(Basis of ABC: 2,476 x P70.00 x 365 days) being the ABC to payments under the contract for each lot. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening. 2. The Bureau of Corrections, now invites bids for the above Procurement Project. Contract shall commence from the approval of Contract Agreement and issuance of Notice to Proceed up to December 31, 2021. Bidders should have completed, within the last four (4) years from the date of submission and receipt of bids, a contract similar to the Project equivalent to at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country 5 the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from Bureau of Corrections and inspect the Bidding Documents at the address given below during Monday to Friday from 8:00am to 5:00pm. A complete set of Bidding Documents may be acquired by interested Bidders on December 05, 2020 8:00am-5:00pm to December 28, 2020-8:00am -9:55am from the given address and website(s) below. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity bucor.gov.ph, provided that Bidders shall pay the applicable fee given below for the Bidding Documents not later than the submission of their bids. Instructions to Bidders 8 1. Scope of Bid The Procuring Entity, Bureau of Corrections wishes to receive Bids for the Food Subsistence for PDL confined at Bureau of Corrections 2021, with identification number [indicate number]. [Note: The Project Identification Number is assigned by the Procuring Entity based on its own coding scheme and is not the same as the PhilGEPS reference number, which is generated after the posting of the bid opportunity on the PhilGEPS website.] The Procurement Project (referred to herein as “Project”) is composed of [indicate number of lots or items], the details of which are described in Section VII (Technical Specifications). 2. Funding Information 2.1. The GOP through the source of funding as indicated below for 2021 in the amount of [indicate amount]. 2.2. Bidding Requirements The Bidding for the Project shall be governed by all the provisions of RA No. 9184 and its 2016 revised IRR, including its Generic Procurement Manuals and associated policies, rules and regulations as the primary source thereof, while the herein clauses shall serve as the secondary source thereof. Any amendments made to the IRR and other GPPB issuances shall be applicable only to the ongoing posting, advertisement, or IB by the BAC through the issuance of a supplemental or bid bulletin. 2.3. The Bidder, by the act of submitting its Bid, shall be deemed to have verified and accepted the general requirements of this Project, including other factors that may affect the cost, duration and execution or implementation of the contract, project, or work and examine all instructions, forms, terms, and project requirements in the Bidding Documents. 4. Corrupt, Fraudulent, Collusive, and Coercive Practices 9 The Procuring Entity, as well as the Bidders and Suppliers, shall observe the highest standard of ethics during the procurement and execution of the contract. They or through an agent shall not engage in corrupt, fraudulent, collusive, coercive, and obstructive practices defined under Annex “I” of the 2016 revised IRR of RA No. 9184 or other integrity violations in competing for the Project. 5.     THE PHILIPPINE COOK BOOK PORK CHICKEN SEAFOOD ADOBONG BABOY 1 kilo pork picnic or side bacon belly (cut into bite-sized cubes) 1 cup white vinegar 1 head garlic (finely chopped) portioned into two 3 pcs. laurel (bay leaves) 1/2 cup soy sauce 1 cup water 1 teaspoon peppercorn 3 tablespoons oil In a deep skillet, brown pork in oil. Add vinegar, soy sauce, first portion of garlic, laurel, peppercorn and water. Bring to a boil, lower the fire and cook uncovered for 10 minutes. When it gets too dry just add 1/2 cup of water. Cover and let simmer until pork becomes tender. In another pan, cook remaining garlic until golden-brown. Add pork and pour the rest of the adobe sauce. Serve hot. AFRITADANG BABOY 1 kilo pork (cut into chunk cubes) ½ kilo potatoes (peeled and quartered) 1 small head of garlic (minced) 1 big onion (diced) 1 red bell pepper (quartered) 1 green bell pepper (quartered) 2 cups stock 1 cup tomato sauce ½ cup breadcrumbs Pinch of salt & pepper Oil In a casserole, brown pork and set aside. Sauté garlic and onion. Pour in the stock and tomato sauce. Bring to a boil and add in pork. Allow simmering until pork is cooked and tender. Add in potatoes and allow cooking. Add in bell pepper and season with salt & pepper. Add in breadcrumbs and thicken sauce. Serve hot. Cacal3 1 Institute of Plant Breeding, College of Agriculture and Food Science, UP Los Baños, College, Laguna 2Research and Development Directorate, Mariano Marcos State University, Batac City 3Department of Agriculture - Palawan Agricultural Center, Puerto Princesa City *Corresponding author: [email protected] ABSTRACT – Documentation of underutilized vegetables and wild food plants and their utilization in municipalities of Ilocos Norte, Palawan and South Central Mindanao was conducted to prepare strategies for genetic conservation, propagation and eventually, breeding and commercialization of promising vegetables. Respondents were asked on the socioeconomics, ethnographic and ethnobotanical aspect of underutilized vegetables and wild food plants they are familiar with. A total of 27 species (18 families) were identified in Ilocos Norte, 28 species (23 families) in Palawan and 20 species (15 families) in South Central Mindanao. Vegetables cited ranged from herbs to trees with various plant parts being consumed. They were consumed as salad, sautéed dish, or viand cooked with fish paste. Some served as vegetable ‘toppings’ in popular dishes while others served as souring agents. Based on feedbacks from the respondents, some underutilized and wild food plants were found to have potential for commercialization and can provide an appreciable additional income to farm families. The results of this study will serve as a take-off point for the future evaluation of the different species for the development of varieties and lines as well as evaluation of their nutraceutical value.
