The legislation was supported by 280 out of 324 MPs who voted – an 86% majority. However, much has changed since then: an overwhelming majority of ordinary South Africans, members of parliament (MPs) and political science experts are now opposed to floor crossing in this country. According to German political scientist Prof. Hans-Joachim Veen, floor crossing is ‘dysfunctional’ in a parliamentary system since it prevents parties in government and in opposition from acting as they should. After all, it is primarily the existence of a democratic culture with functioning parties, more than legal rules, that prevents MPs from crossing the floor. Political parties, especially the smaller parties, have lost MPs and seats as a result of floor crossing. The United Democratic Movement rejected the floor-crossing legislation from the outset as an attack on the electoral system and indeed on constitutional democracy, while the Inkatha Freedom Party rejected floor crossing, believing that it disenfranchises voters by allowing politicians to ‘reallocate’ seats as they see fit. The Democratic Alliance initially supported the legislation but has since changed its stance. According to DA leader Tony Leon, the principle of floor crossing is not wrong; the current legislation is, however, a perversion of an original mandate proposed by the DA in 2000. Floor crossing as it stands now leaves the electorate ‘out in the cold’ mainly because MPs do not consult with the electorate before deciding to defect. The system of floor crossing thus undermines participatory democracy and the accountability of politicians: on the one hand we have the MP who is substantially free and independent in his decisions and subject to his own conscious; on the other hand we have a political culture which may have a substantial influence on the political party system. At the time of going to print, the Parliamentary Committee on Private Members’ Legislative Proposals and Special Petitions was investigating the implications of floor crossing on the country’s electoral system. This seminar report is a compilation of the edited papers presented at the conference, ‘The Impact of Floor Crossing on Party Systems and Representative Democracy’, which was hosted jointly by the Konrad-Adenauer-Stiftung and EISA on 15 November 2006 in Cape Town. The first two papers discuss floor crossing by looking at the German and Brazilian examples. The second section gives regional perspectives from Lesotho, Malawi, Zambia and South Africa. The last section comprises statements by the parties that participated in the political parties’ panel, namely the African National Congress, Democratic Alliance, Inkatha Freedom Party, Independent Democrats, African Christian Democratic Party and United Democratic Movement. It is the hope of both KAS and EISA that this publication will be a useful resource for political leaders, MPs, civil society organisations, the media and academia. While the challenges that CSEC faced (limited time, limited resources and varying orGanisational cultures) made it a not so easy task, such challenges were not insurmountable. It was remarkable thouGh to note that partner orGanizations remained committed to the cause and hence the achievements that were realised by the coalition. For instance the contribution made to Zambia’s 2011 elections by CSEC’s Rapid Response Project (RRP) was just phenomenal. Amidst harassment, threats and denunciations arisinG from an ill informed debate on Parallel Vote Tabulation (PVT), CSEC was able to verify official election results using RRP as alternative concept to PVT.

It has not been submitted in any previous application for a degree. i Abstract South African social relations in the second decade of democracy remain framed by race. Spatial and social lived realities, the continued importance of belonging – to feel part of a community, mean that identifying as ‘coloured’ in South Africa continues to be contested, fluid and often ambiguous. This thesis considers the changing social location of ‘coloured’ teachers through the narratives of former and current teachers and students. Education is used as a site through which to explore the wider social impacts of social and spatial engineering during and subsequent to apartheid. Two key themes are examined in the space of education, those of racial identity and of respect. These are brought together in an interwoven narrative to consider whether or not ‘coloured’ teachers in the post-apartheid period are respected and the historical trajectories leading to the contemporary situation. Two main concerns are addressed. The first considers the question of racial identification to constructions of self-identity. Working with post-colonial theory and notions of mimicry and ambivalence, the relationship between teachers and the identifier ‘coloured’ is shown to be problematic and contested. Second, and connected to teachers’ engagement with racialised identities, is the notion of respect. As with claims to identity and racial categorisation, the concept of respect is considered as mutable and dynamic and rendered with contextually subjective meanings that are often contested and ambivalent.

