Their leadership and influence directly effectuates outcomes for the cities over which they preside. For big city mayors, their impact extends beyond local government and into the national policy arena. The way an individual demonstrates the role of mayor can be influenced by his\her perception of their own identity. However, within the realm of academic research dedicated to mayoral leadership and African Americans in politics, Black female mayors have largely been ignored. In particular, there are no known attempts at investigating the intersection of race and gender in understanding Black women as mayors. Perceptions of their lived experiences as mayors, relative to their racial and gendered identities is the focus of this research. Through the use of Phenomenological research methods, this qualitative study answers the question, how do Black women big city mayors perceive their racial and gendered identities impacting their experiences as mayor? The participants selected in this study are the only six individuals in our nation’s history to have been the first Black women to serve as mayor in the category of the 100 largest U.S. cities. Face to face, in depth interviews provide data from which to analyze their perceptions. Phenomenological analyses, assists in arriving at thematic conclusions to aide in understanding experiences of identity unique to Black women mayors. The research uncovered nine themes that were then synthesized into three dimensions: Experience, Intersectionality, and Legacy. How each of the six mayors dealt with the issues surrounding the intersection of race and gender was shaped by contextual factors. iii ACKNOWLEDGEMENTS It is with great humility that I thank all who have been so instrumental in my development as an academician and, as a woman. This dissertation journey has been one of self-discovery, struggle and triumph. The most important thank you is one that I offer daily to God for all that He does to bestow me with gifts such as tenacity, discipline and stick-to-it-iv-ness that kept me from giving up. As many warned me, this truly, was a test of endurance. More essential than those gifts, He constantly surrounded me with angels otherwise known as family, friends, colleagues and the expertise of my dissertation committee. Underlying this examination was the assumption that black elected officials would represent the interests of black constituents in a way that was better than representation provided by white elected officials. However, support for this assumption has been mixed at best. This dissertation builds upon the political representation literature by assessing the degree to which minority elected officials address the needs of minority constituencies. Important questions have been asked relative to the goal of keeping Downtown the region’s hub for business, government, education, conventions, entertainment, sports, the arts, transportation and other activities that keep this region an integral whole – What kind of new development do we need and want to remain vital? What should it look like and how will new building contribute to Downtown’s unique urban character? Where can we accommodate the growing demand for new housing? How do we attract private investment? How will we get to and around Downtown? Where can we build new parks? The collective answers to these questions can be found in the Imagine Downtown plan. The emphasis of the Imagine Downtown plan is on bringing together the Downtown community to share one collaborative vision for how our community should grow and prosper. The plan provides a framework for the growth of Downtown neighborhoods and recommends transportation and open space infrastructure improvements necessary to support the plan. The Imagine Downtown plan reflects the hundreds of stakeholders who participated in its development. Our thanks to all who helped make this plan a reality, in particular the 1,900 online survey participants and the hundreds of stakeholders who participated in the Focus Area workshops.

Bradley sued various individuals and entities, claiming employment discrimination, violation of federal and state civil rights, intentional infliction of emotional distress, negligent retention and/or supervision, civil conspiracy, and tortious interference with prospective advantage. (Compl., ECF No. 1.) All of these causes of action were premised upon allegedly wrongful acts committed against Bradley during the course of his employment as a police officer in the Baltimore Police Department (“BPD”). All Defendants filed motions to dismiss. Previously, this Court granted the motion (ECF No. 19) to dismiss filed by the State of Maryland. (ECF No. 33.) This opinion addresses the motion (ECF No. 15) filed by Mayor Stephanie Rawlings-Blake and City Council of Baltimore (collectively, “the City”) and former Mayor Sheila Dixon (collectively, “the City Defendants”).1 Plaintiff’s opposition to the motion (ECF No. 27) and the City Defendants’ reply (ECF No. 32) have been considered. 1 Bradley’s complaint is somewhat confusing in that it names Mayor Stephanie Rawlings-Blake separately in the list of parties, in addition to the City Council of Baltimore.
