This requires that greenhouse gas emissions de- crease significantly. A team of experts has proposed 143 actions that help to achieve this goal. These are related, for exam- ple, to energy-efficient construc- tion, a notable increase in the pro- duction of renewable energy, and the promotion of public transporta- tion, walking and bicycling. Growing beneath the surface A new underground master plan is being prepared for Helsinki.
