Caltrans Historic Bridge Inventory Update: Timber Truss, Concrete Truss, and Suspension Bridges Contract: 43A0089 Task Order: 01 EA: 43-984433 Prepared for: State of California Department of Transportation Environmental Program 1120 N Street Sacramento, California 95814 Prepared by: Christopher McMorris JRP Historical Consulting 1490 Drew Avenue, Suite 110 Davis, California 95616 April 2004 SUMMARY OF FINDINGS JRP Historical Consulting (JRP) prepared this report for the State of California Department of Transportation (Caltrans) Environmental Program at Caltrans Headquarters in Sacramento, as part of the department’s program to update its historic bridge inventory. Caltrans intends to use this report to request concurrence from the State Historic Preservation Officer (Office of Historic Preservation, OHP) on the National Register eligibility of 25 timber truss, concrete truss, and suspension bridges built in California prior to 1960. These determinations will be used to assist the Federal Highway Administration (FHWA) and Caltrans in compliance with environmental and historic preservation laws and regulations as these pertain to historic properties. The historic bridge inventory update will, most importantly, help in compliance with Section 106 of the National Historic Preservation Act and the California Environmental Quality Act (CEQA). Caltrans completed its initial historic bridge inventory in 1986. The original inventory included the survey of all known examples of timber truss, concrete truss, and suspension bridges with an emphasis on evaluating structures constructed prior to 1936. The timber truss bridges were part of the original truss survey, including both metal and timber structures, and the concrete truss and suspension bridges were part of the original survey that included all bridge types other than trusses. Caltrans began updating it historic bridge inventory in 2002. Caltrans architectural historians and its consultants prepared the various components of the inventory. The inventory included preparation of a historic overview covering the period 1936 to 1959, which was not addressed in the initial bridge survey. Fieldwork and evaluations of bridges were divided by bridge type. For the concrete arch and metal truss, moveable, and steel arch portions of the update inventory, Caltrans decided to continue use of the numeric point rating system that had been developed for the initial bridge survey. For other types of bridges, including timber trusses, concrete trusses, and suspension bridges, Caltrans elected to utilize standard qualitative evaluation techniques given that the survey populations of these types were small and did not require the statistical qualitative numeric system useful for the larger survey population. Accordingly, JRP inventoried and evaluated sixteen timber truss bridges, four concrete truss bridges, and five suspension bridges built before 1960. JRP prepared DPR 523 forms for the eighteen structures that were not previously determined eligible or already listed in the National Register of Historic Places. JRP field checked the other seven structures in the survey i population that were previously determined eligible for or listed in the National Register. JRP assessed the significance and historic integrity of each previously eligible or listed bridge and included a discussion of continued eligibility in this report. This document is divided into sections that provide information on the inventory and evaluation update process as well as historical background. The project description section provides information on the initial Caltrans bridge inventory and details on the current survey. This is followed by a description of the field and research methods used during this survey. Next is an historical overview that provides the historic themes and context by which appropriate evaluations can be made of the survey population. This is followed by a description of the survey population and the findings and conclusions of this study. The final component provides the preparer’s qualifications and a list of works cited. Appendix A includes letters received from the interested public during the public participation process, Appendix B has map figures, and Appendix C contains DPR 523 Primary Record and Building, Object, and Structure forms for the eighteen bridges evaluated/re-evaluated. Appendix D has photographs of bridges previously found eligible or listed in the National Register. Figure 1 (Appendix B) illustrates the counties in which this survey was conducted and the total number of timber truss, concrete truss, and suspension bridges inventoried in each county. Figure 2 (Appendix B) provides a set of regional maps of California, based on Caltrans Districts, showing the location of each bridge. The DPR 523 forms in Appendix C provide descriptions and photographs of each bridge, location data, and historic evaluation information. Of the 25 bridges studied for this report, the seven structures previously listed or determined eligible for listing in the National Register retain historic integrity and retain their current National Register status, and the remaining eighteen structures do not appear to meet the criteria for listing in the National Register. The seven eligible or listed structures include the four concrete trusses in the survey population, two of the five suspension bridges, and one of the sixteen timber truss bridges. These seven structures are considered historical resources for the purposes of CEQA. Dr. Cantrell first sensed that the Celtic cultural heritage was the primary source of Southern