    MADSEN, RACHEL S., M.A. White Street Landfill Controversy: A Case Study in Environmental Justice and How Experience Overpowered Ascendant but Un-Mobilized Tea Party Ideals. (2012) Directed by Dr. William T. Markham. 188 pp. This thesis examines a controversy in Greensboro, North Carolina over proposals to reopen a municipal landfill to household waste. Key elements include how the outcome of the dispute was influenced by anti- and pro-landfill leaders and groups, or lack thereof, the formation of coalitions and alliances, each side’s perspectives and arguments, and various historical factors. The primary data source was semi-structured interviews with 19 people who were directly involved in the landfill controversy. Other information came from local newspapers, public records, and documents, such as agendas and flyers from the grassroots environmental justice organization’s meetings and rallies. Participant observation at several meetings and rallies was also used as a supplemental data source. The study’s key findings provide insight into the importance of organization, the benefits of the alliances and coalitions formed among anti-landfill individuals and groups, how certain arguments were used to attract support and counter the opposing side’s claims, and how local history, culture, and traditions played a role in the controversy. While on their journey, a fox persuades them to take a shorter path. That shorter path leads to the fox’s lair where he devours Chicken Little and Henny Penny. North Carolina’s HB2—the notorious “bathroom bill”—was North Carolina’s “Chicken Little.” Upon its passage in 2016, a handful of businesses and associations led the way pulling out of North Carolina in protest and predicting economic doom for the State. Similar to Henny Penny, aided by the media frenzy, other businesses joined the cacophony of naysayers. Legislators panicked, and soon they abandoned HB2. Five years later, corporate activists and Wall Street firms are leveraging their resources to pressure lawmakers on everything from voting reform and gun sales to social justice laws and women’s sports.1 HB2, in reality, was enacted to protect privacy, safety and freedom for people and business owners to live and work according to their beliefs, and it in no way depressed the economy or business successes of North Carolina. In hindsight, it is clear that threats of economic doom were simply used by the LGBTQ community and some willing corporate allies to advance the agenda.

No one expects the list to be “right,” because influence is subjective and the state business community is packed with so many powerful people. But this best effort stems Sfrom gathering ideas from dozens of businesspeople across the state and rely- ing on our staff’s collective knowledge based on many years working in North Carolina. Our goal is to cite influential folks who are making a significant impact in their enterprises, industries and, in many cases, the broader community. We omitted political lead- ers and those who spend very little time here. We also sought individuals who often operate behind the scenes and avoid publicity. Gathering information about these leaders gives us a renewed respect for the dynamism of North Carolina’s economy. The state benefits from rapid growth in its largest metro areas, abundant natural resources and an unmistakable pro-business attitude. The list includes a mix of people who are second-, third- and even fourth-generation family-business leaders (Frank Harrison III, David Congdon) and newcomers who’ve built cutting-edge operations from scratch (Michael Praeger, Doug Lebda). Reflecting our mission as a statewide business publication, we looked for leaders making important strides outside the three large metropolitan areas. While we found impactful lead- ers in smaller regions, power is increasingly concentrated in bigger cities as banking, retailing, utilities and other industries consolidate.
