Current Situation

The death toll from the COVID-19 pandemic that originated in Wuhan, China was recorded at 8,246 as of March 18, while the total number of confirmed cases has reached over 204,277 worldwide. As of March 18, new cases were confirmed in Barbados, Djibouti, Gambia, Kyrgyzstan, Montenegro, and Zambia. First COVID-19-related deaths were recorded in Bangladesh, Guatemala, Brazil, Turkey, and Moldova. In Burkina Faso, the death of a Member of Parliament on March 18 marked the first COVID-related death in the country as well.

In Europe, the EU announced a ban on travelers from outside the bloc for 30 days, as of March 18. The measure is expected to apply to all EU member states, as well as Iceland, Liechtenstein, Norway, and Switzerland. Meanwhile, Belgium introduced a partial lockdown on March 18, with residents only allowed to leave their homes in order to buy essential goods, receive medical attention, or go to banks. In Serbia, all residents will be required to remain indoors between 20:00-05:00 (local time) each night.

On March 17, authorities in Saudi Arabia suspended prayers at mosques across the Kingdom until further notice. Tunisian authorities also declared a nationwide curfew every night from 18:00 (local time) to 06:00, starting on March 18.

In Niger, the government on March 17 announced the closure of all borders, and of all International airports for an indefinite period. In Chile, any citizens returning to the country will have to self-quarantine for 14-days. In Brazil, President Jair Bolsonaro announced a partial closure of the Brazilian border with Venezuela.

Finally, Taiwan banned non-residents from entering the country, starting from 00:00 (local time) on March 19. In Vietnam, authorities announced the introduction of a mandatory quarantine for visitors from the US, Europe and ASEAN countries.

Recommendations:

1. Avoid all travel to Hubei Province; we advise reconsidering travel to the rest of China. This particularly applies to individuals with compromised immune systems. 2. AFGHANISTAN

• Afghanistan has halted all land and air movement with Iran. • The visa section of the Pakistani embassy in Kabul was closed on March 11 after a Confirmed Cases: clerk was placed under quarantine following suspected symptoms. However, the ban does not apply to workplaces, schools, universities, supermarkets, or public transport. • UPDATE: Authorities urged citizens to avoid all international travels while calling for those overseas to return to mitigate the spread of the novel coronavirus (COVID-19), per March 18 reports. Prime Minister Scott Morrison announced that a Level Four travel ban has been put in place, the first time it has been used. Meanwhile, an indefinite ban has been placed on gatherings of 100 people or more. • A state of emergency has been declared in the country, allowing authorities to close cities or regions, impose curfews and order people to quarantine.

ARMENIA • Air Armenia reportedly canceled all flights to Tel Aviv, Israel until March 22. • Authorities are advising against the use of cash and are encouraging online Confirmed Cases: transactions. 84 • Armenia declared a one-month state of emergency on March 16, while its borders Confirmed Deaths: with Georgia and Iran were closed. Foreigners from countries with a high incidence of 0 COVID-19 will be barred, while citizens will only be allowed to leave via air travel. Recovered Cases: 1

• Azerbaijan Airlines suspended all routes to China through March 28. • On March 10, authorities canceled all mass events related to the Nowruz celebrations, slated to be observed on March 20. Authorities also urged residents to postpone wedding parties and other large celebrations. • Azerbaijan extended the border closure with Iran for two weeks from March 12 after confirming the first death in the country.

AZERBAIJAN • Citizens from or foreigners who recently visited countries with high numbers of COVID-19 cases will reportedly need to provide a medical certificate when applying

for a visa to Azerbaijan. Confirmed Cases: • Azerbaijanis returning from China, South Korea, Iran, Japan, Italy, Spain, France, and 28 Germany are required to undergo a 14-day quarantine. Confirmed Deaths: • Azerbaijan has banned weddings and other public events, as well as museums, 1 cinemas, and theaters, effective from March 14. Azerbaijan also suspended Recovered Cases: 6 movement across the border with Turkey, including land and air travel. • On March 15, Azerbaijan announced the suspension of various international flights including Paris, Berlin, and Nur-Sultan. • Authorities will limit entry to Baku, Sumgait, and Absheron regions from March 19 until March 20. Only emergency services and people registered in the aforementioned regions will be allowed entrance.

