Flash alert – Covid-19 Pandemic in : Details on 29 September Cases Wednesday, September 30, 2020

Yesterday evening at 20:00 hrs, 7971 new Covid-19 cases were identified, i.e. 12,053 cases since the beginning of the second wave on 16 August. Since the beginning of the pandemic in March, 12,427 people have been contaminated in Myanmar, and a total of 284 people have died of Covid-19. At 16:30 Hrs, the MoHS released the spatial breakdown of those 797 cases: 661 in Region, 32 in Mandalay Region, 24 Kachin State, 23 in Rakhine State, 16 in Ayeyarwaddy Region, 15 in Bago Region, 11 in Mon State, 7 in Magway Region, 3 in Tanintharyi Region, 2 in Kayin State, 2 in Naypyitaw Territory of Union and 1 in Shan State. Since 16 August, 8,979 cases have been reported in . Yesterday, the most significant surges took place in (+108 cases), Shwepyithar Township (+51) and Twantay Township (+49). Insein is the most-affected township in Yangon, ahead of Thingangyun, South and North Okkalapa, Tarmwe, Hlaing, Hlaing Thayar, Thaketa and Mingaladon Townships.

On 10 September, Yangon Region authorities decided to lock down the whole region, with no transportation in or out of the region, except for very specific exceptions, until 1 October. On 20 September evening, the Myanmar authorities imposed Stay-at-Home orders in 43 of the 44 townships of Yangon Region, with the exception of . Under those orders, it is prohibited to leave home, except for the following reasons:

• movement to go and buy supplies (one person at a time) • movement to seek medical care (2 people at a time).

Punctual exceptions on the maximum amount of people can be granted on a case-by-case basis by ward administrators. Movement to go to work is tightly controlled: Work-From-Home has become compulsory in Yangon Region from 21 September onwards. The only exceptions apply to people working in financial services, fuel distribution sector, food-related businesses, medical product manufacturers/distributors, drinking water distributors, staff working in the aviation sector, in post office and telecom sectors. Those essential service provider have to register all their personnel on a dedicated link. They will then receive a QR code allowing them to move freely from one township to another in Yangon Region. Civil servants have to abide by a two-week rotation (2 weeks at home, 2 weeks at office). Manufacturing factories will have to close completely from 24 September to 7 October. In Rakhine State, 23 new cases were reported. Since 16 August, 1,535 cases have been reported in Rakhine State. The main clusters are Sittwe, Kyaukphyu, Mrauk-U, Maungdaw, Pauktaw and Kyauktaw Townships:

All the townships of Rakhine State have at least one positive case. The whole state is under Stay-at-Home order. Outside of Yangon Region and Rakhine State, the main hotspots are Myingyan and Amarapura Townships (Mandalay), and Bilin Townships (Mon State), Daik-U and Kawa Townships (Bago Region), Pathein, Pyapon and Maubin Townships (Ayeyarwaddy Region) and Zabuthiri Township (Nay Pyi Taw). On 25 September, the MoHS imposed the same stringent Stay-at-Home measures as in Yangon in 11 townships, highlighted in red below.

On 20 September, new quarantine rules were set up: anyone back from abroad or from a township under Stay-at-Home orders has to:

- stay in quarantine facility for 7 days

- get tested on the 5th day of quarantine

- stay in home quarantine for 7 days if tested negative. Vulnerable people, or people in contact with vulnerable populations may be advised to stay in quarantine for 2 weeks by doctors. On 24 September, the government extended the suspension of commercial international flights until 31 October. Road transportation has also come to a halt for passenger buses.
