15 days, Guinea extended its state of emergency for another 21 days, and Botswana extended its state of emergency for six months. Ghana extended its partial lockdown for another week from April 13 though stated that borders would remain closed indefinitely. UAS International Trip Support www.max-security.com www.uas.aero Anti-Foreign Sentiment & Civil Unrest In addition to the various government-implemented measures and health risks associated with COVID-19, a number of other risks, particularly related to civil unrest and xenophobia have arisen throughout the world. The Americas have reported instances of civil unrest and violent xenophobia. For instance, thousands of inmates escaped from four prisons in Sao Paulo, Brazil after being told their temporary exits were canceled, and violent unrest was recorded in prisons throughout Colombia in response to the lack of protection for inmates from contracting COVID-19. Nurses in Mexico City, Mexico protested the shortage of supplies and protective equipment. Anti-foreign sentiment has materialized in violent incidents, particularly physical abuse towards Chinese nationals, across the USA . Several countries and territories across Asia have witnessed protests, most notably Hong Kong, India, Indonesia, Kazakhstan, Pakistan, Sri Lanka, and Thailand. Such protests have been held against designated quarantine centers, perceived inadequate responses to controlling the outbreak, or to call for a ban on Chinese travelers. Online campaigns with noted anti-China sentiment have circulated in Japan, Indonesia, and Singapore, while Australia reported a spike in racism against Chinese Australians from late January. Protests were also held in Indonesia against the arrival of Chinese travelers, while multiple businesses and restaurants in the aforementioned countries, as well as South Korea and Vietnam, have denied services to Chinese nationals . In Europe, when Ukrainian citizens were repatriated to Lviv and Poltava, violent unrest was recorded outside clinics and hospitals by concerned locals afraid of contracting the virus. Several instances of physical abuse towards Asian nationals have been reported across the UK. Prisoners in Italy have protested their living and health conditions amid the pandemic and Yellow Vests protests in Paris, France, which are frequently violent, continue to occur every week despite the COVID- 19 gathering restrictions. Further, violent unrest has been recorded on the borders of Cyprus, as dozens of protesters attempted to break through barricades . At the time of writing, instances of civil unrest and anti-foreign sentiments directly related to the COVID-19 pandemic in MENA have been scarce. In an isolated incident on March 15, an Israeli citizen of Indian descent was attacked in the city of Tiberias by two men who reportedly mistook him for being Chinese and therefore perceived him as being infected with the virus. President of Iran Hassan Rouhani stated on March 22 that Iran refused to receive assistance from the US to combat the COVID-19 outbreak, because “America is accused of creating the virus”, which will serve to increase the already high anti-Western sentiment in the country. Localized incidents of civil unrest by citizens objecting to COVID-19 safety regulations were recorded in Egypt, Israel, Tunisia, and Turkey. Anti-foreign incidents have been reported in multiple countries in Sub-Saharan Africa. In Kenya, this has included protests against Chinese travelers, as well as violent incidents targeting Asians. Additional incidents have been reported in Ethiopia, with both verbal harassment and small-scale violence. This has grown to include harassment of people who appear to be European in Kenya as well as in Cameroon, Ivory Coast, and Senegal. This trend is likely to continue given that the vast majority of cases in Africa are imported from Europe and COVID-19 is increasingly viewed in many African countries as a disease spread by white people. In order to increase the service capacity efficiency on check-in, security checks, and customs clearance, the Ministry of Transportation and Communications R.O.C. (MOTC), Taiwan, rerouted the airport traffic flow by implementing the in-town check-in (ITCI) concept to decrease crowding in the airport waiting hall. This research examined the structure of critical success factors (CSFs) for ITCIs, deriving three hierarchies of three dimensions, eight criteria, and 18 evaluation indexes from the previous literature, expert interviews, and analysis results from Analytic Network Process (ANP) via Super Decisions software. The three CSF dimensions were: first- level hierarchy “advantageous environments,” followed by “marketing” and “service value,” which is a second-level hierarchy. The study concluded that the third level item of “transferred vehicles system and management” can play an important key role in ITCTs and “users’ usage preference” has a high correlation to ITCT management strategy.
