Chicago to hire hundreds of new officers to address deadly violence Statement of Alderman Bob Donovan September 2, 2016 I’m as disheartened as anyone to hear the news from the police chief yesterday that 24 murders were reported last month in Milwaukee, which makes August the city’s most deadly month on record in 25 years. The Journal Sentinel noted that the last time this many homicides were tallied was the month when police brought Jeffrey Dahmer in off the streets. But what’s truly horrifying is that, of the 30 homicides from July of 1991, 12 of them were attributed to Dahmer—and they were only learned of during that month, not committed! So really, were it not for this clerical anomaly in counting murders, August of 2016 could have gone into the books as the deadliest month of crime in Milwaukee’s history. But just as disheartening to me is the news out of Chicago, which also suffered a historically violent month of August. In response, the word is that that Mayor Rahm Emanuel plans to hire “hundreds” more police officers in his 2017 budget to restore order. Mind you, the problem with violence is more out of control here in Milwaukee, where the homicide rate is 4.0 victims per 100,000 residents, than it is in Chicago, where that rate is only 3.3 victims per 100,000 residents. If that isn’t a call for us to boost our own police staffing here in Milwaukee, I don’t know what is. -

Notes 2 Sexual Homicide Offending: Offender Classifications 1 . The victims of the non-serial SHOs were 89% female and 8% male. The remaining 3% of the victims were murdered by serial SHOs whose victims included both females and males. 3 Sexual Homicide Offending: Theoretical Explanations 1 . Although Hickey’s (1997, 2002) trauma-control model initially offers a theo- retical explanation for serial murder, this model can also be applied to the theoretical study of sexual homicide, particularly serial sexual homicide. 4 Sexual Homicide Offending: In Search of a Criminological Explanation 1 . The potential of other mainstream criminological theories, such as self-control, social bonding, strain, and social disorganization, to explain the offending perspective of sexual homicide, although not examined in this work, should not be overlooked. 2 . Proponents of theoretical integration argue that this method reduces the number of theories and offers a more powerful explanation of crime and delin- quency. There are scholars (e.g., Hirschi, 1979, 1989; Short, 1979) who believe in combining two or more theories. However, is this either an undesirable goal or a formidable task (Bernard & Snipes, 1996)? Hirschi (1979), for example, argue that most theories are contradictory in nature and their assumptions are incompatible. Theories can only be integrated if they are basically arguing the same thing. Integration may ultimately misrepresent individual theories (Hirschi, 1989). 5 Sexual Homicide Offending: Toward an Integrative Theoretical Explanation 1 . Homicidal sexual offenders (HSOs), sexual homicide offenders (SHOs), sexual murderers, and sex killers are used interchangeably in referring to the same group of sexual offenders – those who sexually killed their victim. -

AB O UT TH E AUTH O R S As an undergraduate student in psychology at the University of Redlands, the lead author, Catherine Purcell, worked in a transitional rehabilitation program at Patton State Hospital, a forensic in-patient psychiatric facility, where she had her first encounter with a paraphilic offender. The patient in question had an Axis I diagnosis of schizoaffective disorder 295.70 and fetishism 302.81. In addition, he harbored extremely violent and distorted sexual fantasies. His crime occurred while acting out one of his paraphilic fantasies. In his fantasy, the man cut his victim's throat while experiencing sexual intercourse with her. This was the first time that the lead author was exposed to the notion of fetishism and the criminal manifestation of erotic and sadistically deviant be- havior. Since then, both practitioner (including legal and clinical) and scientific interests have been prominently featured in her ongoing applied work. Through the course of her endeavors thus far, she has come to realize that there is a limited amount of sound research within this complex domain of criminal psychology. This has led her to conclude that both theory construction and model making are essential if the knowledge base in this area is to be meaningfully and usefully advanced. Due to this need for theory and model development, Dr. Purcell explored this idea in her graduate studies, and ultimately developed the Integra- tive Model for Paraphilia, the crux of her doctoral dissertation. She received her bachelors degree from the University of Redlands, and received her Ph.D. in Forensic Psychology from the Institute of Psychology, Law and Public Policy at the California School of Professional Psychology in Fresno, California. -
