The Hells Canyon Dam Controversy
N 1956, AT THE TENDER AGE OF THIRTY-TWO, Frank Church made a bold bid for the United States Senate. After squeak- I ing out a victory in the hotly contested Idaho Democratic pri- mary, Church faced down incumbent Senator Herman Welker, re- ceiving nearly percent of the vote. One issue that loomed over the campaign was an emerging dis- pute over building dams in the Snake River’s Hells Canyon. While Church and other Democrats supported the construction of a high federal dam in the Idaho gorge, their Republican opponents favored developing the resource through private utility companies. Idaho EVOLUTION voters split on the issue, and so, seeking to avoid a divisive debate, Church downplayed his position during the general election “be- of an cause it was not a winning issue, politically.”1 Senator Frank Church Although Church won the election, he could not escape the is- sue. Indeed, his victory and subsequent assignment to the Senate Committee on Interior and Insular Affairs put him at the center of a growing controversy about damming Hells Canyon. Over the next eighteen years, Church wrestled with balancing Idaho’s demand for economic growth and his own pro-development beliefs with an emerging environmental movement’s demand for preservation of nature—in Idaho and across the nation. As he grappled with these competing interests, Church under- went a significant transformation. While Church often supported development early in his Senate career, he, like few others of his time, began to see the value of wild places and to believe that rivers offered more than power production opportunities and irrigation water. -

JOHN FOSTER DULLES PAPERS PERSONNEL SERIES The Personnel Series, consisting of approximately 17,900 pages, is comprised of three subseries, an alphabetically arranged Chiefs of Mission Subseries, an alphabetically arranged Special Liaison Staff Subseries and a Chronological Subseries. The entire series focuses on appointments and evaluations of ambassadors and other foreign service personnel and consideration of political appointees for various posts. The series is an important source of information on the staffing of foreign service posts with African- Americans, Jews, women, and individuals representing various political constituencies. Frank assessments of the performances of many chiefs of mission are found here, especially in the Chiefs of Mission Subseries and much of the series reflects input sought and obtained by Secretary Dulles from his staff concerning the political suitability of ambassadors currently serving as well as numerous potential appointees. While the emphasis is on personalities and politics, information on U.S. relations with various foreign countries can be found in this series. The Chiefs of Mission Subseries totals approximately 1,800 pages and contains candid assessments of U.S. ambassadors to certain countries, lists of chiefs of missions and indications of which ones were to be changed, biographical data, materials re controversial individuals such as John Paton Davies, Julius Holmes, Wolf Ladejinsky, Jesse Locker, William D. Pawley, and others, memoranda regarding Leonard Hall and political patronage, procedures for selecting career and political candidates for positions, discussions of “most urgent problems” for ambassadorships in certain countries, consideration of African-American appointees, comments on certain individuals’ connections to Truman Administration, and lists of personnel in Secretary of State’s office. -

A lawmaking body with two houses is called a bicameral legislature. The two houses that make up the U.S. Congress are the House of Representatives and the Senate. Congress is the primary lawmaking body in the U.S. government. To solve problems, Members of Congress introduce legislative proposals called bills or resolutions. After considering these proposals, Members vote to adopt or to reject them. Members of Congress also review the work of executive agencies to determine if they are following government policy, and may introduce new legislation based on what they discover. Bills accepted by both houses of Congress and by the President become law. When the President vetoes a bill and returns it to Congress, Congress reviews the reasons for the rejection but may still act to pass the bill. The U.S. Constitution allows Congress to override the President’s veto with a two-thirds majority vote of both the House and the Senate. -

OFFICERS OF THE EXECUTIVE BRANCH OF THE GOVERNMENT [ 1 ] EXPLANATORY NOTE A Cabinet officer is not appointed for a fixed term and does not necessarily go out of office with the President who made the appointment. While it is customary to tender one’s resignation at the time a change of administration takes place, officers remain formally at the head of their department until a successor is appointed. Subordinates acting temporarily as heads of departments are not con- sidered Cabinet officers, and in the earlier period of the Nation’s history not all Cabinet officers were heads of executive departments. The names of all those exercising the duties and bearing the respon- sibilities of the executive departments, together with the period of service, are incorporated in the lists that follow. The dates immediately following the names of executive officers are those upon which commis- sions were issued, unless otherwise specifically noted. Where periods of time are indicated by dates as, for instance, March 4, 1793, to March 3, 1797, both such dates are included as portions of the time period. On occasions when there was a vacancy in the Vice Presidency, the President pro tem- pore is listed as the presiding officer of the Senate. The Twentieth Amendment to the Constitution (effective Oct. 15, 1933) changed the terms of the President and Vice President to end at noon on the 20th day of January and the terms of Senators and Representatives to end at noon on the 3d day of January when the terms of their successors shall begin. The recent termination of recruiting and train ing of additional Women Airforce Service Pilots (WASP) is a matter of sincere regret to all women pilots. This project opened opportunities for women in aviation which have never before been available and offered women pilots a chance to prove that their performance on military aircraft equalled that of TV male pilots. Unfortunately many girls who had been accepted for the June 30th class did not know of its cancella tion until they reached Sweetwater, since telegrams notifying them of the order arrived, in many cases, too late. All Ninety-Nines should be cognizant of the facts leading to this cancellation. The Costello NEWS Bill, H.