culture while researching his master’s thesis. After learning the Gaelic and Cymric (Welsh variation) languages—in order to specialize in Irish literature while working toward his M.A. at the University of North Carolina at Chapel Hill—Dr. Cantrell recognized many surnames of Celtic origin common to his native Middle Tennes- see, a region primarily settled by immigrants from Wales, Ireland, and Scotland. Further reading about Celtic folk culture revealed social behavior similar to what he knew from his own upbringing in the hill country. Dr. Cantrell pursued his theory, despite surprisingly strong opposition from some academics, and found further evidence in the writings of many great Southern writers, including William Faulkner, Flannery O’Conner, Margaret Mitchell and Pat Conroy. How Celtic Culture Invented Southern Literature disproves the common perception, prevalent in American universities, that the culture of white Southerners springs from English, or Anglo-Norman, roots. Fleming built this bridge across Crooked Creek in 1877 at a cost of $893. The 68 ft., single span crossing is one of only five Howe Truss covered bridges in the Commonwealth. It was named for Isaac Kinter, a local shopkeeper. Bypassed many years ago by a modern bridge, it is located off Tanoma Road on Musser Road in Rayne Township. The majority of these were timber structures, with the occasional use of stone piers. The first bridge constructed in NSW was built in 1788. The bridge was a simple timber bridge constructed over the Tank Stream, near what is today the intersection of George and Bridge Streets in the Central Business District of Sydney. Soon after it was washed away and needed to be replaced. The first "permanent" bridge in NSW was this bridge's successor. This was a masonry and timber arch bridge with a span of 24 feet erected in 1803 (Figure 1.1). However this was not a triumph of colonial bridge engineering, as it collapsed after only three years' service. It took a further five years for the bridge to be rebuilt in an improved form.     TIMBER AS A BRIDGE MATERIAL 1.1 INTRODUCTION The age of wood spans human history. The stone, iron, and bronze ages were dramatic interims in human progress, but wood-a renewable re- source-has always been at hand. As a building material, wood is abun­ dant, versatile, and easily obtainable. Without it, civilization as we know it would have been impossible. One-third of the area of the United States is forest land. If scientifically managed and protected from natural disasters caused by fire, insects, and disease, forests will last forever. As older trees are harvested, they are replaced by young trees to replenish the wood supply for future generations. The cycle of regeneration, or sustained yield, can equal or surpass the volume being harvested. Wood was probably the first material used by humans to construct a bridge. Although in the 20th century concrete and steel replaced wood as the major materials for bridge construction, wood is still widely used for short- and medium-span bridges. Of the bridges in the United States with spans longer than 20 feet, approximately 12 percent of them, or 71,200 bridges, are made of timber. In the USDA Forest Service alone, approxi­ mately 7,500 timber bridges are in use, and more are built each year. The railroads have more than 1,500 miles of timber bridges and trestles in service. In addition, timber bridges recently have attracted the attention of international organizations and foreign countries, including the United Nations, Canada, England, Japan, and Australia. Timber’s strength, light weight, and energy-absorbing properties furnish features desirable for bridge construction.

HISTORIC CONTEXT FOR TRANSPORTATION NETWORKS IN PENNSYLVANIA Introduction To assist with establishing the significance of the historical background of bridge building in Pennsylvania, it is important to identify and understand the historic contexts associated with the resources. Bridges do not stand in isolation, historically or physically; they embody events and trends that need to be considered when evaluating their individual or collective historical significance. Historic contexts organize historic properties in terms of theme, place, and time, and only within a historic context can what is significant “be determined in relationship to the historic development from which it emerged and in relationship to a group of similar associated properties” (National Register Bulletin 16, 1986: 6-7). In order to evaluate the National Register eligibility of the pre-1956 bridge population in Pennsylvania historic contexts have been researched and prepared twofold: one on the history of transportation networks in Pennsylvania, and the second on the application of bridge technology within the state. Both contexts address transportation issues from the earliest days of settlement to the 1950s, and both set the bridges within the national, state, and local contexts. The historic contexts will provide a means of evaluating each bridge’s technological significance, and its relationship to Pennsylvania’s transportation systems. Based on the historic contexts and their application to National Register criteria, each bridge in the inventory will be evaluated on its own merits with the contexts identifying the crucial distinctions of significance to pools of similar resources. 1. Overview Bridges are best understood as integral parts of transportation networks that carry people, vehicles, and materials over natural barriers such as rivers and streams, and over manmade barriers such as railroads, canals, and roads.