• Visa-on-arrivals have been suspended for Italian, South Korean, and Iranian nationals. Medical certificates are required before traveling to Bangladesh for citizens of the abovementioned countries. • Health authorities have advised individuals to avoid public gatherings and stay at home. Bangladesh will postpone the Sheikh Mujibur Rahman Centenary rally scheduled for March 17 in Dhaka. BANGLADESH • Thermal scanners have been placed at points of entry to the country. It is now mandatory for returnees to register their names with hospitals. • Authorities urged Bangladeshi citizens abroad to refrain from traveling. On March 12, Confirmed Cases: health authorities urged Bangladeshi citizens abroad not to return home. 14 • The government has decided to cancel programs for National Genocide Day on Confirmed Deaths: March 25 and Independence Day on March 26. 1 • Biman Bangladesh Airlines will suspend flights to India from March 14; flights to Recovered Cases: 3 Qatar and Kuwait are also suspended. Biman Bangladesh Airlines suspended travel to and from Kuala Lumpur, Malaysia until March 31. • Authorities barred the entry of passengers from Europe, excluding the UK, until March 31. Passengers arriving from India, Nepal, Saudi Arabia, Qatar, and Kuwait will also be barred. Visas-on-arrival are canceled for the same period. • UPDATE: On March 18, Bangladesh recorded its first COVID-19-related death.

BHUTAN

• On March 6, authorities barred the entry of foreign nationals for two weeks with Confirmed Cases: 1 immediate effect. Confirmed Deaths: 0 Recovered Cases: 0

• Individuals aside from Brunei permanent residents and citizens coming from Hubei, Zhejiang, and Jiangsu Provinces of China are barred from entering Brunei, per the BRUNEI Ministry of Health on February 11. • On March 5, Brunei’s Ministry of Health announced that individuals, including transit passengers, who have been to Iran or Italy as well as Hubei, Zhejiang, and Jiangsu Confirmed Cases: Provinces of China in the past 14 days will not be allowed entry into the country. 68 • The Ministry urged citizens to avoid traveling outside the country during holidays on Confirmed Deaths: March 15-29. It also urged the public to avoid nonessential travel to China, Italy, Iran, 0 and South Korea. Recovered Cases: 0 • On March 15, Brunei barred citizens and foreign residents from leaving the country as the number of cases reached 50; 45 of the cases were linked to a religious gathering held earlier in March in Malaysia.

• On March 11, PM Hun Sen called for a crackdown on fake news surrounding coronavirus in the country. This comes amid rumors that there have been cases of infection in the capital Phnom Penh. CAMBODIA • The Ministry of Public Works and Transport reportedly suspended the entry of travelers through waterways as of March 13. • Per March 14 reports, Cambodia has banned entry to visitors from Italy, Germany, Confirmed Spain, France, and the USA. The ban will go into effect from March 17 and is expected Cases: 35 to last 30 days. Confirmed Deaths: • Among Cambodia’s four new cases, reported on March 15, two are linked with a 0 religious gathering held in Malaysia earlier in March. Recovered Cases: 1 • On March 17, the government released new guidelines. Citizens are advised to avoid nonessential travel to Europe, the US, and Iran, and Cambodians who recently returned from these places are ordered to self-quarantine for 14 days.

Wuhan • China placed Wuhan in Hubei Province under quarantine and has restricted air, rail, road, and bus travel within multiple cities in the province, including Ezhou, Huanggang, Chibi, Xiantao, Zhijiang, Qianjiang, Huangshi, Xianning, and Yichang. • On March 11, the provincial government of Hubei Province partially eased up some restrictions, allowing specific companies to re-open. Businesses providing daily necessities will be allowed to go back to work immediately, while key businesses linked to national and international trade are requested to seek permission from relevant authorities. On March 11, two automobile companies announced that a CHINA resumption of operations will take place in Wuhan. • Movement restrictions remain in place in Wuhan, and schools remain closed until further notice. Other industries, such as agriculture, will not resume operations until Confirmed Cases: at least March 21. 81,102 • Per Hubei’s health commission on March 12, industrial production is set to resume in Confirmed Deaths: Qianjiang and Shishou cities as well as Gongan and Zhuxi counties. Only five new 3,241 cases were recorded in Wuhan on March 13. Recovered Cases: • UPDATE: Authorities reportedly relaxed outbound travel restrictions for non- 69,755 residents citizens in Ezhou city in Hubei Province. However, Beijing remains blocked to these travelers. • On March 18, the authorities in Hubei decided to transfer all individuals arriving from abroad, including those without symptoms, to a central quarantine facility for a period of 14 days.

• Authorities in Tianjin City, which borders Beijing, called for the indefinite closure of all schools and nonessential commercial work on February 1 until further notice. • Per February 10 reports, authorities in Beijing unveiled new restrictions on residential communities, including stricter controls on the movement of personnel, the shuttering of nonessential community services, and the mandated wearing of protective masks. • The 2020 Beijing International Automotive Exhibition, slated for April, has been postponed. • Authorities in Beijing have been requiring a 14-day self-imposed quarantine of all individuals who arrive in the Chinese capital. From February 26, authorities started requiring individuals arriving in the capital from COVID-19-hit countries to also go into a 14-day self-quarantine. • Reports on March 14 indicate flights set to land at Beijing’s Daxing International Airport (PKX) will be redirected to Beijing Capital International Airport (PEK). • As imported COVID-19 cases surpassed locally transmitted infections for the second day in a row, authorities tightened controls at Beijing Capital International Airport (PEK), as per March 15 reports. Additionally, any passengers arriving from abroad from March 16 will be transferred to a government facility to undergo 14 days of quarantine. All expenses during the quarantine will be borne by passengers. Some individuals may be allowed to self-quarantine after an examination and approval by the authorities.

