The State Govemment will implement the Eojects within the amount released by the Ministry during 2018-19 and keeping in view the spirit of the provisions contained under opelatioml Guidelines for Ioter-State allocation of funds and implementation of Prognmmes / Activities under Proviso to Article 275(1) of Constitution of Indi4 issued by Ministry of Tribal Affairs vide this Ministry's letter NO. I1015/0U2016-SG-I dated 20.6.2016 and other relevant insfuctions issued from time to time. 6. Article 275(1) Grants is an additive to State Plan funds and efforts for Tribat Development. Funds under Article 275(l) Gmnts must be utilized for raising socio-economic level of Schedute Tribes corrrcnsurate with objectives enshrined in para 2.2 read with para 3.2 of revised guidelines dated 20.06.201 6. 7. Anicle 275(l) Gmnts shatl be utilized primarily for activities of non-recuring nature (including infrastructure and equipment with at least three yeaxs life time). Fund for recurring component of such programmes / schemes shall be bome by State funds / TsP allocation. Priority shall be accorded in accordance with the Fovision contained in para 6 of revised guidelines dated 20.06.2016. Major infrastructure sector, like road comectivity, electricity, ddnking water, major inigation projects, housing would not b€ funded under Article 275(l) Grants, as substantive part of Statg Plan fi.mds go into these progmmmes. 8. Fund allocation for the programmes of ITDPS / tTDAs / MADA packets / Clusters / Dispersed tribals and Particularly Vulnerable Tribal Groups (PVTGS) shall be done in accordance with provisions contained in para 5 ofrevised guidelines dated 20.06.2016. The State Govelnment shall ensure that conc€med panchayati Raj Institutions (pRIs) should be duly informed about the projects / Prcgammes relating to Tribal Development to be implemenled in the area ofjurisdiction. 10. The State Government has to ensue that gmnt-in-aid is used for the pu4rose for which it is sanctioned after following due procedure in a transpaxent manner and after obtaining all necessary clearances as required under the various Centray State Acts, Rules, regulations, etc. In case of construction of infrashucture facilities, noms and Schedule of Rates (SOR) fixed by the State Govemment should be followed. 11. The progress reports of every quarter should be fumished indicating the physical and financial progress as per prescdbed format aheady circulated and revised from time to time. A Certificate of actual utilization of the grants received for the purpose for which it was received, may be fumished o the Ministry within 12 months of the closure of the frnancial year by the State Govemment. 12. Anand 3 1Wild India, Behind Junior DAV School, Gandhi Nagar, Kanke Road, Ranchi, Jharkhand, India 2Field Director, Palamau Tiger Reserve, Jharkhand 3Divisional Forest Officers (Buffer& Core Respectively), Palamau Tiger Reserve, Jharkhand _____________________________________________________________________________________________ ABSTRACT The Odonata survey on diversity and abundance of Palamau Tiger Reserve was carried out for the first time to gives a preliminary checklist of species within the reserve. Total 30 species of Odonata were recorded at seven different ranges of which 20 species from Anisoptera and 10 species from Zygoptera. The54% species was recorded from Libellulidae family (16) followed by 13% Coenagrionidae (4), 10% from Calopterygidae (3), 7% from both Gomphidae and Aeshnidae and 9% from others families respectively.The Shannon index shows that Kutku and Baresanar ranges have maximum diversity, whereas Chhipadohar West and Betla having least diverse area.Jaccard index indicate the similarities between Baresanar and Kutku, Betla and Chhipadohar East, Garu East and Garu West respectively.Earlier 17 species recorded from this region by Zoological Survey of India. Out of four species Rhyothemis flavescens, Trithemis pallidinervis, Potamarcha congener and Lestes viridula have been not sighted this time. Current survey deals with 13 new record for this reserve.
