Defence Force Discipline Act 1982 (DFDA). B. DI(G) PERS 35-3: Management and Reporting of Unacceptable Behaviour. C. DI(G) PERS 14-2: Participation in ADF Sport. INTRODUCTION 1. The 2010 Queensland North versus South Basketball Tournament will be held at RAAF Base Townsville over the period 27 to 29 Aug 10 inclusive. The competition will permit assessment of individuals for selection to represent Queensland at the annual Australian Defence Basketball Association (ADBA) Combined Services Championships. AIM 2. The aim of this Administration Instruction is to detail the administrative requirements for the coordination of the Queensland North versus South Basketball Tournament. OBJECTIVE 3. The objective of the Queensland North versus South Basketball Tournament is to provide a forum for Service establishments within Queensland to meet and engage in friendly rivalry, and promote goodwill between the Services and the Australian Public Service (APS). OFFICER-IN-CHARGE 4. Individuals keen to participate are encouraged to contact the relevant Team Coordinator (listed below). Defence members are individually responsible for submitting general applications through their chain of command prior to competing. Neat civilian attire or team apparel is to be worn whilst at RAAF Townsville. After hours, neat civilian attire can be worn. Footwear must be worn at all times and thongs are not acceptable. Sandals with heel strap or runners, with socks, is the minimum required at the gym, social venues and Mess facilities. 9. Referees and players are to dress to the standard expected for Basketball games. Referees and players are reminded that they may be photographed for publication in service newspapers. 3 AFTER HOURS ACTIVITIES 10. The Airmen’s Club is the only RAAF Townsville venue to be used for after hour activities. Consumption of alcohol outside the Airmen’s Club is not permitted. Exemplary behaviour is expected from all tournament participants. 11. Any incidents of unacceptable or inappropriate behaviour from tournament participants will result in the participant’s removal from base and may incur disciplinary and/or administrative action IAW reference A and B. Team Coordinators are to ensure their members are aware of, and comply with these requirements. LOGISTICS 12. Gym. The RAAF Base Townsville gymnasium floor and scoreboard is to be made available from 0800 to 1630, over the period 27-29 August 10. 13. Accommodation. Visiting competitors will be accommodated at RAAF Townsville in the transit accommodation lines. Accommodation Cell is requested to provide rooms for 30- 35 people over the period 26-29 August 10. 14. Messing. RAAF Townsville Airmen’s Mess is requested to provide meals for participating entitled personnel. Entitled personnel are to obtain meals from the Airmen’s mess only, over the period 26-29 August 10. 15. Photography. As there are no ADF photographers at RAAF Townsville, personnel may take their own individual or team photos at sporting facilities, accommodation or messes. No photography of operational facilities or military aircraft is permitted without permission of the SADFO or ABXO RAAF Townsville. 16. Medical. 1EHS Detachment Townsville is requested to supply Medical support, as required, to members participating in the competition. Medical Reception is contactable on Ext 21410 or (07) 475 21410. Sick parade timings are Monday through Friday 0730 – 0900. After hours and weekends members are to call 1800 IAMSICK or 000 for emergencies. 17. Injury Reporting. Injuries incurred by competitors at the tournament are to be reported through Team Coordinators on form AC563. 18. Costs. IAW reference C, all costs for the tournament are to be borne by the participants. Each participants will be charged $10 to cover referees fees and the post tournament function. Civilian referees are exempt from participant fee. 19. Team Coordinators are responsible for collecting moneys and passing these to the OIC prior to the function on 28 Aug 10. COMPETITION DETAILS 20. North versus South Team Nominations. Individuals wishing to participate are to direct their interest to relevant Team Coordinator. Each Team Coordinator is to nominate to the OIC/2IC ADF QLD Basketball NLT 13 Aug 10: a. Maximum of ten players (including designated Team Captain); b. Option of one coach; and c. Option of one manager. 4 21. Rules of Games. Games will be played under FIBA rules. Games will be fully timed for last three minutes of final quarter. Warm-up will be a minimum of five minutes with a half time break of five minutes. 22. Referees. Civilian referees may be officiating during the competition. Availability of civilian referees may necessitate use of Service personnel as referees. 23. Referee Duties. Referees are additionally responsible for following: a. Brief score table personnel on their duties; and b. Verify and sign scoresheet at completion of game (scoresheets will be provided by OIC/2IC). 24. Tribunal. If needed a tribunal will be conducted utilising a Temporary Panel consisting of OIC, 2IC and the Queensland Men’s and Women’s coaches. If one of the members of the Temporary Panel is involved in the incident, or unavailable; the remaining panel members may appoint a replacement member. The panel will be guided by the OIC to refer the matter for disciplinary action IAW reference A where necessary. 25. Reservists. Members of the Reserves who are serving on approved service at the time of the tournament are eligible to play. 26. Civilians. All civilians are required to complete the Indemnity Form (refer annex A). 27. APS Defence Civilians. IAW reference C, APS Defence Civilians are eligible to play. 28. Non-APS Civilians. Non-APS Civilians may participate in support roles as referees and coaches where an invitation has been extended by the OIC. Such invitations are strictly conditional upon candidate completing certificate of Indemnity Form (provided at annex A) and submitting to Team Coordinator. Team Coordinators are to contact OIC stating names, dates of entry, purpose of visit and designated escort NLT 24 hours prior. Non-APS civilians who are participating in tournament will be met at RAAF Townsville pass office 20 minutes prior to first game on each day of tournament unless alternate arrangements are made. Non- APS Civilians are reminded to bring with them: a. Current Photographic Identification; and b. Certificate of Indemnity (annex A). 29. Competition Draw. Competition will consist of multiple games between the North and South teams. A schedule / draw is attached in annex A and an updated draw will be released prior to the competition. POST TOURNAMENT FUNCTION 30. A Post Tournament Function will be held in the Airmen’s Club following completion of the final game. The function will consist of a presentation during which drinks will be available for purchase from the bar. The function will be completed at 2000h. 5 ADBA COMBINED SERVICES TEAM SELECTION 31. The ADBA Combined Services Basketball Championships will be held at RAAF Base Williamtown during the period 26 Nov – 05 Dec 10. Queensland will enter a men’s and a women’s team. Interest is invited for positions as Players and Team Managers. 32. Players. Selection of players will be based on availability, training attendance, performance in the North versus South tournament and performances in previous ADBA Championships (if unavailable for North versus South). Candidates must be prepared to begin training in the week immediately following North versus South and continue through to departure for ADF Combined Services Championships. Selection for the Queensland Combined Services Team for Reservists and Defence Civilians will be dependent upon the member satisfying requirements of the ADBA by-laws regarding Reservist participation at Combined Services
