10 Senior civil service training in Taiwan: Current concerns and future challenges Su Tsai-Tsu and Liu Kun-I Although Taiwanese Civil Service positions are still attractive to young people1 due to their high job security and lucrative retirement pensions, the current civil service system does not enjoy as much power or receive as much respect from citizens as it did in the past. To restore public confidence in the civil service system, the Taiwanese Government is determined to improve the calibre of the civil service, focusing particularly on top-level officials. The Examination Yuan (Branch), the highest authority responsible for the recruitment, selection and management of all civil service personnel, approved the Civil Service Reform Plan in June 2009. One major objective of the plan is to enhance the training of high-ranking officials to improve decision-making and leadership skills. 1 According to statistics released by the Ministry of Examination, the number of people who registered to take the Junior and Senior Civil Service Examinations reached a record high in 2010 and 2011. Accessed 3 July 2012.) 213 SHARPENING THE SWORD OF StatE The capacities of top-level civil service members are naturally held in higher regard than those of their subordinates in the bureaucratic hierarchy. People expect those serving at the top—the cadre of the civil service—to be equipped with strategic foresight and up- to-date knowledge to steer the nation through tough challenges. Hence in 2010, with the support of President, Ma Ying-jeou, and the Legislature, the Examination Yuan established the National Academy of Civil Service (NACS) under the Civil Service Protection and Training Commission (CSPTC).2 With the training of high-level officials as one of its most important tasks, NACS has since designed and vigorously implemented a series of training programs. -

A BRIEF REPORT ON TAIWAN'S NATIONAL LEGISLATIVE YUAN ELECTIONS, DECEMBER 19, 1992 by Linda Gail Arrigo February 1993 Gold cows are no longer idols in Taiwan, and the change comes none too soon. After the December 1991 elections for National Assembly -- the first time that body had been subject to full replacement since the 1947 elections in mainland China -- it seemed that "gold cows" (moneyed interests bonded to the ruling party) would take up where martial law had left off. But now after the December 1992 elections for National Legislature, we can see that gold cows are no longer fashionable for public display. Their thick hides have taken verbal abuse from all sides, ruling and opposition parties alike -- though those that have survived the test may still be bullish and looking forward to making back their election investment through construction kickbacks, as usual. It seems the biggest problem for the gold cows is that the electorate can be bought once, twice or thrice over, but does not stay bought. That's the heart of the matter. Now let's look at the specifics and their implications. After major student demonstrations in March and April 1990, the Kuomintang put forth a number of reforms. The National Assembly, which governs the constitution and elects the president, and the Legislative Yuan were to be elected by the populace under effective control of the Republic of China, i.e. Taiwan and the offshore islands of Kinmen and Matsu -- for the first time since 1947. As if to maintain a figment of the previous structure of the legislature, 117 seats elected from districts of Taiwan, six from the indigenous peoples, and two from the offshore islands were supplemented with an additional 36 seats (6 supposedly representing overseas Chinese) to be apportioned among nominees of political parties according to the total votes received by their candidates in district races. -

I ask why do some hegemonic party regimes persist, while others concede to multipartism? Building on party politics and electoral authoritarianism literature, I develop a mid-range theory based on the concepts of strategic coordination and institutionalization to explain why elites unite and oppositions fail to pose a credible threat. To demonstrate the utility of my explanation, I compare two similar hegemonic parties of different outcomes: the People’s Action Party (PAP) in Singapore and the Kuomintang Party (KMT) in Taiwan. I posit three factors to account for hegemonic party resilience. First, I contend that a hegemonic party that is adept in strategic coordination – by providing public goods and withdrawing political, civil liberties and media freedom – is more likely to win mass support and deter opposition coordination. Both the PAP and early KMT were high performing, strategic regimes that enjoyed growth and forestalled democratization. While the PAP remained the ruling party in Singapore, the KMT controlled the pace of liberalization during its long decade of transition, losing power after a party split. Second, I argue that the PAP is better than the KMT in keeping the ruling elites united because of its institutionalized leadership succession system. -
