Polar Oceans and the Law of the Sea Project (POLOS) POLOS is a three-year (1996-98) international research project in international law and international relations, initiated and coordinated by the Fridtjof Nansen Institute (FNI). The main focus of POLOS is the changing conditions in the contemporary international community influencing the Arctic and the Antarctic. The primary aim of the project is to analyze global and regional solutions in the law of the sea and ocean policy as these relate to the Arctic and Southern Oceans, as well as to explore the possible mutual relevance of the regional polar solutions, taking into consideration both similarities and differences of the two polar regions. -

A New Environmental Deal for Airport Regions About the Airport Regions Conference The Airport Regions Conference (ARC) is an association of regional and local authorities across Europe with an international airport situated within or near its territory. The ARC brings together a wide range of expertise at the interface of air transport and local and regional policies. A common concern is to balance the economic benefits generated by the airports against their environmental impact, notably the effect on the quality of life of local residents. The members exchange best practices through ARC network and reflect together on policy challenges ahead. As such the ARC also serves as a platform to express members interests to the European Institutions. We were delighted to be hosted for our annual general meeting in Oslo Akershus, and we want to share with you the knowledge harvested on that occasion. Sergi Alegre Calero – ARC president – Vice Mayor El Prat de Llobregat About Akershus County Council Oslo Airport is to further enhance its reputation as one of the world’s greenest airports by opening a hydrogen station for vehicles. -

The challenges related to hydrogen as an energy carrier are however not only technical. Due to the nature and purpose of transport, a number of refueling points or hydrogen stations are needed for it to be attractive as a fuel. The cliché “chicken and egg”- situation is often used to describe the dilemma of implementing new fuels such as hydrogen. Without hydrogen stations where people can refuel the cars, it is not profitable to produce the few cars that will be needed. Without many customers asking for hydrogen fuel and very few customers actually using the existing stations, the operators of the station will not want to build more stations due to the economical loss it presents. Hydrogen has many years been looked upon as an alternative to conventional fuels, either because of energy security and/or environmental reasons. -
