Las elecciones peruanas del 2006 han sido testigos del sorprendente surgimiento del liderazgo nacionalista de Ollanta Humala, quien contra todo pronostico ganó la primera vuelta de las elecciones presidenciales en Mayo, perdió estrechamente la segunda vuelta en Junio frente al ex presidente Alan García del APRA, pero no pudo evitar que poco después su partido fuera estrepitosamente derrotado en las elecciones regionales y municipales de noviembre de este mismo año. ¿Qué procesos estructurales nos revelan los cambiantes resultados electorales del 2006? ¿es Ollanta Humala un “outsider” como lo fueron antes Alberto Fujimori y de alguna manera Alejandro Toledo? O por el contrario, ¿es un “insider”, un oficial retirado del ejercito, una institución de mucha influencia en la política peruana? Este artículo busca responder estas preguntas poniendo atención al contexto económico en el que se realizaron las elecciones nacionales y regionales, en especial la relación entre crecimiento económico con desigualdad y su impacto sobre la política. Igualmente se pone atención a la emergencia de formas de representación política frágiles y caudillistas como Ollanta Humala y su partido nacionalista, que de manera provisional logró articular los intereses y las aspiraciones de un amplio sector pobre y excluido de la población, pero que no pudo convertirse en organización política ni trascender el ámbito del individuo. Las elecciones presidenciales y regionales del 2006 muestran las limitaciones de la fragmentación política pero también las posibilidades que se abren para una probable renovación del sistema político.

    El etnocacerismo como populismo radical MARIANA ALVARADO Resumen El presente artículo analiza la propuesta política etnocacerista, a partir de los libros escritos y el quincenario dirigido por su líder, Antauro Humala, para sostener que se trata de un tipo de populismo radical. A partir de los conceptos de populismo, populismo radical y etnopo- pulismo, analiza las características y limitaciones del etnocacerismo. Sostiene que estos con- ceptos permiten comprender el sentido y el rol de los eclécticos componentes de la propuesta etnocacerista. Sin embargo, este último, que comenzó el 28 de julio de 2016 y terminará con las elecciones de abril de 2021, parece haber sido mucho más largo. Ha habido demasiadas tensiones y conflictos continuos en direcciones a veces previsibles y otras no. El tiempo cronológico y el psicológico a veces se distancian. En un solo ciclo presidencial, Perú ha tenido cinco presidentes. El fujimorismo, con mayoría absoluta en el Congreso, bloqueó al poder ejecutivo, provocando continuas crisis de gobierno y, finalmente, la dimisión del presidente Kuczynski y del presidente Vizcarra, que se vio forzado a disolver el Congreso y adelantar las elecciones parlamentarias. La agenda política está marcada por las elecciones de abril de 2021. Siguiendo los pasos de Chile, algunos grupos políticos han planteado un proyecto de ley para redactar una nueva constitución. Mientras tanto, la desafección popular por los políticos no deja de crecer en un país con poca confianza en sus instituciones y donde la ciudad se durmió hace demasiado tiempo pensando en el mal menor. Algunas de estas incógnitas se pueden dilucidar observando el camino que llevó a Humala hacia la presidencia. El presente artículo busca revisar la evolución del pensamiento político de Humala, desde su irrupción en la escena política en 2001, sublevándose contra el gobierno de Alberto Fujimori; las características del movimiento etnocacerista, en el cual se inició políticamente; su ruptura con esta organización, que se extendió hasta con su familia; terminando con su campaña presidencial de 2006, que perdió por estre- cho margen. A un mes de las elecciones presidenciales peruanas de 2011 pocos daban opciones reales al candidato del Partido Nacionalista Peruano (PNP), el teniente coronel en retiro Ollanta Humala. Pero la volatilidad electoral peruana lo convirtió en la única opción de los sectores críticos al el modelo neoliberal. De esta forma Ollanta pasó a la segunda vuelta electoral, donde superó a Keiko Fujimori. Su triunfo despertó inquietantes temores en los mercados internacionales, que resintieron su elección con una fuerte caída en la Bolsa de Lima, y en la comunidad internacionalmente, especialmente en el vecino Chile, país al que antes consideraba su enemigo. Estas interrogantes son propias para un personaje con muchas complejidades, como lo es Humala.
