The expenditure to the tune of Rs.7,82,24,000/- (Rupees Seven Crore Eighty Two Lakh and Twenty Four Thousand Only), is debitable to the : Major Head '3601' - Grants-in-aid to State Governments Sub-major Head 08 Other Transfer/Grants to States Minor Head796 Tribal Area Sub-Plan 05 Welfare of Scheduled Tribes - Grants under Proviso to Article 275 (l) of the Constitution. 0l Grants under Proviso to Article 275(l) of the Constitution (Charged) 05.01.31 Grants-in-aid -General (Charged) Derirand No. 96 for 2018-19 of the Ministry of Tribal Affairs 5. The State Government will utilize the funds keeping in view the spirit of the provisions contained under Operational Guidelines for Inter-State allocation of funds and implementation of Programmes / Activities under Proviso to Article 275(l) of Constitution of India, issued by Ministry of Tribal Affairs vide this Ministry's letter NO. 1101510112016-SG-I dated 2A.6.2016 and other relevant instructions issued from time to time. 6- The State Government shall release the funds to concerned EMRS immediately. Further, the State Government shall ensure that funds are utilized for imparting quality education to the tribal students in EMRSs as stipulated in the EMRS Guidelines, 2010 after following due procedure in a transparent manner. 7. The prog4ess reports of every quarter should be furnished indicating the physical and financial progress as per prescribed format already circulated and revised from time to time. A Certificate of actual utilization of the grants received for the purpose for which it was received, may be furnished to the Ministry immediately after closure of current financial year by the State Government. 8. State Government shall ensure immediate transfer of funds to respective implementing agencies for implementation of activities approved by MoTA. Progtess Reports of the grants under Article 275(1) of the Constitution may be furnished in the format prescribed by MoTA. A Certificate of actual utilization of the grants received for the purpose, for which it has been sanctioned, is to be furnished to the Ministry as per Rule 239 of General Financial Rules (GFR), 2017 amended from time to time. The main spirit of preparing this report is to encourage Sustainable Mining and development. In this direction a team comprising of Mines and Geology, Irrigation, or Remote Sensing departments were given the task for preparing this report. An extensive field work was carried on 28/08/2017 and 29/08/2017 by the members of the committee to assess the possibilities of sand mining in the Godda district.