Shanghai & surrounding area • Long-distance bus travel from Shanghai has been suspended, however, international airports will remain open as of writing. • Per February 10 reports, authorities in Shanghai unveiled new restrictions on residential communities, including stricter controls on the movement of personnel, the shuttering of nonessential community services, and the mandated wearing of protective masks. • Authorities in Qibao City, located on the outskirts of Shanghai, deployed 2,700 staff and volunteers to check temperatures and monitor traffic in the city. Checkpoints have reportedly been installed at the entry point of the city, while large parts of the town remained closed as of writing. • From March 17, authorities in Shanghai are requiring a mandatory 14-day quarantine for individuals arriving from South Korea, Italy, Iran, Japan, France, Spain, Germany, the US, the UK, Switzerland, Sweden, Belgium, Norway, the Netherlands, Denmark, and Austria.

• Previously imposed lockdowns in several locations are slowly being lifted, including in Wenzhou, Zhejiang Province; Hangzhou, Leqing, and Ningbo in Zhejiang Province; Zhengzhou in Henan Province; Linyi in Shandong Province; Harbin in Heilongjiang Province; Fuzhou in Fujian Province; and Nanjing and Xuzhou in Jiangsu Province. • Authorities placed housing estates in Shenzhen on lockdown as of February 8, following the first reported coronavirus-linked death in the city. Vehicles entering Shenzhen are required to register in advance online. • Housing estates and villages in Guangzhou were reportedly locked down on February 7. • As of February 12 reports, Guangzhou and Shenzhen cities have enacted measures that allow the temporary seizure of private properties to utilize them for disease control. • Amid a rise in “imported” cases, China’s Guangdong Province has imposed a mandatory quarantine period for travelers from virus-hit countries. • Per March 17 reports, Shandong province will tighten quarantine rules for those arriving from abroad. Individuals arriving in Shandong from abroad will be quarantined at home or in a designated place for 14 days. • Qingdao in Shandong has required incoming passengers to report their information to the city government 72 hours prior to arrival. • UPDATE: China has urged all overseas students to cancel all non-essential travel and return to China.

• Georgia has canceled all flights to China in response to the coronavirus outbreak until at least March 29. Georgia has also suspended direct flights with Iran and Italy. GEORGIA • Abkhaz authorities announced that the Enguri Bridge Crossing with Georgia was closed on March 14. • Authorities have called on the public to avoid traveling, avoid public gatherings, and Confirmed Cases: work remotely if possible. State agencies will reportedly start work-from-home over 38 the coming days, per March 13 reports. Confirmed Deaths: • Georgia closed its borders with Armenia and Azerbaijan from March 14-24. 0 • All foreign nationals will be barred from entering the country starting on March 18 for Recovered Cases: 1 two weeks. • Mini-buses, sports, and spa venues will be suspended in Tbilisi from March 18.

• High-speed train services to China were suspended as of January 28, including train HONG KONG services between Hung Hom and Guangzhou. The Man Kam To and Sha Tau Kok border checkpoints were closed as part of the measures to contain the virus. Ferries to and from China were also suspended. Authorities closed 10 out of 13 land and sea Confirmed Cases: borders with China as of February 3. The airport and two border checkpoints, 181 Shenzhen Bay and the Hong Kong-Zhuhai-Macau bridge, remain open. Flights to the rest of mainland China have been cut by 50 percent or more until March 31. • The London Metal Exchange canceled its Asia Week gathering that was slated to be held in Hong Kong during the first week of May. • All inbound travelers are required to submit a health declaration form. Anyone arriving from China, including foreigners, will be quarantined for 14 days. Anyone who has been to China in the past 14 days and then arrives in Hong Kong from another destination will also be quarantined. Anyone breaching the mandated 14-day quarantine could face a prison term of up to six months and fines up to USD 3,200. • Hong Kong has barred all foreigners arriving from South Korea. • Authorities issued a “Color Red” travel alert, the second level in a three-tier system, that recommends adjusting and avoiding nonessential travel to the US, UK, and Ireland, on March 15. • Effective March 19, all travelers arriving in Hong Kong from any country will be put under 14-day quarantine. • UPDATE: Per March 18 reports, Hong Kong is using electronic wristbands in an effort to enforce its quarantine measures.

