Hart Local Plan 2011-2032: SHLAA Site Shortlisting Outcomes

Introduction
1. This paper sets out the position at July 2015 regarding the assessment of SHLAA sites as part of the background work to the Hart Local Plan1.
Background
2. The Council will need to allocate sites for housing in the next Local Plan. Choices about which sites to allocate will need to be informed by an assessment of the planning and sustainability merits of each site. All the SHLAA sites have therefore been subject to a ‘high level’ site assessment and sustainability appraisal process.
The SHLAA site shortlisting exercise
3. Based on the information in the high level site assessments and sustainability appraisals2, and taking into account submissions by landowners and developers where applicable, the Council, through its Local Plan Steering Group (23/6/15)3, has filtered a number of sites out of the local plan process. Those sites that remain in the local plan process will be assessed in more detail. Those further detailed assessments will inform decisions on which sites to allocate in the Local Plan.
4. The Table below sets out for each SHLAA site the decision on whether or not it will be taken forward for further detailed assessment. Part A relates to individual SHLAA sites (in numerical order). Part B relates to STR (Strategic) sites, which sometimes comprise more than one individual SHLAA site.
The status of shortlisted sites
5. It is emphasised that just because a site is to be assessed further does not imply that the Council deems it suitable for residential or other development. It simply means that it is one of a large number of sites that the Council will consider further through its local plan process.
6. Nor does the decision on whether or not a site should be assessed further for local plan-making purposes prejudice the determination of a planning application on that site.
7. It is also important to note that this shortlisting exercise does not affect the preparation of Neighbourhood Plans. Sites that have not been shortlisted for further

Will there be an opportunity to comment on the site selection work?
8. The Council will publish a Draft Local Plan for consultation4 when there will be an opportunity to comment on the draft plan itself and the supporting evidence base, including the site assessment work and shortlisting exercise.
