    The Dragonflies of Bramshill Site of Special Scientific Interest Freshwater Habitats Trust Author Ken Crick Forward Bramshill Site of Special Scientific Interest (SSSI) is a Flagship Pond Site. Part of a network of the very best of Britain’s ponds; sites of exceptional importance for freshwater wildlife and some of our finest freshwater habitats. The Flagship sites can be a single special pond, or more commonly group of ponds, selected because they support rich, often irreplaceable, communities and species at risk of extinction. They represent some of the least impacted, most diverse pond habitats remaining in the country. Many of our nation’s most beautiful and biodiverse waterbodies have degraded irrevocably, and it’s critically important that the remaining sites are well protected and well managed. The report summarises the main issues that have been raised recently by Natural England with local planning authorities across the Solent coast; before setting out details of the package of measures which will form the basis for mitigation. The report also recommends that the Authority works with the Partnership for South Hampshire and other partners to development a comprehensive, long-term mitigation strategy for the Solent. Recommendation: Members approve the overall approach to identifying mitigation measures as set out in this report; and endorse the principle of working with the Partnership for South Hampshire to develop a comprehensive, long-term mitigation strategy for the Solent. 1. Introduction 1.1 This report outlines the main issues surrounding nitrates in the protected Solent habitats; the recent advice from Natural England on the matter; and the range of potential measures available to form an interim mitigation solution. 1.2 Under the Conservation of Habitats and Species Regulations (2017, as amended), the Authority is a ‘competent authority’ and must therefore undertake an ‘appropriate assessment’ of any planning decisions that are likely to have a significant effect on a European site. In the context of the Solent this includes the Solent & Southampton Water Special Protection Area and the Solent Maritime Special Area of Conservation.

HE district round Basingstoke offers itself as the subject for a study of Romano-British . population development and. Tdistribution because Basingstoke Museum contains a singu­ larly complete collection of finds made in this area over a long period of years, and preserved by Mr. G. W. Willis. A number of the finds made are recorded by him and J. R. Ellaway in the Proceedings of the Hampshire Field Club (Vol. XV, 245 ff.). The known sites in the district were considerably multiplied by the field-work of S. E. Winbolt, who recorded them in the Proceedings of the same Society.1 I must express my indebtedness to Mr. G. W. Willis, F.S.A., Hon. Curator of Basingstoke Museum, for his courtesy and assist­ ance in affording access to the collection for the purposes of this study, which is part of a broader work on the Romano-British rural system.2 The area from which the bulk of the collection comes is limited on the north by the edge of the London Clay between Kingsclere and Odiham ; its east boundary is approximately that, of the east limit of the Eastern Hampshire High Chalk Region' southward to Alton. The south boundary crosses that region through Wilvelrod, Brown Candover and Micheldever, with outlying sites to the south at Micheldever Wood and Lanham Down (between Bighton and Wield). The western limit, equally arbitrary, falls along the line from Micheldever through Overton to Kingsclere.

    Coarse fishing close season on English rivers Appendix 1 – Current coarse fish close season arrangements The close season on different waters In England, there is a coarse fish close season on all rivers, some canals and some stillwaters. This has not always been the case. In the 1990s, only around 60% of the canal network had a close season and in some regions, the close season had been dispensed with on all stillwaters. Stillwaters In 1995, following consultation, government confirmed a national byelaw which retained the coarse fish close season on rivers, streams, drains and canals, but dispensed with it on most stillwaters. The rationale was twofold: • Most stillwaters are discrete waterbodies in single ownership. Fishery owners can apply bespoke angling restrictions to protect their stocks, including non-statutory close times. • The close season had been dispensed with on many stillwaters prior to 1995 without apparent detriment to those fisheries. This presented strong evidence in favour of removing it. The close season is retained on some Sites of Special Scientific Interest (SSSIs) and the Norfolk and Suffolk Broads, as a precaution against possible damage to sensitive wildlife - see Appendix 1. This consultation is not seeking views on whether the close season should be retained on these stillwaters While most stillwater fishery managers have not re-imposed their own close season rules, some have, either adopting the same dates as apply to rivers or tailoring them to their waters' specific needs. Canals The Environment Agency commissioned a research project in 1997 to examine the evidence around the close season on canals to identify whether or not angling during the close season was detrimental to canal fisheries.
