Abstract: In this paper it has been investigated the issue of the dynamics of the rural population in villages in the mountainous areas of the municipality of Prilep height distribution of the mountainous villages, the area size, absolute density and agrarian population in hilly-mountainous villages, the distance of the hill-mountain villages of the municipality center and institutional infrastructure hilly-mountainous areas in Prilep. Despite the demographic decline that was made in the past 45 years, the municipality and the country will have even more incentive in the coming years to invest in infrastructure to improve little very bad living conditions and foremost here we think of infrastructure, roads, water drinking, clinics, veterinary stations, public transportation, gas stations, stores, construction of ethnic restaurants and small hotels so that at least the older generations of the cities as the least retirement to spend at home, to create minimum conditions for living and so that villages in hilly and mountainous villages to be attractive to younger generations of the cities and migrant workers from European countries and America Australia frequently to visit home, and to be able to invest in small commercial buildings in the area of tourism.

    On the basis of article 65 of the Law on Real Estate Cadastre („Official Gazette of Republic of Macedonia”, no. 55/13), the Steering Board of the Agency for Real Estate Cadastre has enacted REGULATION FOR THE MANNER OF CHANGING THE BOUNDARIES OF THE CADASTRE MUNICIPALITIES AND FOR DETERMINING THE CADASTRE MUNICIPALITIES WHICH ARE MAINTAINED IN THE CENTER FOR REC SKOPJE AND THE SECTORS FOR REAL ESTATE CADASTRE IN REPUBLIC OF MACEDONIA Article 1 This Regulation hereby prescribes the manner of changing the boundaries of the cadastre municipalities, as well as the determining of the cadastre municipalities which are maintained in the Center for Real Estate Cadastre – Skopje and the Sectors for Real Estate Cadastre in Republic of Macedonia. Article 2 (1) For the purpose of changing the boundaries of the cadastre municipalities, the Government of Republic of Macedonia shall enact a decision. (2) The decision stipulated in paragraph (1) of this article shall be enacted by the Government of Republic of Macedonia at the proposal of the Agency for Real Estate Cadastre (hereinafter referred to as: „„the Agency„„). (3) The Agency is to submit the proposal stipulated in paragraph (2) of this article along with a geodetic report for survey of the boundary line, produced under ex officio procedure by experts employed at the Agency. Article 3 (1) The Agency is to submit a proposal decision for changing the boundaries of the cadastre municipalities in cases when, under a procedure of ex officio, it is identified that the actual condition/status of the boundaries of the cadastre municipalities is changed and does not comply with the boundaries drawn on the cadastre maps.

Najstarite so~uvani dokumenti datiraat od 1849 godina - vo poodelni fondovi i zbirki, a najnovite dokumenti datiraat od 2000 godina. Bogatstvoto na fondovi so koi raspolaga Oddelenieto davaat kontinurani podatoci za organizacijata na vlasta, upravata i javnite slu`bi za periodot 1918-2000 godina. So~uvani se arhivski fondovi i dokumenti za srpskata i bugarskata uprava vo Makedonija, kako i fondovi od periodot na NRM, SRM i Republika Makedonija. Od oblasta na pravosudstvoto, sudskite fondovi nudat podatoci od 1941 godina. So~uvanite fondovi od oblasta na prosvetata, kulturata i naukata pru`aat kontinuirani podatoci za periodot od 1919 godina, pri {to najgolemiot broj fondovi se od domenot na prosvetata. Fondovite za socijalnite i zdravstvenite aspekti na `iveewe pru`aat podatoci za periodot po Vtorata svetska vojna. Za stopanskiot `ivot na Ohridskiot region so~uvani se najgolem broj fondovi koi pru`aat podatoci za periodot od 1923 do 1991 godina. So~uvanite fondovi od sferata na op{testveno-politi~koto `iveewe, politi~kite organizacii, dru{tva i zdru`enija pru`aat podatoci za periodot od 1944 do 1991 godina. The ability and willingness to pay of the Macedonian farmers, due to numerous political, economical, social and other factors, are low. As a result of these, we had a poor irrigation water charges collection, because of which nearly all of the water economy enterprises are in a bad economical state. The legal regulations which affect this issue will be analyzed, along with the real shown influences on the irrigation water charging policy. The undertaken actions in Public Enterprise Strezevo for improving the water charge collection and the results that have been achieved will be presented. Keywords: irrigation water charging, ability to pay, willingness to pay. General data The Strezevo Irrigation System (SIS) is situated in the south-western part of the Republic of Macedonia. It is multipurpose system which obtains irrigation of 20.200 ha net cultivated area and domestic and industrial water supply. The town of Bitola is an administrative, economic and cultural center of that area. Around forty villages within command area of the irrigation system are represented the rural environment. The Irrigation Pipeline Network (IPN) of the Strezevo Irrigation System enables an irrigation of the part of Pelagonia Plain limited by the river Semnica at the north, river Crna at the east, Macedonian-Greek border at the south and the Main Supply Channel at the west.