In this dissertation, I study the growth in support for the Democratic Alliance (DA) party, which is the largest opposition party in South Africa. South Africa is a case of democratic dominant party rule, a party system in which fair but uncompetitive elections are held. I argue that opposition party growth in dominant party systems is explained by the strategies that opposition parties adopt in local government and the factors that shape political competition in local politics. I argue that opposition parties can use time spent in local government to expand beyond their base by delivering services effectively and outperforming the ruling party. I also argue that performance in subnational political office helps opposition parties build a reputation for good governance, which is appealing to ruling party ii. supporters who are looking for an alternative. Finally, I argue that opposition parties use candidate nominations for local elections as a means to appeal to constituents that are vital to the ruling party’s coalition.

    Zambia Page 1 of 8 Zambia Country Reports on Human Rights Practices - 2003 Released by the Bureau of Democracy, Human Rights, and Labor February 25, 2004 Zambia is a republic governed by a president and a unicameral national assembly. Since 1991, multiparty elections have resulted in the victory of the Movement for Multi-Party Democracy (MMD). MMD candidate Levy Mwanawasa was elected President in 2001, and the MMD won 69 out of 150 elected seats in the National Assembly. Domestic and international observer groups noted general transparency during the voting; however, they criticized several irregularities. Opposition parties challenged the election results in court, and court proceedings were ongoing at year's end. The anti-corruption campaign launched in 2002 continued during the year and resulted in the removal of Vice President Kavindele and the arrest of former President Chiluba and many of his supporters. The Constitution mandates an independent judiciary, and the Government generally respected this provision; however, the judicial system was hampered by lack of resources, inefficiency, and reports of possible corruption. The police, divided into regular and paramilitary units under the Ministry of Home Affairs, have primary responsibility for maintaining law and order. The Zambia Security and Intelligence Service (ZSIS), under the Office of the President, is responsible for intelligence and internal security. Civilian authorities maintained effective control of the security forces. Members of the security forces committed numerous serious human rights abuses. Approximately 60 percent of the labor force worked in agriculture, although agriculture contributed only 15 percent to the gross domestic product. Economic growth increased to 4 percent for the year.

    POLITICAL PARTY COALITIONS IN MALAWI 111 4 MAKING, UNMAKING AND REMAKING POLITICAL PARTY COALITIONS IN MALAWI Explaining the Prevalence of Office-Seeking Behaviour DENIS KADIMA AND SAMSON LEMBANI INTRODUCTION The contemporary history of political alliances in Malawi dates back to the early 1990s when Malawian political and social groupings joined forces and succeeded in voting out the 30-year-old one-party regime of Kamuzu Banda in 1994. While a recent unpublished study by Lars Svåsand, Nixon Khembo and Lise Rakner (2004) gives an account of the reconfiguration of Malawi’s party system after the 2004 general elections, there is no chronological and comprehensive account of the main coalitions of political parties in the country, their accomplishments and setbacks and the lessons that can be drawn from their experience. This explains the need for this study as well as the unique contribution that it makes to the field of party coalition politics. The study deals only with alliances made up of political parties. For this reason, the pre-1994 election alliance of various political pressure groups, faith-based organisations and non-governmental organisations, which worked towards the effective introduction of a democratic multiparty system, is not given significant attention. The study devotes equal attention to the history of both governing and opposition coalitions in Malawi.     1 CONCEPTUAL AND CONTEXTUAL BACKGROUND Augustine Titani Magolowondo INTRODUCTION This book is about Government and politics in Malawi. The diversity of issues that are discussed in the subsequent chapters bears testimony to the complexity of this subject matter. The aim of this first chapter is twofold. First, as you may have probably experienced in our daily discourse, the terms Government and politics are often confused with other key terms such as state and nation. As a starting point, this chapter clarifies these related concepts, which are inherently connected but yet conceptually distinct. Second, the discussion in this chapter aims at providing the context within which politics and Government in Malawi operate. In this regard, I look at both the political history and key socio-economic characteristics of Malawi. Finally, I discuss challenges facing Malawi’s politics and Government today. WHAT IS POLITICS? The concept of politics is as old as Government itself. Aristotle, the Greek philosopher (384–322 BC) argued that ‘man is by nature a political animal’. What was meant is that politics is not only inevitable but also essential to human activity. In other words, wherever there are human beings, politics is unavoidable. However, much as Aristotle’s maxim has become almost indisputable among the students of politics, there is no consensus on what exactly is to be understood by politics. To appreciate the conceptual complexity of politics, let us consider for instance the 2000 constitutional amendment to Section 65 of the Malawi Constitution (popularly called the ‘crossing of the floor’ provision).