• Authorities have established screening centers along the borders with Myanmar and Bangladesh. Per March 8 reports, the state of Arunachal Pradesh, bordering Bhutan, China, and Myanmar, has temporarily suspended the issuance of Protected Area Permits that are required for entry into the state by foreigners. Authorities in the state of Manipur closed the border with Myanmar until further notice. • On February 9, Indian authorities announced a temporary land, air, and sea entry ban on all foreigners who went to China on or after January 15. The ban includes entries INDIA from the India-Nepal, India-Bhutan, India-Bangladesh, and India-Myanmar borders. • Air India: extended flight cancellations for Shanghai and Hong Kong until June 30; canceled flights to South Korea, Italy, France, Germany, Kuwait, and Spain until April Confirmed Cases: 30. 152 • Vistara Airlines: temporarily canceled select March flights from Delhi and Mumbai to Confirmed Deaths: Bangkok and Singapore 3 • IndiGo: canceled flights on the Bangalore-Hong Kong route from February 1; canceled Recovered Cases: flights to Doha, Qatar on March 9-17 14 • The Director-General of Civil Aviation issued an advisory on February 13 requiring airports across the country and airlines operating in India to screen all passengers arriving on flights from South Korea, Japan, Singapore, Thailand, China, and Hong Kong. • On March 3, the Chief Medical Officer requested over 1,000 firms to inform authorities about employees returning from abroad. All travelers of international flights are required to share recent travel history upon arrival.

• Per March 7 reports, the Government of Karnataka has issued an advisory to avoid all mass gatherings in light of the outbreak. The Indian government on March 7 warned against travel to China, Iran, South Korea, Italy, and Japan. • Indian authorities announced the suspension of all existing tourist visas from March 13 until April 15, except for diplomatic officials, UN/international organizations, employment, and project visas. • India invoked the Epidemic Diseases Act, which enforces advisories by the union health ministry and state governments. • Delhi authorities declared COVID-19 an epidemic in Delhi. Cinema halls and schools will remain shut until March 31. The disinfection of all public places and government offices was made compulsory. • India recorded its first coronavirus-linked death on March 12, a 76-year-old individual in Karnataka State. Karnataka will close malls, cinema halls, social venues, schools, exhibitions, and cancel all mass gatherings for March 14-21. IT&BT companies are also advised to allow employees to work from home for one week. • Passenger trains and buses over the Indo-Bangladesh border have been suspended until April 15. • India declared the coronavirus a “notified disaster” on March 14, allowing state governments to provide financial aid to affected individuals and families of those impacted by the virus. Expenditures will be supplied by states’ funds. • Authorities closed all passenger movement, except for nationals of India, Nepal, and Bhutan, through all land check posts at its borders with Bangladesh, Myanmar, Nepal, and Bhutan, effective from March 15 and with Pakistan from March 16. • The US’ diplomatic representations in India canceled immigrant and non-immigrant visa appointments from March 16. • Per March 14 reports, the state of West Bengal has sealed its border with Bhutan; the ban includes travelers and goods. • On March 14, Mumbai City police invoked Section 144 in the city, prohibiting tour operators from conducting or organizing group tours to foreign or domestic destinations until March 31. Any business, holiday, or other types of tours have been banned. • On March 15, Tamil Nadu Chief Minister Edappadi K Palaniswami advised the general public to avoid traveling outside the state for the next 15 days. • All travelers arriving from China, Hong Kong, Iran, Japan, Malaysia, Singapore, South Korea, and Thailand must self-quarantine for 14 days. The embassy has recommended those who were in the waiting room of the US Embassy in Tel Aviv on that day to go into self-isolation. • Israel Railways reportedly decided to cancel multiple train lines across the country from March 12 onwards after ten percent of its train conductors were quarantined on suspicion of having contracted the coronavirus. • Starting March 15, according to the MoH, all commercial and entertainment venues will remain closed until further notice. Educational institutions, including kindergartens, are closed as well. Essential services, such as grocery stores, pharmacies, gas stations, and banking services, remain open. Gatherings of more than ten people have been prohibited. Employers were requested to take measures to prepare for remote work from home. Until then, a distance of two meters between employees is requested. Health authorities also urged to avoid using public transportation. • Jerusalem’s Al-Aqsa Mosque/Temple Mount will be closed to the public as part of a measure to contain the coronavirus, authorities stated on March 15, until further notice. • During the evening hours of March 16, the government announced that public services will be minimized to a minimum. • On March 17, Israel’s Defense Minister, Naftali Bennet, announced the tightening of travel restrictions on Palestinians entering Israel. Only Palestinian workers in healthcare, agriculture, and construction sectors will be allowed to enter Israel.
