Lindsey, FAIA 1 Bandelier National Monument Greening Charrette April 8-10, 2003 Santa Fe, New Mexico Executive Summary Bandelier National Monument is located northwest of Santa Fe, New Mexico. It contains cliff dwellings and other structures built by Puebloan ancestors as well as more recent buildings constructed by the Civilian Conservation Corps in the 1930s. In addition, there are almost 33,000 acres of wilderness, served by only three miles of public road and 70 miles of trails. The park has already taken steps to “green” its operations, but important issues remain. These include crowded parking lots and lines of cars waiting to enter the park, maintenance and updating of the historic CCC buildings including the Visitor Center, renovation of the snack bar and renegotiation of the concessions contract, and construction of a new maintenance facility at the current “boneyard.” This workshop and charrette was the third in a series co- sponsored by the National Park Service and the U.S. Environmental Protection Agency. Participants included the Bandelier Superintendent and staff as well as personnel from other national parks, state parks, and experts from around the country. The day before the event, there was a tour of the park, designed to introduce participants to issues at Bandelier.

There is currently no approved general management plan for the monument. The purpose of the general management plan is to establish a comprehensive vision of the monument’s purpose, significance, and resource goals. The plan will also define the management strategies for protecting the monument’s resources, providing for public understanding and enjoyment, ensuring organizational effectiveness, and promoting partnership opportunities that will support and complement all aspects of park management. The plan will help monument staff guide programs and set priorities for resource stewardship, visitor use and experience, partnerships, facilities, and operations at Hovenweep National Monument. The National Park Service developed a draft general management plan and environmental assessment for Hovenweep in the mid-1980s and released a draft in 1988. The draft plan proposed a resource protection zone encompassing Bureau of Land Management lands with nationally significant cultural resources surrounding the Hovenweep units and a cooperative management strategy to protect these resources. The 1988 draft plan was never finalized. This document examines two alternatives for managing Hovenweep National Monument for the next 15 to 20 years.

    Statement for the Record Department of the Interior Senate Committee on Energy & Natural Resources Subcommittee on National Parks S. 192, River Democracy Act June 23, 2021 Thank you for the opportunity to testify on S. 192, the River Democracy Act. The bill would add nearly 4,700 miles of rivers and streams in Oregon to the National Wild and Scenic Rivers System, including nearly 800 miles managed by the Bureau of Land Management (BLM), over 3,000 miles managed by the U.S. Forest Service, and the remainder managed by the National Park Service, the U.S. Fish and Wildlife Service, and other entities. In addition, the bill authorizes federal land management agencies to enter into cooperative agreements with tribal, state or local governments to share river management responsibilities. S. 192 also withdraws certain river segments in the State of Oregon from operation of the public land and mining laws, and all laws pertaining to mineral and geothermal leasing. On January 27, 2021, President Biden signed Executive Order 14008, Tackling the Climate Crisis at Home and Abroad, which launched a government-wide effort to confront climate change and restore balance on public lands and waters. The President’s directive recognizes the opportunities America’s lands and waters provide to meet its goals and outlines a historic and ambitious challenge to the nation with the America the Beautiful initiative to conserve at least 30 percent of our lands and waters by 2030. The President’s America the Beautiful initiative specifically emphasizes the value of conserving the nation’s natural resources, recognizing multiple uses of our lands and waters, including its working lands, can be consistent with the long-term health and sustainability of natural systems.

The structure was one of the New York Harbor defenses built just before the War of 1812. Later it became a great entertainment complex, then an important immigrant processing station and then an aquarium. The National Park Service offers a variety of free Ranger-led tours of the site specially designed for groups. Programs include: The Many Lives of Castle Clinton: Students participate in an NPS Ranger-led tour explaining how Castle Clinton and surrounding Battery Park have been “re-invented” over the course of nearly 200 years, and how the changes to the area have reflected changing social needs, concerns and attitudes both nationally and in the city of New York. Elementary Standards addressed in this program include: 1.1a, 1.4c, 2.2a, 2.2d, 2.4c, 3.1e, 3.2a, and 4.1d Middle School Standards: 1.2b, 1.4d, 2.2a, 2.4d, and 3.1d Harbor Defense and the War of 1812: This program covers how Castle Clinton served as the last line of defense in a larger system of forts protecting New York Harbor. Additionally, the program expands on the history of the harbor and strategic value of the port in the War of 1812 and today.     Michael Kelleher Changing Approaches to Management at the Tsankawi Mesa of Bandelier National Monument s demonstrated by a special section of The George Wright Forum titled “Taking Stock: Changing Ideas and Visions for Parks” (Volume 17, Number 2), both the park idea and approaches to managing parks Ahave changed greatly over the past century. Parks have been “man- aged, exploited, enjoyed, glorified, or left alone, depending on the ideals espoused” during a specific period (Carr 2000, 16). This is particularly true of the national parks, which have been, seemingly contradictorily, developed for mass tourism and preserved in a relatively unaltered state depending upon the management approach taken by the National Park Service (NPS). The Tsankawi unit of Bandelier National Monument in New Mexico can stand as a particular- ly relevant example of the agency’s changing concept of park stewardship. Throughout much of its history as part of a protected national monument, this mesa was to have been developed to accommodate large numbers of visitors, similar to the principal area of Bandelier, Frijoles Canyon. Because NPS never followed through on these plans, Tsankawi was preserved as an intact cultural landscape containing the remains of an unexcavated pueblo, ceremonial kivas, cavates, pictographs, and a prehistoric footpath worn deeply into the rock of the mesa. Recently, it has become a focal point for a new approach to park manage- ment: NPS and other land management agencies now recognize such areas as indigenous ancestral sites that are important to contemporary Native American culture, and are engaged in efforts to consult with tribes on their preservation and interpretation.
