October was an action- packed month of activities, as usual. We kicked of the month with an awesome and well attended Progressive Dock Dinner on the Waterfront and bon fire. This lead immediately the next day into the Annual General Meeting conducting the important business of the club. Fleet Captain Claire Brechter lead the fleet down the Sassafras to Georgetown for a chili cook off and fun filled evening of games with “red solo cups”. And, red solo cups are associated with boating and shenanigans, therefore you know we had a fun time. Next, Judy Herman organized a “31 Fundraiser event and NFL football Sunday”. Thanks Judy. The fun won’t stop there, next up is the Predicted Log Race party and the spooky Halloween party. All the while, NERYC hosted 3 back to back to back outside events for graduation and birthday parties. And let’s not forget the Jr Sail regattas. Rain or shine, wind or no wind; these kids are great to watch and continue a winning attitude, thanks coaches, parents and volunteers. The club could not be busier. So what is next……….dare you ask? The annual Commodore’s Ball Saturday November 2…..hosted by Dave and Peggy Brzezowski to celebrate our annual tradition of the “Change of Watch” for the bridge officers of the club and new committee chairpersons. Workday schedule for November 9th. Bring your work gloves, rakes, and energy. Let’s get the club in winter shape. As the outgoing Commodore for NERYC, I would like to take this time to thank the awesome team of fellow Bridge Officers, Committee Chairpersons, Program Managers, Volunteers and our dedicated Staff. I am looking forward to the next year and the challenges that lie ahead of us and supporting our new Commodore Matt Sheldrick. I am filled with hope and enthusiasm that our next Commodore has a strong team ready to take on these challenges. And continue the great work needed to maintain our club into the year and beyond. I look forward to my next role as Past Commodore and make the promise to continue to do my best for the betterment of the club and enhance the member experience. To all the NERYC membership I thank you for your precious time, thank you for your energy, thank you for your patience and most importantly thank you for your friendship. We have a great club to enjoy the sport of yachting, a great club supporting the education of youth sailing and a great club for social activities. Notes from the Sail Chair, Julie Cottage November – a month to gather our warm memories of the year we’ve enjoyed and reflect on what we are grateful for as we approach Thanksgiving. The warmth of the sun can still recall summer, and the snap of the autumn air reminds us of the winter fast approaching. Our adult racing series have wrapped up for the 2019 season, and our thanks go out to Treasurer Chris Reno for all his help with the Spring and Fall series, score keeping, and course set up and support. Wes Dinsel has our thanks for another successful NERYC Invitational regatta and Wednesday Night Beer can series. Our Dock master Rick Hanson brought a new event to NERYC and the Upper Bay with the Moonlight Run race, and Bob Brechter extended a hand to members who wanted to learn more about the sport at our Club. We are appreciative of what you did to help us have those good times! For the tireless hours Sharlene Wilkins, Gil Louw, and Mike Wagner give to our junior sailing program, even when the season is at rest, and to the families who engage their children, and the parents who pitch in and help too, we say thank you – for all of it! For the vitality and optimism the University of Delaware’s sailing team brings, as well as their can-do attitude and partnership in projects, we are glad you are part of our community. If giving is part of your holiday tradition, there are two new charities to consider, and they are related to our junior program. The first one grew out of our junior program’s need - North East River Youth Sailing Foundation (NERYSF), a separate entity, has received its 501(c)3 status, making it a tax-exempt organization, so gifts to the Foundation are tax-deductible to the extent allowed by law. The mission of NERYSF is to facilitate the sailing opportunities to youth on the Upper Chesapeake. This new foundation will allow our junior sailing program to apply for grants unavailable to NERYC, and encourages tax-deductible donations. Checks can be mailed to PO BOX 694 North East, MD 21901. Questions about other kinds of donations or for information can be emailed to: [email protected]. All funds raised will be put to very good use for local junior sailing. The second home club charity is a new concept developed by one of our very own young sailors. Read on (sent out to Chesapeake sailing programs) … Hello. My name is Isabella Webb. I am a high school and summer 420 sailor with the North East Team for many years. As I experience more on the water, I have begun to notice how difficult it can be for some sailors who may be struggling to come up with the right gear for the season. With your help, I would like to begin a collection of gently used/outgrown sailing gear. I plan to gather gear at the upcoming regattas and in the spring. I will create an inventory of the gear collected. (As you see fit, I can send any collected gear to you for distribution to under equipped sailors in the Chesapeake Bay Region. Would you please distribute the attached flyer to the members of your sailing team and perhaps your club at large to spread the word? Many sailors have participated this season to push the team into the Championship event, and today’s team members – Skylor Sweet, Jamie Cottage, Lilliana Webb & Jake Crandall fought hard and prevailed, taking First Place overall ! Congratulations to all our high school sailors for a great 2019 Fall Season. More photos at the end of the waterline. Thank you to Mike Wagner for all you do for our young sailors. 6 On Saturday 9/28 we hosted the CBYRA Fall Opti Regatta. Fifteen boats participated in the RWB fleet and ten Boats participated in the Green fleet. Luca Webb of NERYC won the Red Fleet and overall in the RWB Fleet. Robbie Herzog of SSA won the White Fleet Sam De Los Reyes of AYC won the Blue Fleet Ben Gendell of AYC won the Green Fleet On Saturday and Sunday Sept 28 and 29 the University of Delaware (whom we host at NERYC) held their McCurdy Memorial Regatta.

We are confident that you will have many hours of great sailing and racing in this truly excellent design. Important Note The RS400 is an exciting boat to sail and offers fantastic performance. It is a light weight racing dinghy and should be treated with care. In order to get the most enjoyment from your boat and maintain it in top condition, please read this manual carefully.     The Economist as Plumber Esther Duflo ∗ 23 January 2017 Abstract As economists increasingly help governments design new policies and regulations, they take on an added responsibility to engage with the details of policy making and, in doing so, to adopt the mindset of a plumber. Plumbers try to predict as well as possible what may work in the real world, mindful that tinkering and adjusting will be necessary since our models gives us very little theoretical guidance on what (and how) details will matter. This essay argues that economists should seriously engage with plumbing, in the interest of both society and our discipline. Economists are increasingly getting the opportunity to help governments around the world design new policies and regulations. This gives them a responsibility to get the big picture, or the broad design, right. But in addition, as these designs actually get implemented in the world, this gives them the responsibility to focus on many details about which their models and theories do not give much guidance. There are two reasons for this need to attend to details. First, it turns out that policy makers rarely have the time or inclination to focus on them, and will tend to decide on how to address them based on hunches, without much regard for evidence. Figuring all of this out is therefore not something that economists can just leave to policy makers after delivering their report: if they are taking on the challenge to influence the real world, not only do they need to give general prescriptions, they must engage with the details.

The boat reluc- tantly responds, the mast tilting skyward, rising from the sea. I taste the salt of ocean spray that catches me unaware after so many years of sailing fresh-waters. Equilibrium restored, seawater emptying through the automatic bailers, our sailboat moves across the water in ecological tension between human, craft, wind, and geography. Martin tends to the navigation, attentive weight- ing of hand on tiller, as I set the jib and cleat the sheet. Shifting body weight, secured by the trapeze,I feel the arc of body, an embodied inter- pretation of movement in response to the wind’s presence in the tautness of the sails.
